The USAID funded, Intrahealth led,
FUNZOKenya Project works in close partnership with the Ministry of Health,
leading health training institutions and the National Health Human Resource
Development (NHHRD) Working Group to build responsive, country-led training
systems to improve health sector outcomes and the accessibility and quality of
health workforce training in Kenya.
Senior Program Officer
Reporting to the Assistant Director –
Public Sector Engagement, the Senior Program Officer (SPO) will be responsible
for data management and continuous interaction with training institutions for
the Afya ELimu Fund (AEF).
He/She will support the compilation,
tracking and reporting of AEF related data. In addition the SPO will support
Kenya Medical Training College (KMTC) in managing all AEF related issues.
The
SPO will also work closely with Afya Elimu Fund Manager at HELB in supporting
loan applications and verification.
Specific roles and responsibilities
- With assistance of the Program Assistant,
oversee the AEF student management by tracking loans, colleges where AEF
students are, students’ graduation dates, drop outs and cancellation of
loans.
- Work with KMTC, FBO and private health
training institutions accounts and principals’ offices to verify AEF
payments and loan cancellations by students.
- Ensure that AEF advertisement process is in
line with the academic year for the training institutions
- Carryout sensitization activities on
availability of the AEF funds, application process for the fund and the
exit process from the fund through HELB.
- Work with KMTC, FBO and private health
training institutions to ensure that they issue receipts to students and
copy to IH for all AEF received from HELB
- Work with the training institutions and HELB
to support the piloting of the HELB card system with the AEF beneficiaries
- Work closely with Kenya Health Federation,
Private and Public Sector Manager on employment of the AEF beneficiaries
including maintaining a data base of the same
- Strengthen linkages of HELB with training
institutions
- Represent the organization in AEF related
activities in the absence of the Ass. Director or as delegated
- Work closely with M & E and Finance
departments at Intrahealth and HELB to ensure up to date AEF data is
available at all times
Qualifications, Skills and Experience
required
- Bachelors Degree in Public Health, Sociology,
International development or a related field
- Five years of experience in management of
databases and skills in use of the various data related computer packages
- At least two years of experience in monitoring
and evaluation
- Strong communication – oral and written,
relationship management and presentation skills
- Superior computer skills including MS Office
Suite required (Excel, Ms word, data management and analysis
applications).
- Strong interpersonal relationship and
experience especially in working across related sectors is required.
- Willingness to travel throughout Kenya in
following up AEF beneficiaries as well as institutions where they students
train.
- Good analytical and decision making skills and
ability to meet deadlines.
