Purpose of the Job: To  develop  the  HR  strategy  aligned  to  the  organisation’s  corporate  strategy,  goals  and  targets.

To  direct,  plan,  organise  and  manage  the  Human  Resources  department  and  its  activities,  in   order  to  effectively  lead,  advise,  manage  and  guide;  management,  stakeholders  and   employees  on  people  issues.  

In  addition  to  developing  and  coordinating  policies  and   procedures  that  are  reflective  of  the    needs  of  the  business,  whilst  meeting  the  organisation’s,   industry  and  statutory  requirements.  

Ensuring  a  culture  of  oneness  sustained  for  the  sake  of   meeting  individual  employee  and  overall  company  goals.  

Key Responsibilities
  • Develop  and  implement  policies  and  procedures  to  support  the  achievement  of  the  overall   corporate  goals,  taking  full  responsibility  for  management  and  delivery  of  the  same,  taking   the  lead  in  adopting  new  standards  to  support  in  planning   and  the  continuous   improvement  of  departmental  operations,  in  order  to  improve  efficiency.  
  • Ensure  the  department’s  management,  and  service  level  towards  all  its  customers,  are  at   an  optimal  levels,  through  effective  operations  in  all  aspects  of  employee  transactions,   compliance  with  collective  bargaining  agreements,  legislation,  policies,  procedures  and   regulations,  coordinating  activities    and  systems  so  as  to  promote  best  practices.    
  • Provide  full  relationship  support   regarding   people   issues  such  as  conflict  resolution,   performance  management,  collective   bargaining   agreement  interpretation  and   termination,  by  effectively  diagnosing  issues,  recommending  solutions  and  ensuring   successful  implementation  of  agreed  recommendations. 
  • Direct  and  support  the  organisation  in  developing  strategies  related  to  talent   management,  learning  and  development,  performance  management,  succession  planning   and  retention.  
  • Maintain  day-­‐to-­‐day  financial  control  of  the  human  resources  department  within  agreed   budgets,  ensure  finances   related  to  the  department  are  correctly  administered  and   monitored.  
  • Ensure  services  within  the  human  resources  department  are  adequately  managed,  staffed   and  resourced  with  appropriate  development  and  succession  plans,  so  as  to   ensure   continuous  service  provision.  
  • Create  and  promote  a  supportive  team  culture  within  the  department  and  organisation  as   a  whole,  one  that  proactively  searches  for  realistic  solutions  to  challenges,  understanding   there  is  no  situation  extraordinary  enough  to  excuse  lack  of  courtesy  and  respect  towards   anyone,  whilst  fostering  a  culture  of  interdependence  amongst  teams  verses  the  need  to   work  in  isolation.  
  • Build  external  relationships  with  service  providers,  statutory  bodies,  and  communities  in   order  to  support  the  management,  growth  and  development  of  the  department  and  its   overall  impact  on  the  organisation  and  its  operations.  
  • Support  the  Executive  in  assisting  in  the  interpretation  of  their  desires  on  how  to  manage   the  people  agenda  in  to  realistic  and  measurable  strategies.

Requirements
  • Bachelors  and  Masters  in  relevant  field  
  • Professional  people  management  qualification  
  • Seven  to  nine  years  of  experience  in  people  management,  a  minimum  three  of  which   should  be  at  Senior  Management  level  
  • Experienced  in  the  implementation  and  management  of  HR  software  systems    
  • Working  knowledge  of    multiple  human  resource  disciplines  including  compensation   practices,  organisational  diagnosis,  employee  and  union  relations,  diversity,  performance   management,  legal  and  statutory  respective  employment  laws.

