Duties and Responsibilities:
Under the direct supervision of the Head of Pipeline and Resource Management and the overall supervision of the Head of Programme, the incumbent will be responsible for the following duties:

- Assist in the preparation of actualized and
accurate monthly pipeline reports in terms of food needs, cash &
vouchers, opening stocks, balances, arrivals, loans and repayments and
shortfalls;
- Contribute to the preparation of upstream and
downstream pipeline analysis reports;
- Draft minutes of monthly Pipeline Committee
meetings;
- Assist in the preparation of Funding Proposals
in consultation with the relevant Units and provide information on funds
utilization when required;
- Support in the preparation of Assignment Plans
in accordance with import parities approved by in HQ, or based on the
approved Funding proposals or on the availability of stocks in the Forward
Purchase Facility;
- Keep track of Purchase Requisitions (PRs),
Purchase Orders (POs) and Shipping Instructions (SIs) issued by the
relevant Units;
- Monitor, update and track of all confirmed
contributions soon as they are received and programmed;
- Monitor Terminal Obligation Dates (TOD) and
Terminal Disbursement Dates (TDD) of grants closely and ensure that
unspent balances are reprogrammed;
- Assist in the preparation of requests for
advance financing as required;
- Support in the preparation of monthly
consolidated Funds Management Analysis reports;
- Assist in the review of existing budgets and
preparation of new budgets; prepare external transport budgets, and
consolidate budgets prepared by various Units;
- Assist in the preparation of Commodity and
Cash & Voucher consolidated tables based on Vulnerability and Mapping
(VAM) assessments;
- Maintain records on resource and pipeline
management activities;
- Evaluate, develop and recommend procedures.
Participate in discussions on new/revised procedures and practices;
interpret and assess the impact of changes and make recommendations on
follow up actions;
- Perform other related duties as required.
Minimum Qualifications:
Education:
Education:
- Secondary school education, preferably
supplemented by courses in human resources, public administration,
transport, development economics or other related field.
Experience:
- At least five years of progressively
responsible experience, of which at least one year was closely related to
programme functions.
- Experience in performing basic financial
analysis, office or operational budgets and development of budgets,
financial plans or analysis and supply chain management would be an
asset.
- At least one year at the G5 level or
equivalent.
Language:
- Fluency in both oral and written communication
in English is a requirement.
Knowledge:
- Experience utilising computers including word
processing, spreadsheet and other software packages.
- Knowledge of WFP regulations and rules, and
WFP policies and procedures in the area of work would be an added
advantage.

Under the supervision of the Chief,
General Supply Section or his/her designate and within delegated authority, the
Inventory and Supply Assistant will carry out the following duties:
Duties and Responsibilities
- Participate in acquisition planning for both
UNSOA and UNSOM budget appropriations in line with the strategic plans,
review and monitor the progress throughout the financial year;
- Raise shopping carts in Umoja, in line with
the approved acquisition plans and based on allocations to the respective
fund and cost centre(s) in Umoja;
- Generate purchase orders for review and
finalization by procurement section, from the existing systems contracts
whilst monitoring the contractual not-to-exceed values for each of the
existing systems contract;
- Conduct and participate in technical
evaluations of offers from vendors through procurement section, with team
members or the end users as the case may be, ensuring selected offers have
met fitness for purpose;
- Initiate and process Low Value Acquisitions to
satisfy immediate operational requirements, cater for non recurrent expenditure(s)
and any other requirements agreed upon;
- Receipt of Supply Expendable and Non
Expendable items;
- Conduct physical inspection in coordination
with R&I unit for the receipts under the self accounting unit;
- Asset inventory management in Galileo IMIS, in
relation to issuance, transfer in/out across the sectors, return to stock
and processing of the documents related to the same; Issue Vouchers,
Handover Voucher, Transfer Vouchers In /Out etc
- Conduct physical verification/cycle counts
updates in Galileo, location update and addressing any discrepancies
related to inventory; Assignment of verification references designated to
each period of verification;
- Preparation of shipments across the various
sectors, through submission of completed Cargo Movement Requests, Packing
lists, Transfer Vouchers and Issue vouchers as the case maybe. Completion
of Dangerous Goods declarations when required.
- Participate in Contractor Performance
Evaluation for the contracts due for renewal by the Regional Procurement
Office;
- Initiate actions related to amendments of the
PD contracts with the responsible person(s) in RPO;
- Generate business intelligence reports from
Umoja and business objects for Galileo to assist in decision making
processes;
- Prepare Funds commitment in Umoja, whilst
ascertaining the correctness of Fund, Cost Centre and GL Account details,
to facilitate intermission funds transfer for LSD acquisitions;
- Draft and submit official correspondence via
Comet in relation to renewal of contracts, technical evaluation, budget
funds redeployment, and any other assignments;
- Monthly compilation of services reports for
leased equipment and making the service entries in Umoja to facilitate
payments and records maintenance;
- Submission of Weekly inventory reports to
Chief Supply Officer;
- Perform other duties as required.

