The Kenya Vision 2030 Delivery
Secretariat (VDS) is charged with spearheading the implementation of the
country’s development blueprint and strategy towards transforming Kenya into a
newly industrializing ‘middle-income country by the year 2030’.
Competitive remuneration will be

1. Director Communication and Strategy
Reporting to the Director General,
the Director will be responsible for coordination and implementation of all the
Vision 2030 Delivery Secretariat’s strategy and communication functions
including resource mobilization and protection of corporate image and profile
locally and internationally.
Duties and Responsibilities
- Designing and implement effective marketing
and communication strategies
- Marketing flagship projects locally and
internationally;
- Projecting and protecting the VDS image and
profile locally and internationally;
- Liaising with other Directorates to develop or
review various strategies to support programmes/projects to support the
VDS;
- Identifying and coordinating the planning,
design, development and implementation of marketing of programmes/projects
under VDS and Medium Term Plans (MTP);
- Undertaking marketing and communication
research to develop and execute sound corporate marketing and
communication strategies for VDS;
- Developing and implementing appropriate
strategy networks, collaboration, linkages and partnerships with the
stakeholders nationally and internationally support VDS;
- Designing, producing and disseminating
Information, Education and Communication (IEC) materials and managing
corporate events for marketing and creating awareness on the roles, goals,
objectives and activities of the Vision 2030 projects; and
- Overseeing the design, development,
implementation and management of corporate strategy and operational plans.
Job Specification
For appointment to this grade, a
candidate should possess Bachelors degree and Masters Degree in Strategic
Management, Marketing or Business Administration from a recognized university,
professional qualifications in Marketing, Communication or Strategy and
membership to a professional body such as Chartered Institute of Marketing,
Marketing Society of Kenya or any other relevant body and computer
skills.
The candidate must have served in the
grade of Assistant Director for a minimum period of three (3) years in VDS or
have ten (10) years relevant work experience in a comparable and relevant
position.
He/she should demonstrate thorough
understanding of national goals, policies and objectives and ability to relate
them to realization of Vision 2030.
The ideal candidate should be
visionary, honest, self-driven with clear understanding of Vision 2030, its key
pillars and their interface.
He/she should demonstrate strong leadership skills and sound judgement to interpret, analyze and resolve operational problems.
He/she should demonstrate wide and sound knowledge in strategic planning/management and good understanding of the investment and development needs of the country and be a results-oriented team player with ability to mobilize teams towards realization of set targets.
2. Assistant Director, Enablers and MACRO
Reporting to the Director, the
Assistant Director will provide assistance in ensuring efficient and effective
management of the Enablers and Macro Directorate.
Duties and Responsibilities
- Overseeing and coordinating the implementation
of flagship projects in Infrastructure, Information and Communications
Technology (ICT), Science, Technology and Innovation, Land Reforms, Public
Sector reforms, Labour and Employment, National Values and Ethics, Ending
Drought and Emergencies, Security, Peace Building and Conflict Resolution
- Coordinating and oversee implementation of
activities carried out by Sector Delivery Secretariats and Project
Delivery Teams.
- Collaborating, networking, partnering and
liaising with relevant sectors’ stakeholders in implementation of the
Vision 2030
- Undertake collection, collation, analysis and
review of the information and data needed for the formulation,
development, and implementation and monitoring and evaluation of flagship
projects.
- Providing guidance to the Directorate on
policy formulation and implementation of policies and the best practices.
- Prepare and submit the divisional budget
proposals for inclusion in the Vision 2030 Delivery Secretariat Budget.
Job Specifications
For appointment to this grade a
candidate should possess a Bachelors degree and Masters Degree in Economics,
Strategic Planning, Public/Business Administration or equivalent from a
recognized university.
The candidate should also have
computer literacy skills.
The candidate must have ten (10)
years in a comparable and relevant position.
3. Information Communication Technology (ICT) Officer
Reporting to the Assistant Director
Finance, Administration and Human Resources on matters relating to the ICT
Section, the ICT Officer should be able to:
- Analyze system malfunctions or technical
problems and directing appropriate resolution to ensure uninterrupted
operation;
- Conduct server builds, engineer enterprise
data, voice and video networks and establish and operate network test
facilities;
- Establish appropriate operational procedures,
tools and resources for effective and timely delivery of technical support
to all users;
- Review and analyze data from multiple internal
and external sources and communicating analysis results and making
recommendations to senior management;
- Provide leadership and support in
implementation of Enterprise Resource Planning system
- Formulate risk mitigation plans, and
performing security review and testing;
- Ensure that new ICT resources are risk
assessed and that risk mitigation plans are documented and implemented
before the ICT resource is put in production;
- Perform periodical vulnerability and
penetration tests to highlight ICT systems vulnerabilities, the need for
the update of software with fixes and patches, and other security related
changes.
Job Specifications
For appointment to this grade, a candidate
should possess a Bachelors degree in any of the following disciplines: -
Information Communication Technology, Computer Engineering, Computer Science,
Business Information Technology or equivalent qualification from a recognized
institution, demonstrate a high level of professional competence and
outstanding management qualities in computerized information systems and have
experience of at least three (3) years in a comparable and relevant position.
4. Secretary
Reporting to the Assistant Director
Finance Administration & Human Resources the Secretary will be responsible
for provision of administrative and secretarial support services.
Core Duties and Responsibilities
- Provide secretarial and executive support
services to the respective Directorates.
- Draft correspondence and reports and proof
read documents.
- Respond to telephone inquiries, route calls to
appropriate officers and place outgoing calls.
- Schedule appointments, prepare itineraries and
confirm travel arrangements.
- Maintenance, storage and retrieval of
files/documents for access and security.
- Undertake other duties which are consistent
with the level of responsibility of this post.
Job Specifications
For appointment to this grade, a
candidate should possess a Bachelors degree in a relevant Social Science or
Business discipline such as Management, Business Administration, Public
Administration or related field, a Higher Diploma in Secretarial Studies or its
equivalent from KNEC, Certificate in Computer Applications (Microsoft Word,
Excel, Access, Power Point, Outlook) internet skills, and have at least three
(3) years experience in a busy environment.
The candidate must also demonstrate
sensitivity to ethics, integrity and confidentiality and possess excellent
interpersonal and communication skills.