Direct Reporting: Managing Director, Kenya

Operations:
  • To oversee the day to day security operations of deployment, supervision and allocation of duties as required at the client sites.
  • Responsible for coordinating and supervising the day-to-day team effort of Supervisors, Field Officers and other assigned personnel to ensure that services are delivered in a quality and cost effective manner within the assigned zone.
  • Ensure proper channels of communication exist and are enforced between the employees and the headquarters.
  • To perform spot checks on Filed Officers and other operatives in their respective areas.
  • Oversee compliance of Guards with established company policies and Standards such as Health and Safety, security measures being in place and training of guards
  • Responsible for ensuring all employees portray a corporate brand image through inspections of guarding uniforms, company vehicles and motor bikes and equipment.
  • Ensure all assignment instructions and incident reports are attached into the company systems.
  • To oversee (if required take part in) the investigation of incidents and prepare Incident reports within 24 hours.
  • Ensure client’s requirements, requests, complaints and suggestions are updated on to the Evolution system.
  • Ensure all issues and complaints brought in are addressed within 24 hours and recorded in the Supervisory Occurrence Book and updated on Evolution with corrective actions implemented.
  • Will ensure the zone manning schedules and plans of how the operational commitments including leave and the reliever line will be fulfilled.
  • Receive and review Tasking’s given by the Manned Guarding Manager. Once reviewed a scheme of work needs to be produced, giving timelines and budgetary constraints as a minimum.
  • Is to oversee that the correct level and standard of equipment, uniform and PPE is issued and used by ​the company's
  • Operational personnel.
  • Is to oversee the handover of recruits from Compliance Officer to his or her respective zone.
  • Will proof read all operational documentation prior to it being passed up the chain i.e. Incident Reports, SVAs etc.
  • Guide and advice employees directly below his/her command.
  • In an emergency (i.e. the Manager Manned Guarding is taken ill etc) the Zone Manager should have the ability to step up to cover the Manager Manned Guarding position for a short period whilst long term remedial action is implemented.
  • Ensure implementation of monthly zonal spot check schedules and Timam parade schedules.
  • Conduct and attend monthly Timam parades for every area as per documented agenda.
  • Work with assigned personnel to ensure that all contractually scheduled hours are met with a minimum use of unbilled overtime.
  • Prepare all required reports as per the documented processes, recommendations and develop strategies to improve quantity and quality of service delivered.
  • Adherence to systems, processes and policies of ​the company.
  • Will carry out random spot checks of company databases and analysis systems to ensure productively is on the rise and wastage is being reduced such as the amount of claims for example.​
Facilities / Equipment:
  • The Zone Manager is to ensure operational equipment is checked on a bi-weekly basis, be that via physical checks or check of signature paperwork. 
  • Highlight any shortages of equipment that are having an operational impact for example not having enough desk tops or motorbikes etc. 
  • Is to review on a monthly basis equipment, uniforms, literature/material, software in use, if there are areas that could be improved to greater support the operations department and wider company then a proposal including costings and reasons why should be presented to the Manned Guarding Manager.
  • Is to carryout spot checks of operational equipment such as motor bikes to ensure equipment is not be misused. All data is to be captured and presented to the Manned Guarding Manager.​
Budget:
  • Ensure all operations are within their budget, if any increases are envisioned then the Manager Manned Guarding is to be informed immediately.
  • The zone is to operate inside of the zones’ yearly budget.
Security Breaches / Investigations:
  • Act as a focal point for investigations involving security operations respective zonal area, oversee the preparation of reports and follow up action.
  • Receive information and report any significant security breaches to the Manager Manned Guarding; undertake full investigations; recommend course of action in consultation with your Field Officers and Supervisors.
Training:
  • Ensure direct subordinates are being developed either internally or recommendations can be given to outsource development such as Form 4, IT Courses or leadership course etc.
People Management:
  • Give direct supervision to the Field Officers ensuring objectives and targets are being met in the manner expected by the organisation.
  • Ensure, delegating as appropriate, that each service within the zone is adequately managed, staffed and resourced.
  • Ensure the performance of zone staff is monitored and measured in accordance with the company staff performance policy, taking necessary remedial action as and when necessary.
Customer Service:
  • Oversee the process of linking zone issues to Customer Care for resolution, through consultation in the shortest times possible.
  • Ensure the zone is maintaining customer satisfaction ratings at or above department levels, at all times.
  • Assist the process of supporting the Customer Care team with queries and promote an accommodating team environment, proactively searching for realistic solutions to problems.
  • Harness a culture that understands that there is no situation extraordinary enough to excuse lack of courtesy towards any customer or member of staf​f.​
  • Ensure zone staff understand the importance of the delivering the company's personal touch.
Key competencies / skills
  • ​A security professional with a proven track recorded in security management, planning and coordinating.
  • An ability to carry out scope of work and produce the relevant level of paperwork to support such schemes.
  • Enthusiastic and committed approach with a track record of building strong, trusted base relationships with colleagues and stakeholders at all levels.
  • A sound working knowledge of security best practice and legislation affecting the security role.
  • Strong management and leadership skills together with excellent communication, influencing, negotiating and engagement skills.
  • An intermediate level of IT skills with a very good working knowledge of the range of MS Office packages.
  • A very good knowledge of technology driven security solutions as well as a willingness to continually upgrade that knowledge.
  • Sound judgement and decision making skills, with a “hands on”, problem solving approach, able to remain calm under pressure and take control of incidents, pro-active and self-motivated.
  • An ability to work as part of team and also have the ability to lead teams.
  • Experience of writing procedures, drafting reports, preparing business cases and compiling and adjusting requirements to meet shortfalls in staffing levels.
  • Excellent planning and organisation skills to meet deadlines and pay attention to detail, with a consulting mindset.
  • Understanding financial practices such as cost control and budgeting, demonstrating financial acumen in all decision making.
  • Must have the highest level of integrity, vigilant and of sound judgement.
  • ​Should be unrelenting in the pursuit of excellence, ensuring to lead by setting the standards.
Required qualifications / experience
  • ​A bachelor in a relevant field with a willingness to undergo a Masters
  • ​Professional management qualification and a member of a recognised professional management governing body
  • A minimum of eight years of experience in high level security with a minimum of three years working in a security managerial role, with security qualifications to support these years of service.
  • ​Working​ knowledge of multiple security functions and security driven technology solutions
