Duties and Responsibilities
The Director will be answerable to
the Chief Officer County Transport and Public works and will be responsible for
the following tasks:
- Planning, development and Supervision of the
directorate plans, programs and projects
- Supporting the development of appropriate
sectoral policies, legal and institutional frameworks.
- Assisting the chief officer in handling
administrative, human resource and asset management issues.
- Preparation of directorate annual work plans
and financial budgets.
- Training needs assessment and planning
- Monitoring and evaluation of the directorate
activities and ensure timely reporting.
- Any other duties as may be assigned by the
Chief Officer.
Requirements for appointment
- Be a Kenyan Citizen.
- Be a holder of at least a first degree from a
university recognized in Kenya in structural engineering / Civil
engineering /Architecture or a relevant field.
- Have relevant knowledge and experience of not
less than ten (10) years in the public service or the private sector.
- Demonstrate a high degree of professional and
technical competence as reflected in work performance and results.
- Demonstrate a thorough understanding of
devolution, county development objectives and Vision 2030.
- Be conversant with policy formulation and
implementation.
- Be a strategic thinker and result oriented.
- Satisfy the requirements of Chapter Six of the
Constitution of Kenya 2010 on leadership and integrity.
2. Senior Superintendent Engineer

Duties and Responsibilities
The Structural Engineer will be
answerable to the Director of Public Works and will be responsible for the
following tasks
- Assist other County departments to Identify
and prioritize public works projects for new construction and
rehabilitation.
- Design of county public buildings and other
structures.
- Take responsibility for time management of
assigned jobs and keep an accurate daily record of the time spent on each
assigned job to ensure timely completion of county projects.
- Prepare tender documents for proposed building
projects.
- Supervision works, project management and
contract administration to ensure integrity of public buildings.
- Approval of interim payment certificates,
Preparation of substantial completion and Completion certificates for
contractors payments.
- Assist in preparation of sectoral budget plan,
procurement plan and project reports.
- Attend meetings and provide reports to the
Director of Public works on a regular basis regarding the progress of
individual projects under his/her responsibility.
- Any other duties as may be assigned by the
Director of Public works.
Requirements for Appointment
- Be a Kenyan Citizen.
- Be a holder of at least a first degree from a
university recognized in Kenya in structural/civil engineering or a
relevant field.
- Have relevant knowledge and experience of not

3. Senior Superintending Architect

Duties and Responsibilities
The Architect will be answerable to
the Director of Public Works and will be responsible for the
following tasks:

- Work on architectural projects within the
County including production of architectural drawings.
- Assist the Director of Public works in the day
to day operations of the directorate providing various pre-design services
- Take responsibility for Time Management of
assigned jobs and keep an accurate daily record of the time spent on each
assigned job
- In Liaison with the structural engineer
supervise projects to ensure architectural standards in the drawings are
well adhered to.
- Attend meetings and provide reports to the
Director of Public works on a regular basis regarding the progress of
individual projects under his/her responsibility.
Requirements for Appointment
- Be Kenyan citizen.
- A Bachelor’s Degree in architecture from a
recognized university.
- Have sound technical knowledge of
architectural project delivery.
- Demonstrable skills in the areas of design,
presentation and technical skills.
- Proficiency with Arch CAD/Civil 3D.
- Computer literacy using Microsoft Office
Products and presentation software.
- Experience of 5 years and above in the
relevant filed.
- Demonstrate understanding and commitment to
the values and principles as outlined in articles 10 and 232 of the
constitution of Kenya.
4. Senior Superintending Quantity
Surveyor

Duties and Responsibilities:
The Quantity surveyor will be
answerable to the Director of Public Works and will be responsible for
the following tasks:

- Preparation of Bill of Quantities for building
projects in accordance with the standards maintained by the Institute of
Quantity Surveyors of Kenya;
- In Liaison with the structural engineer
prepare monthly physical progress report of individual projects.
- Preparation of cost estimates and schedule of
materials for repair and routine maintenance of public buildings.
- In Liaison with the Structural engineer
supervise ongoing works.
Requirement for Appointment
- Be a Kenyan Citizen
- Have a degree in Building Economics and
Management/Building Construction from a recognized institution
- Show administrative ability, wide knowledge
and Experience in preparation of Bills of Quantities and drawings.
- Have proficiency in computer applications for
preparation of Bills of Quantities and drawings (EXCEL, ARCHICAD, AUTOCAD)
- Experience of 5 years and above in the
relevant filed.
- Demonstrate understanding and commitment to
the values and principles as outlined in articles 10 and 232 of the
constitution of Kenya.
5. Senior Superintending Engineer Mechanical

Duties and Responsibilities:
The Senior Superintending Engineer
for Mechanical & transport will be answerable to the Director of
County Transport and will be responsible for the following tasks:

- Co-ordinate all technical activities related
to mechanical engineering.
- Design and implement strategies for continuous
operational efficiency, maintenance and sustainability of mechanical
systems.
- Take responsibility for time management of
assigned jobs and keep an accurate daily record of the time spent on each
assigned job to ensure timely completion of county assignments.
- Advice county departments on disposal of motor
vehicles and equipment as per the Public Procurement and Disposal Act 2005
and its regulations.
- Supervise projects implementation, monitoring
and evaluation.
- Ensure effective preventive maintenance of
county fleet.
- Prepare and manage fleet records.
- Ensure optimal and economical allocation of
vehicle and plant to departments.
- Ensure the efficient scheduling of vehicle
movement.
- Adopt new fleet management technologies.
- Assist County departments in effective
deployment of drivers and plant operators.
- Coordinate inspection and licensing of public
transport in the county
- Manage outsourced transport services.
- Ensure effective management of public
transport.
- Plan acquisition, maintenance, inspection and
advise on disposal of county vehicles and electromechanical equipment.
- Any other duties as may be assigned by the
Director of County Transport.
Requirements for Appointment
- Be a holder of at least a first degree from a
university recognized in Kenya in Mechanical engineering or a relevant
field with a minimum of (10) years’ experience in the public service or
the private sector with a minimum of two years in logistics management as
well as maintenance of Mechanical and electromechanical equipment
- Advanced computer skills (MS Project, MS Word,
MS Excel, MS PowerPoint and MS Access and the relevant Engineering Design
Software)
- Excellent interpersonal communications,
feedback and analytical skills
- Meets the requirements of Chapter Six of the
Kenya Constitution 2010.