Qualifications:
Education: Secondary
Certificate. Supplementary courses or additional training in supply chain
management will be considered.
Experience: At least 6 years of progressively responsible
experience performing logistics related duties. Minimum 3 years UN/NGO
experience or other international bodies is a requirement.
Desirable: Operation of the United Nations Electronic
Inventory System (Galileo) and UMOJA system, Resident of Mombasa are desirable.
Languages: Fluency in spoken and written English.

- Ensure all payment activities are properly
recorded in the Fund’s Accounting System;
- Audit various payment transactions e.g.
changes in payment instructions, benefit deletions, suspensions &
reinstatements, adjustments, etc, to ensure adherence to relevant
financial regulations and rules;
- Examine and record financial transactions of
UNSOA Offices and prepare remittances for disbursement;
- Assist in processing payments to governments
and vendors for goods and services, including calculating, inputting and
checking for correctness and communicating any discrepancies to
supervisors;
- Assist in processing payments to staff members
for their entitlements including salaries, claims, education grants and
income tax;
- Draft/prepare memoranda and/or faxes to
various offices, departments and overseas offices, incorporating field
expenditures into Headquarters’ accounts;
- Prepare journals and disbursement vouchers as
required;
- Settling expenditures against budgetary
allotments;
- Ensure accuracy of payment transactions and
proper settlement of travel claims;
- Respond to queries from staff members and
third parties;
- Verify the accuracy of historical/payable
invoices’ download;
- Perform other duties as required.

Qualifications:
Education: Completion of Secondary School Certificate.
Certificate in accounting, finance or related field is a requirement.

Under the overall supervision of the
Chief, Rations Unit and the Quality Food Inspector, UNSOA, the Rations Quality
and Assurance Assistant will perform functions relating to physical examination
and sensory analysis of products / materials, primarily foodstuffs, as well as
the documented verification of the quality of rations imported/provided by the
Rations Contractor, according to the required standards under the Rations
Contract and related UN Standard.
Duties and Responsibilities
Specifically the incumbent will be
responsible for the following:
- Monitor Contractors’ incoming shipments as
well as Contractors’ Kenya procured items in Mombasa;
- Compile accompanying documentation - Health,
Veterinary, Sanitary and Phyto-sanitary and safety certifications to
conform to contract specification based on EU, ISO, Codex Alimentarius and
HACCP standards and any other documents as required by the contract;
- Provide Quality Assurance based on the
accepted Quality Control Plan of the Contractor and according to the terms
of the contract;
- Monitor quality of products (organoleptic) and
services delivered by the Contractor, within the terms of the contract;
- Examine, verify and review the contract terms
to ensure food supplied by the contractor conforms to the UN Statement of
Work;
- Verify and ensure contract procedures, as per
set industry standards are properly executed and followed up at Rations
Contractors’ Mombasa warehouse;
- Ensure follow up of Rations Logistics
supported from the Rations Contractors’ warehouse and all logistics
pertaining to CRP’s received and stored in Mombasa for onward shipping;
- Conduct regular inspections at the
contractor’s facility (warehouse and vehicles) to ascertain wholesomeness,
validation and warranty of products as well as Contractors’ full
compliance with the Quality Control plan and conditions under the
contract.
- Conduct follow-up / trail inspections to
ensure compliance with directives /instructions;
- Organize inspection of subcontractors’
premises to ascertain hygienic and quality preparations / services;
- Inform the Chief, Rations Unit of any
discrepancies or disparities within the provision of the Rations Contract;
- Provide professional advice and solutions on
quality issues with photo evidence to substantiate;
- • Conduct checks of expiration dates / shelf
life of Emergency Reserve food rations (Dry/ CRPs/ Bottled water) outlined
in the Rations Contract warranty requirements and specifications;
- Collect information required for movements;
submit CMR’s as and when required;
- Ensure the timely dispatch of rations for
troops supported from the Mombasa warehouse;
- Perform other duties as required.

Qualifications:
Education: Secondary Certificate.
Experience: At least six (6) years of progressively responsible
experience in Rations handling and monitoring. Experience in hygiene and food
safety management (ISO 22,000) and auditing is preferable. Minimum 3 years
UN/NGO experience or other international bodies is a requirement. Training in
logistics or related fields will be considered.
Desirable: Operation
of the United Nations Electronic Inventory System (Galileo) and a Resident of
Mombasa are desirable.

implementation of the USAID Low Emission and Climate Resilient Development in
Kenya project by provision of technical, management, administration support
during implementation.
The Programme Analyst will also
provide technical coordination for the Key Result Area 4: National and County
decision making tools for climate change interventions enhanced.
The Programme Analyst will play a key function of overseeing and sustaining the daily progress for the key result area, as defined in the Project Document, in order to ensure the effective delivery of the works conducted by responsible parties, national and international consultants and experts engaged for various outputs under the component.
Education and Experience:
- Master’s Degree or equivalent in natural
resource economics or social sciences, environment or a related field.
- At least 2 years of relevant and demonstrable
experience in the coordination and/or implementation of development
projects, at the national or international level, especially focusing on
climate change mainstreaming.
- Experience in drafting technical reports as
well as developing working papers and policy documents on climate change.
- Demonstrated understanding of the National
Climate Change Action Plan (NCCAP) process in Kenya.
- Experience in the usage of computers, office
software packages and web based management systems.
