Programme or department background
 
DFID Kenya is initiating a new five-year programme (2013-2018) to reduce maternal and neonatal mortality. The outcome will be increased access to and utilisation of quality maternal and newborn health services.

This programme will contribute to and deliver DFID Kenya’s commitment to provide skilled birth attendance to an additional 15,000 women by 2015 and a total of 95,000 by end of 2018. 

It will complement other areas of DFID health sector support in Kenya including the Kenya Health Programme, which provides health policy and systems strengthening support at national level, malaria, family planning, reproductive health social marketing, and DFID Kenya’s Adolescent Girls Initiative. 

The impact of the programme is reduced maternal and neonatal mortality in Kenya. It is expected to contribute to preventing 1,092 maternal and 3,836 neonatal deaths by 2018. 

The expected outcome is increased access to and utilisation of quality maternal and newborn health services. 

The Programme  complements other areas of DFID health sector support in Kenya including the Kenya Health Programme, which provides health policy and systems strengthening support at national level, malaria, family planning, reproductive health social marketing, and DFID Kenya’s Adolescent Girls Initiative. 
 
Main Purpose of Job (describe the overall objective of the role and how it fits into Options): 
The MANI Voucher Field Coordinator will be responsible for the smooth running of field operations for the MANI transport voucher programme. 

The Voucher Field Coordinator will work closely with community health volunteers and the Sub-county community coordinators in 6 sub-counties in Bungoma to identify transporters to carry pregnant women to health facilities, to identify women eligible for the transport subsidy (voucher) and to ensure health facility staff accept and report on voucher utilisation.

Main Duties (outline areas of responsibility)

1. Liaise with the Community Strategy focal person in the Sub-Counties to ensure that the transport solution is well integrated with the Community health strategy and the overall objectives of MANI program.
 
 
2. Support SCHMT Community Coordinator to coordinate enrolment of local transporters
  • Organise community workshops to identify transporters
  • Register transporters (including verification of documentation e.g. driving licenses, collection of phone numbers and network details etc.)
  • Organise transporter trainings
3. Support SCHMT Community Coordinator to coordinate Community Health Volunteers:
  • Train CHVs in distribution of voucher and interaction with local transporters
  • Oversee the development work-plans for CHV’s involved in distribution, targeting of deserving clients
  • Coordinate regular collection of poverty assessment tools and distribution 
  • Oversee the day to day activities and performance of the CHVs involved in distribution of transport vouchers and timely reporting on performance
  • Provide periodic refresher trainings to CHVs
4. Health facility coordination
  • Co-facilitate training of health workers in registering the use of transport vouchers through SMS
  • Coordinate regular collection of hard copies of transport vouchers from facilities
5. Track voucher distribution
  • record voucher numbers for batches received from project office
  • record voucher numbers for batches given to each CHV
