Water and Habitat Civil Engineer

The Water & Habitat Unit carries out various projects in Somalia which include construction and rehabilitation of various structures, such as water tanks, health structures, hospitals, in addition to water projects such as boreholes and wells rehabilitation and rain water catchment’s structures.

In the frame of its activities, the Somali Delegation in Nairobi is seeking a skilled and highly motivated Somali National to fill the Water and Habitat (Civil) Engineer position, based in Somalia. 

The civil engineer is in charge of all construction and rehabilitation works related to ICRC projects in various locations in Somalia. 

The candidate should be flexible to travel in all regions of Somalia and spend the necessary periods of time in order to follow up activities. 

The engineer will report to the Water and Habitat Coordinator and Water and Habitat Project Manager(s).

Main Responsibilities:
  • Carry out assessment and diagnostics of buildings (hospitals, health structures, etc.), with all related infrastructures and services,
  • Design, coordinate and implement all construction / rehabilitation works related to these structures in Somalia according to the needs and priorities set by the WatHab department.
  • Write bill of quantities (BoQ) for rehabilitation and constructions works;
  • Perform engineering calculations and produce basic technical designs and drawings according to ICRC standards and procedures,
  • Supervise rehabilitation and construction works independently,
  • Implement contracts for ICRC projects and deal directly with contractors on the ground;
  • Supervise civil works related to water projects (elevated tanks, animal troughs, etc.) when needed,
  • Organize for and provide technical training and support to ICRC staff;
  • Produce periodical reports related to the progress of implementation, completion, etc.
Minimum Requirements:
  • University degree of Science in the field of civil engineering, or equivalent.
  • Minimum 2 years’ work experience in designing, implementing and supervising construction projects.
  • Fluent in written and spoken English and Somali
  • Team leadership skills, able to supervise and train staff
  • Good reporting skills
  • Good communication skills
  • Good organisational and administrative skills
  • Very good knowledge of Microsoft Office and CAD software
  • Ability and flexibility to travel in different regions in Somalia
  • Good knowledge of legal requirements and standards for engineering projects

Water and Habitat Field Officer, Mogadishu

The International Committee of the Red Cross, Somali Delegation in Nairobi is seeking a skilled and highly motivated Somali National to fill the Water and Habitat Field Officer Position based in Somalia. 

The Water and Habitat Field Officer is responsible for Water and Habitat in Detention activities throughout all regions of Somalia, for which he manages the contacts and implements the operations for the ICRC under the supervision and leadership the programme responsible. 

He contributes to assure the anchoring of the ICRC in its environment and the coherent and integrated implementation of the plans and objectives decided together with the Programme responsible.

He is supervising the staff and contractors working in projects under his responsibility and ensures proper implementation of the projects.

Main Responsibilities:
  • In charge of Water and Habitat in Detention projects and facilitates their planning, implementation & monitoring.
  • Represent the department within the geographical area.
  • Maintain and develop Prison files including creation and updating of technical drawings using CAD software
  • Provides reports and establishes statistical data according to procedures.
  • Performs administrative works.
  • Provides oral and written translation.
  • Manages and supervises staff and contractors.
  • Contributes to PFR with analysis, strategy, development, budget-resource planning.
  • Writes field trip reports based on given guidelines.
  • Writes minutes of workshops and meetings.
  • Provides contributions to Water and Habitat Activities Reports. Undertakes regular updated of WPA and timely submission of WPA updates.
  • Assist and replaces the programme responsible in all detention activities.
  • Update and standardize the Water and habitat databases as well Assistance databases.
  • Liaise with internal and external interlocutors regarding Water and Habitat projects .
  • Contributes to the annual planning exercise of the department.
  • Executes administrative and office work related to projects.
  • Translates documents from English to National language and vice versa as required.Adapts his/her behaviour to various interlocutor.
Minimum Requirements:
  • University degree of Science in the field of water, construction, or any related field.
  • Minimum 2 years’ work experience in a similar field.

Water and Habitat Engineer Field Officer - Baidoa
 
The Water & Habitat Unit carries out various projects in Somalia which include construction and rehabilitation of various structures, such as water tanks, health structures, hospitals, in addition to water projects such as boreholes and wells rehabilitation and rain water catchment’s structures. 

In the frame of its activities, the Somali Delegation in Nairobi is seeking a skilled and highly motivated Somali National to fill the Water and Habitat (Engineer) Field Officer position, based in Somalia. 

Supervision of construction and rehabilitation of “civil works projects” in all regions of Somalia. 

Civil works projects” are defined here as water storage and water distribution infrastructures, typically comprising of concrete elevated water tanks, storage & generator houses, animal troughs, tap-stands and pipework but may be tailored and include other elements depending on the situation).

Main Responsibilities:
  • Assessing needs, prioritizing, studying feasibility and proposing projects.
  • For non-standard projects, making the necessary calculations and preparing the necessary technical documentation including detailed and accurate technical drawings and Bill of Quantities.
  • Ensuring a close follow up with Contractors’ site engineers to ensure that work is being carried out according to the approved contractual documents (Contracts and addendums, BoQ, drawings, technical specifications and planning);
  • Carrying out, following up and reporting results of the test samples where and when appropriate.
  • Interacting with the ICRC project manager for clarification in design if necessary.
  • Facilitating communication between the WatHab Department and the Contractor on site.
  • Monitoring and ensuring that all works are carried out in accordance with safety requirements.
  • Ensure professional contacts of supervision with Contractors.
  • May occasionally be asked to attend WASH regional meetings .
  • Writing field trip reports based on given guidelines, including: Assessment reports Proposals including rationales, feasibility, detailed technical drawings and Bills of Quantities Progress, reports (standard format) at every significant stage of the project, Completion reports (standard format) upon project completion.
  • Interprets accurately from English to National language and vice versa during field visits and otherwise, as required.
  • Translates documents from English to National language and vice versa as required.
Minimum Requirements:
  • University degree in Civil Engineering
  • Minimum 3 years work experience in field supervision of construction projects
  • Excellent reading and comprehension of technical drawings and schematics
  • Good technical sketching skills
  • Fluent in written and spoken English and Somali
  • Good computer skills (Word, Excel, etc.). Knowledge of CAD software is an advantage.
  • Good leadership and communication skills
  • Good knowledge of the social and geographical environment of Somalia
  • Good organisational and administrative skills
