Financial Analyst

1 Position
 
Reporting to the Assistant Manager, Financial Analysis, and the selected candidate will be responsible for;
  • Evaluating financial projects involving analysis and interpretation of periodical financial statements of listed companies, market intermediaries and new applications to issue securities or applications for new licenses.
  • Assessing level of compliance of financial reports and regulatory disclosures with Capital Markets Rules and Regulations, in order to safeguard and protect investor interests and support internal customers in market supervision
  • Conducting regular and ad-hoc analysis of periodical financial statements for market intermediaries and listed companies to ensure compliance with capital markets rules and regulations.
  • Reviewing applications for approval and licensing of market intermediaries, and assess business plans for consistency and viability
  • Reviewing prospectuses and information memoranda for potential or actual material accounting or financial reporting deficiencies to ensure investors are provided with accurate information on which to base their investment decisions, and to support internal customers in compliance, surveillance risk analysis and research
  • Conducting analysis of financial statements submitted in support of applications by listed companies such as approval of bonus, rights of IPO issues including capital markets instruments, corporate bonds, commercial papers, and complex asset backed securities including financial projections to ensure compliance with capital markets rules and regulations.
  • Reviewing analysis of financial data and method used by issuers of securities to arrive at valuations  for offers to the public in order to determine their objectiveness.
  • Analysing financial statements to ensure that financial reporting of licensees and listed companies is in line with the requirements of IFRS.
  • Maintaining and updating databases relating to financial data, including submission of accounts, publication of financial statements, summaries of financial analysis, etc.
  • Comparing financial information submitted to the Authority by licensees and listed companies with the published financial statements and highlight any inconsistencies.
  • Conducting inspections and investigations and giving recommendations for the registration and licensing of companies to operate in the country’s securities market.
  • Monitoring changes in IFRS and note if the same is being adopted by licensees and listed companies.
  • Reviewing indicators and incidents of financial fraud, fraudulent market operations like insider trading and money laundering as well as failures to meet regulatory obligations and recommend administrative and legal sanctions in line with CMA requirements.
  • Undertaking any other responsibilities as and when assigned.
Minimum Qualifications and Experience
 
Qualification:
  • An upper second Bachelor’s Degree in a Business field, Science or any other relevant area
  • CPA(K), CFA or equivalent will be preferred.
Experience:

Product Development Officer

Reporting to the Assistant Manager Market Development, the Product Development Officer is responsible for:
  • Providing technical support to the department as well as undertaking data collection, research and product development activities.
  • Preparing research and surveys’ reports on existing and new capital market products and services, performance, characteristics and trends as well as business practices.
  • Analysing and making recommendations on local applications of evolving global trends on capital markets products
  • Supporting effective implementation or operationalisation of research recommendations and assessing impact of policy implementation.
  • Maintaining and updating feasibility study reports, research analysis and survey findings for purposes of decision making.
  • Following up implementation of policies, procedures, methodologies and quality standards for introducing new products and services into the capital markets.

Market Infrastructure Systems Officer

Reporting to the Assistant Manager, Risk Analysis & Compliance the selected candidate will be responsible for:
  • Analyzing all market systems to establish, assess, and document the risks as well as the mitigations required to address the gaps identified.
  • Analyzing risk and over sighting of all market infrastructure systems operating in or being introduced tothe market which shall include but not limited to anyATS system, Derivative systems, CDS Systems, Broker Back Office systems, Market Surveillance systems, market data providers
  • Conducting research and supporting evaluation processes to determine best system technical requirements and future needs of the market and available options.
  • Analyzing impact of proposed solutions across all the market infrastructure, applications development and business areas.
  • Developing, testing, and documenting systems in accordance with infrastructure standards and validation procedures
  • Negotiating timelines, responsibilities, and deliverables for new systems or change requests

Enforcement Officer

1 Position

Reporting to the Assistant Manager Enforcement, the selected candidate will be responsible for;
  • Providing technical assistance to the enforcement department and ensuring enforcement actions are adhered to.
  • Assisting in the review of enforcement process to establish criteria and procedures for development of Enforcement Standards in consultation with lead agencies;
  • Reviewing Investigation reports on violations.
  • Drafting Enforcement Memo’s recommending appropriate enforcement action.
  • Drafting and sending Notice to show cause and Enforcement Action letters.
  • Identifying relevant Enforcement Action and contraventions under the Act and regulations

Systems Specialist - Finance

Reporting to Manager Finance with operational interaction with Director Corporate Services on
systems design and approval the selected candidate will be responsible for:

Key Duties & Responsibilities:
  • Identifying automation and process improvement opportunities in operations and lead in development and maintenance of automation tools to improve efficiency especially within internal operations.
  • Developing and installing tools that will optimize processing of accumulated data into useful inputs for decision making.
  • Supporting the Finance Manager in reviewing, enhancing and sustaining automation of entire scope of financial reports for internal and external purposes in the ERP for ease of continuous monitoring and reporting.

Risk Analysis Officers

Reporting to the Assistant Manager, Risk Analysis & Compliance the selected candidate will be responsible for:
  • Measuring, analyzing and reporting risk posed by market participants and infrastructure providers, including monitoring adherence to regulatory conditions.
  • Reviewing and analyzing varieties of quantitative and non-quantitative measures to guide risk assessment to determine intermediaries risk profiles.
  • Assessing the governance and financial strengths of market participants and infrastructure providers to determine acceptable levels of risk exposure
  • Analyzing the risks inherent in the products offered by market participants across all asset classes including new complex derivative transactions
  • Participating in evaluating potential risks to market and systematic stability arising from newly introduced products and business lines in the market.
  • Participating in business relationship management by covering specific portfolio of intermediaries and or infrastructure providers with a responsibility for maintaining a close relationship with and deep understanding of assigned firms in order to identify business developments that could potentially impact firm’s risk profile

Reporting to Manager, Internal Audit & Risk Management, the selected candidate will be responsible to:
  • Coordinating the implementation on enterprise wide risk management framework, policy, procedures and systems in order to minimize Authority’s risk exposure and fraud activities.
  • Contributing to effective management and reporting of risks within the Authority.

Reporting to the Manager Human Capital and Administration, the selected candidate will be:
  • Coordinating change management initiatives

  • Assisting in review of applications for approvals for issue of securities.
  • Undertaking legal compliance review of applications for licensing including by Fund Managers, Securities and Derivative Exchanges, Collective Investment Schemes, Investment Banks and Real Estate Investment Schemes.
  • Undertaking legal review of applications for various approvals such as rights issues, share splits, mergers & acquisitions, advertisements, bonus Issue, private transfers etc.
  • Reviewing notices, announcements and advertisements by market intermediaries and listed companies and making recommendations of the suitability for publication.
