monitoring, evaluation, and learning activities.
The
Specialist must ensure that all activities are in line with the Agency
Learning, Evaluation and Research policy ensuring that impact reporting
includes cost/benefit analysis of interventions.

development, or related field
- A
least 5 years' technical experience in developing and implementing

skills an advantage

South Central Somalia, Somaliland, and Puntland.
The
project aims to strengthen the business enabling environment through access to
finance and policy and regulation support; promote enterprise development
through business development services; improve production, employment, and
incomes in select value chains (horticulture, fisheries, and renewable energy);
and increase participation by women and youth in the economy as entrepreneurs,
employers, and employees.
The contract must be implemented in all three zones of the country.
The
Technical Specialists will have subject matter expertise in multiple technical
areas including:
- Financial
services and access to finance
- Business
development services
- Agriculture,
horticulture, and fisheries value chains
- Renewable
energy
- Gender
and youth
Minimum Tangible Qualifications:
- At
least a Masters degree in business, economics, or other relevant field.
- Minimum
5-8 years managing complex economic growth assistance projects in
developing countries.
- Minimum
three years’ experience in fragile or post-conflict states.
- Experience
working collaboratively with host country governments and the local
private sector, and coordinating activities with those of other donors.
- Experience
managing culturally diverse teams and working with counterparts from other
cultures; and
- Excellent
oral and written English language communication skills with Somali
speaking skills preferred

Responsibilities and Duties:
The goal of the Somalia Economic Growth program is to promote inclusive economic growth in Somalia. The contract must be implemented in all three zones of the country.
The
Grants & Procurement Manager is responsible for managing the contracting
and grants award processes and procurements related to technical project
activities of the Grants/ Partnership Fund, and is responsible for leading all
international, regional and local procurement for technical project activities
and in-kind grant procurements required by the Grants/Partnership Fund.
The
Grants and Procurement Manager is also responsible for conducting negotiations
with business grantees & suppliers, and drafting contracts and grants
agreements as well as supporting and supervising the Grants Team.
The
Grants & Procurement Manager is responsible for leading and documenting the
entire procurement process, and purchasing international goods and services at
competitive prices and ensuring that goods/services are properly receipted,
inventoried, and accounted for while assuring full compliance with
USAID/AIDAR/FAR rules and regulations as well as IRG/Engility compliance and
procurement policies.
Minimum

Responsibilities and Duties:
The
goal of the Somalia Economic Growth program is to promote inclusive economic
growth in Somalia.
The
contract must be implemented in all three zones of the country.
The
Director of Finance & Operations ensures compliance of all grants and
subcontracts with USAID regulations.
Monitors
achievement of matching investment targets, grants and subcontract
disbursements, accruals and other financial indicators.
Manages
administrative personnel and functions of the project offices, including human
resources, accounting, reporting to local tax authorities, banking and
coordination with IRG/Engility Operations and Compliance at HQ.
Minimum
