WelTel Kenya is a Non Profit Organization originating in Kenya, with headquarters in both Nairobi and British Columbia, Canada. WelTel is committed to providing evidence-based, patient-centred health solutions, through the use of mobile phone technologies such as low cost SMS’s (texting) for the management of HIV/AIDS and other health issues. 

WelTel is currently scaling-up its proven innovation throughout the Northern and Arid Lands of Kenya and will be testing the launch of its mHealth service delivery model and SMS software platform at several clinical sites in two distinct regions, all the while exploring business opportunities to further advance its sustainable business and health delivery model. 

WelTel’s service delivery model was developed and proven in a clinical (research) trial (Lancet, Nov 2010), which proved that mHealth can improve health outcomes. 

It was also able to empower individuals, strengthen communities, and save lives.
 
Position Information: WelTel is looking for a positive, dynamic, self-starting, multi-talented, solutions-oriented individual to fill the deputy program coordinator position for our Kenyan operations. 

The deputy program coordinator will be responsible for the successful implementation of WelTel’s service delivery model and SMS platform at various clinical sites throughout Kenya, with particular attention to the Northern and Arid Lands. 

Reporting to the current country coordinator, the COO, CFO and executive director, the deputy program coordinator is a key member of WelTel’s team and will be responsible for co-leading the implementation of the WelTel platform in the Northern and Arid Lands. 

He/she will support the current country coordinator, lead programmer, program development officer, and research arm, while engaging partners, beneficiaries, and stakeholders to foster strong relationships. 

The successful candidate will ensure that the databases are functioning and relevant, and work with the research team to be sure that monitoring and evaluation are both relevant and up to date, identify business and partnership opportunities, be sure quarterly reporting is thorough and accurate, coordinate activities alongside partners, ensure the program has the adequate resources to meet its objectives, and adhere to WelTel’s values at all times.
 
Due to the sensitive nature of this work, a Non-Disclosure Agreement statement will need to be signed
before the project details can be discussed.

Main Duties / Responsibilities:
  • Work with the current country co-ordinator to facilitate the implementation of WelTel’s mHealth service and research activities alongside various partners and stakeholders.
  • Plan and implement needs assessments, technology test sites, and field activities.
  • Identify opportunities and areas for programmatic expansion and build a realistic work plan with the WelTel team and then follow through.
  • Maintain visibility and engagement with stakeholders and within the community.
  • Implement and co-manage project changes and interventions to achieve project goals, at all times keeping stakeholders informed of the project’s progress.
  • Develop and continually manage project time-lines and budgets to ensure that projects are completed on time and to budget.
  • Maintain and grow strong relationships with business partners and clients.
  • Provide collaboration to the technical (programming) and business development team, and assist with human resources and performance issues when asked.
  • Preparation and analysis of grant financial reports as per the grant agreement; (please note that this is currently being done by the country coordinator, but will need to be learned to a very high standard and embraced when the CC position expires).
  • Work with the project development officer/administrator to ensure that the accounting, financial reporting and other financial management arrangements meet the requirements of the relevant financing agreements (this is currently being performed by the country coordinator, but will be another task that is passed on).
  • Any other assignments as given by the country coordinator or executive director.
Minimum Qualifications
  • Undergraduate degree and experience in a health related field.
  • Note: Individuals with a Medical Degree, Masters in Public Health/Health Administration, or other graduate degrees are encouraged to apply.
  • 3-5 years experience coordinating/managing not for profit health programs in Low to Middle Income Countries
  • a passion for the Northern and Arid Lands of Kenya, and an understanding of cultural nuances and sensitivities relevant to pastoral peoples
  • Kenyan citizen
  • Valid driver’s license
  • 3-4 years experience in health research or programming
Qualifications and Competencies:
  • 3-5 years of recent, related experience in coordinating similar scale projects, including budgeting, implementation, reporting, and monitoring for an international, donor-funded project
  • Strong team working ability, as well as time management skills are required
  • Demonstrated ability to build and maintain relationships with a very positive and engaging attitude that inspires others to achieve their best
  • Sensitive to all local social, political or cultural realities, and both flexible and respectful in responding to the ideas, beliefs, or points of view of others
  • Ability to quickly assess the technical requirements of the job situation and to be innovative when looking for solutions
  • Demonstrated capacity in competent leadership and coaching
  • You will be a team player that fosters WelTel’s organizational culture and contribute to processes that will assist in building WT’s organizational structures as it is a nascent organization that is growing quickly
  • Ability to work well in, and adapt to a challenging context and uncertain operating conditions
  • Previous experience working on projects with university partners and/or medical institutions is an asset
An equivalent combination of experience and education will be considered.
 
Due to the highly confidential nature of this work, the right person will be diplomatic, compassionate, and have an awareness of behaving in a politically correct and situation sensitive manner.
 
The position will work alongside the country coordinator and report to him, will be based in Isiolo, and will liaise with and report to the COO, CFO and executive director, as well as keep relevant Kenyan staff current and informed on what is happening at all times. 

The individual will receive feedback from the executive director and country coordinator, and will help manage issues that arise from the health care workers using the system, as well as patient complaints should they arise. 

Again, the successful candidate will not take issue with where feedback comes from, but will make a plan to get things working efficiently.

The salary being offered for this position is up to 160,000 KES gross.
 
The appointment will be for an initial period of twelve (12) months, with a three (3) month probation period, with potential for extension of probation of a second three months, and a renewal of contract subject to assessment of performance and availability of funds.
