Vacancy: Program Management Officer

Candidate Profile

 
Canada’s International Development Research Centre (IDRC), United Kingdom’s Department for International Development (DFID), and South Africa’s National Research Foundation (NRF) are jointly supporting a new 5-year program for science granting councils in sub-Saharan African. 

The overall goal of the program is to strengthen the capacities of these councils in order to support research and evidence-based policies that will contribute to economic and social development.

Reporting to a Senior Program Specialist (Technology and Innovation program) and IDRC Regional Director, the Program Management Officer (PMO) will be instrumental in the day-today management of the program. 

The incumbent’s responsibilities will include the following:  
  • coordinating the selection of science granting councils and technical support agencies; 
  • overseeing the work of the technical support agencies; 
  • gathering of strategic intelligence about related activities in the region; 
  • conducting desk research and data analysis; 
  • generating various briefing papers, reports and presentations; 
  • organizing the Executive and Advisory Committee meetings; 
  • coordinating the  implementation of monitoring and evaluation (M&E) based on the program’s logical framework; 
  • synthesizing program reports;
  • supporting liaison with key internal and external constituents; and 
  • representing the program in relevant meetings.
Education
  • At least a Master’s degree in an international development-relevant discipline is required, 
  • with strong analytical skills and 
  • demonstrable experience in a field such as policy analysis or project or programme management.
Experience
 
This position requires a minimum of three years relevant work experience, which includes:
  • Managing programs or projects
  • coordinating monitoring and evaluation activities;
  • compiling, analyzing and synthesizing research results;
  • preparing reports, briefing notes and communicating to various target audiences with strong visualization of data and results;
  • coordinating projects, forums and meetings;
  • building and maintaining partnerships;
  • work experience in SSA countries will be an important asset.
Language
  • Bilingual position (English/French) requiring language skills at an intermediate level
Knowledge
  • Knowledge of social and economic policy and/or organizational development issues
  • Understanding of capacity building principles
  • Understanding of effective communication principles
  • Familiarity with database management or other statistical software
  • Familiarity with knowledge or information management tools is an asset
Competencies
  • Excellent interpersonal, analytical and judgment skills
  • Strong communication skills both oral and written
  • Superior planning, organizing, and coordinating skills
  • Ability to take initiative, set priorities and multitask
  • Ability to perform and present background research
  • Awareness of and sensitivity to individual, gender and cultural differences
  • Superior MS Office (Word, Excel, PowerPoint, Outlook) skills
Note: This position requires occasional traveling within Sub-Saharan Africa
