The Kenya National Highways Authority
(KeNHA), a State Corporation under the Ministry of Transport and Infrastructure
was established under the Kenya Roads Act, 2007 and charged with the mandate to
manage, develop, rehabilitate and maintain national roads.
In order to carry out this mandate effectively, the Authority wishes to fill

Job Title: Assistant Internal Auditor
Grade 5

Purpose of the Job: The Assistant Internal Auditor reports to the
Senior Internal Auditor and will be responsible for preparation of audit
procedures, notification and reports.
He/ she will also undertake audit tests
on the Authority’s systems and procedures as well as ensure accurate record
keeping of all audit processes.
Key Responsibilities
- Assisting in preparation of Audit test
procedures, drafts notifications and Request for Information Memos.
- Carrying out audit tests on Internal Controls
in accounting, administration and operational procedures.
- Preparing minutes of the Entrance and Exit
meetings.
- Assisting in the preparation of draft audit
reports.
- Ensuring the Audit Working Paper File is
complete and well referenced.
- Performing any other duties as assigned.
Job Specifications
For appointment to this grade, the
Candidate must have:
- A degree in a Business related field or
Engineering.
- CPA II or its equivalent.
- Three years’ working experience.
- Computer literacy, especially in Accounting
and MS Office Suite.

Purpose of the Job: The
Senior Internal Auditor reports to the Head of Internal Audit and will deputize
the Head in all areas of Internal Audit including preparation of comprehensive
audit plans, ensuring the Authority complies with set standards, laws, budgets,
plans and schedules.
Key Responsibilities
- Participating and developing comprehensive
Annual Audit Plan.
- Supervising the activities assigned to staff
and reviewing various organizational and functional activities.
- Monitoring and ensuring conformance with set
standards, laws, plans, budgets and schedules.
- Preparing specific audit assignment, plans and
programmes.
- Performing audit tests on the internal
controls in accounting, administrative and operational procedures.
- Ensuring proper documentation of audit
findings in files.
- Carrying out special investigations and
audits.
- Following outstanding issues to ensure
appropriate actions are taken.
- Preparing draft audit reports.
- Performing any other duties as assigned by the
Head of Internal Audit.

Candidate must:
- Be in possession of a Bachelor’s degree in
Commerce / Business Administration (Accounting or Finance option) or
Bachelor of Science in Engineering or other recognized equivalent
qualifications.
- Have attained CPA (K) qualifications or its
equivalent.
- Be in possession of CISA, CIA or CFE;
- Have served in the grade of Internal Auditor
or in a comparable and relevant position in the Public Service or Private
Sector for a minimum period of three years.
- Be a member of a professional body (ICPAK,
IIA, IEK).

Purpose of the Job: The Senior Transport Economist reports to the
Manager Planning and will be responsible for carrying out economic analysis,
studies and evaluation of projects as well as the preparation and revision of
the Authority’s Strategic Plan.
The successful candidate will be
responsible for providing technical and advisory support to road sector
stakeholders.
Key Responsibilities
- Preparation and revision of the Authority’s
strategic plan as well as the Service Charter as the need arises.
- Coordinating economic studies as part of the
road design and tender documentation process.
- Coordinating economic reviews of the road
projects.
- Providing technical and advisory support to
road sector stakeholders towards achieving positive and sustainable
development outcomes.
- Building capacity for economic analysis
related to transport.
- Conducting project appraisals to determine
risks and the economic viability.
- Preparing Terms of Reference for Economic
Surveys and facilitating implementation of related recommendations.
- Undertaking post implementation appraisals of
completed projects and preparing management reports thereof.
- Establishing and maintaining linkages with
Consultants and other Stakeholders on economic matters.
- Coordinating the preparation of annual plans
for the Authority and realigning it to the budget.
- Coordinating economic analysis of investments,
programmes and projects.

Job Purpose: The Systems Administrator, reports to the Head of
ICT and will be responsible for the enforcement of ICT standards in the
Authority in the areas of systems analysis, design and implementation, access
rights, systems security and system backup.
He/she will also supervise
installation certification, repairs and maintenance of Information
Communication Technology equipment and associated peripherals in the Authority.
Key Responsibilities
Duties and responsibilities at this level
will entail:
- Carrying out systems analysis, design and
programme specifications in liaison with users.
- Developing, maintaining ICT systems and
enforcing implementation of ICT policies and procedures.
- Supervising installation certification,
repairs and maintenance of Information Communication Technology equipment
and associated peripherals.
- Recommending and supervising Hardware/Software
specifications for Information Communication Technology equipment.
- Drawing, compiling overall systems
documentation and scheduling preventive maintenance.
- Installing server systems for KeNHA’s
activities, besides administering and maintaining mission critical web and
database server’s configurations.
- Documenting KeNHA network configurations and
passwords of critical systems, including creating and administering
network users’ control, rights and permissions.
- Undertaking systems back up and ensuring the
security of server data from unauthorized access.

officer must have:
- Bachelor’s degree in any of the following:
Information Technology, Computer Science / Engineering, Business
Information Technology from a recognized Institution.
- Served in the grade of Information
Communication Officer I or in a comparable and relevant position in the

of three years.
- Professional certification such as Certified
Computer Network Professional (CCNP), CCNA, MCSE,MCSA, MCSD, Oracle, or

Job Purpose: The Head of ICT will report to the General Manager,
Supply Chain and Support Services and will be in charge of promoting best
practice in Information and Communication systems in the Authority through
formulation and effective implementation of ICT objectives, policies,
strategies and operational plans in relation to KeNHA’s Strategic Plan.
The successful candidate will oversee
the management of the Authority’s ICT infrastructure and promote effective
business systems that are cost effective.
In addition the job holder will lead
the ICT team in providing efficient user support to the Authority’s
departments.
Job Description: The ICT Manager will be responsible to the
General Manager, Supply Chain and Support Services for:-
- Formulating and implementing KeNHA’s ICT
policies, strategies, ICT objectives, and operational plans in relation to
KeNHA’s strategic Plan.
- Monitoring and coordinating the implementation
of ICT policies, procedures and standards.
- Overseeing the development of information
technology systems security and integrity.
- Advising on new emerging technologies and
innovations including, coordinating systems analysis, design and programme
specifications for the Authority.
- Evaluating and recommending on the suitability
of Information Communication Technology equipment.
- Coordinating the procurement of ICT equipment
and services.
- Providing ICT support to projects.
- Ensuring timely implementation and effective
maintenance of ICT systems.
- Supervising overall systems documentation and
overseeing the development of periodic reports on ICT section.
- Overseeing the design of Local Area Network
(LAN) and Wide Area Network (WAN).
- Defining and reviewing ICT standards and
ensuring adherence to ICT systems and procedures in the Authority.
Monitoring and advising on the best practices for safety and health
relating to ICT equipment use and E-waste management.
- Identifying ICT procedures and associated
risks, mapping, establishing and implementing mitigation measures for the
identified risks.
- Overseeing the development of the budget for
ICT section.
- Coordinating training of ICT Hardware
personnel and users and supervising training and developing of staff under
him or her.

officer must have:-
- A Bachelor’s degree in either Information
Technology, Computer Science/Engineering, Business Information Technology
or equivalent qualification from a recognized Institution.
- A Master’s degree in either Information

- A minimum of eight years’ cumulative
experience, three of which should be at the grade of Senior Information
Communication Technology Officer or in a comparable and relevant position
