Youth Polytechnic Instructors III

Duties and Responsibilities
  • Theoretical and practical instruction of trainees in the specified area of specialization.
  • Preparing and maintaining professional documents including schemes of work.
  • Preparing lesson plans, lesson notes, trainee’s records, teaching and learning materials, carrying out trainee’s assessment.
  • Ensuring proper care and maintenance of tools and equipment
  • Conducting co-curricular activities and Organizing co- curricular activities
  • Maintaining trainees discipline and guiding and counselling trainees
Requirements for Appointment
  • Diploma in Technical Education in the respective field (s)
  • KCSE C- (Minus)
  • Teaching experience in a youth polytechnic or any vocational training institution.
  • Computer knowledge will be an added advantage 

Quality Assurance and Management Officer

Duties and Responsibilities
  • Advice Instructors and ECDE teachers in both Youth polytechnics/Vocational centres and ECDE centres in accordance with all round standard performance indicators.
  • Ensure equitable distribution of instructors/Care givers by working out the curriculum based establishment (Youth Polytechnics/ECDE centres).
  • Carry out regular and full panel quality assurance and standards assessment in youth polytechnic and ECDE centres.
  • Ensure that the appropriate curriculum is operational in Youth Polytechnics and ECDE centres.
  • Organize and administer co-curricular activities with a view to developing an all-round trainee/child.
  • Advising on implementation of Youth Polytechnic curricular and cocurricular activities to maintain standards.
  • Overseeing assessment of upcoming Youth Polytechnics capacity for registration as training institution and examination centres.
  • Advice County Government on establishment of new institutions.
  • Carry out any duties as may be assigned by the County Director Education and vocational training/County Director ECDE.
Requirements for Appointment
  • Bachelor’s degree in Education from a recognized University
  • Master’s degree will be an added advantage
  • 3 years’ experience in Quality Assurance and management
  • Must have served in Job group M for 3 years
  • Computer literate.
  • Strong Verbal and written Communication Skills.
  • Understanding of contemporary quality management principles and practices.
  • Demonstrate professional competence and administrative capability required for effective performance of duties at that level.
  • Satisfy the requirements of chapter six of the constitution of Kenya.

County Director ECDE

The holder of the post of County Director will be the head of the County Early Childhood Development Education (ECDE) offices and will be answerable to the County Chief Officer for Education and Vocational Training.

Duties and Responsibilities
  • Initiating, formulating and implementing the county policies on ECD Education.
  • Monitoring and Implementing of the curricular and co-curricular and school feeding program.
  • Preparation and implementation of the departmental annual work plans and budgetary requirements.
  • Implementing of the ECDE staff training and appraisals.
  • Promoting awareness on Early Childhood needs and demands to local communities and parents.
  • Preparing ECDE strategies, giving technical advice and guidance to personnel in lower cadre.
  • Supervise, monitor and evaluate performance of ECDE care givers.
  • Prepare and submit quarterly and annual reports.
  • Supervisor infrastructure development in ECDE centres.
  • Any other duties assigned by the chief officer education and vocational training.

County Director Vocational Training

The holder of the post of County Director will be the head of the County vocational training offices and will be answerable to the County Chief Officer for Education and Vocational Training.

Duties and Responsibilities
  • Co-ordinating implementation of Policies in Youth Polytechnic training.
  • Provide leadership & oversight to Youth Polytechnics for effective service delivery
  • Facilitate the processing of Youth polytechnics registration
  • Manage the deployment of Instructors in consultation with the Chief Officer for Education and Vocational Training.
  • Co-ordinate Instructor recruitment and ensure that the Guiding Policies are adhered to.
  • Handle all discipline matters as per guidelines provided by the County Public Service Board.
  • Ensure compliance with the set teaching standards
  • Prepare departmental budget and oversee its utilization
  • Supervise, Monitor and Evaluate performance of staff
  • Prepare and submit quarterly and Annual Reports
  • Handle promotions as per the guidelines provided by the Department.
  • Strengthen strategic partnerships and collaborations among stakeholders on revitalization, rehabilitation and promoting of Youth polytechnic training.
  • Mobilise resources to support youth polytechnic training.
  • Oversee development and integration of ICT in Youth Polytechnic Training.
  • Support initiatives and business incubations in youth polytechnics.
  • Build capacity in Youth polytechnics by conducting regular human resource planning.
  • Coordinating establishment of functional Boards of Management to manage Youth polytechnics.
  • Advise board of Management on prudent management of youth polytechnics.
  • Oversee prudent use of finances and other resources in youth Polytechnics
  • Perform any other duties assigned by the Chief Officer for Education and Vocational Training.
Requirements for Appointment
  • A Bachelor’s degree in Education-Technology. Or, any other equivalent bachelor’s degree with a diploma in technical education.
  • A Master’s Degree in Education Management, Business Administration or any other related field from a recognized institution will be a definite advantage.
  • Experience of at least seven (7) years as Manager/Administrator/Teacher of which five (5) years should have been at Senior Management level or 3 years at Job Group P or a comparable position in the public/private sector.
  • Be Computer Literate
  • Be conversant with County Governments operations at the Headquarters and institutional level.
  • Possess strong leadership skills
  • Demonstrate understanding of policies on Instructor Management
  • Have proven managerial competencies
  • Must comply with the requirements of Chapter 6 of the Constitution of the Republic of Kenya
