Article 235 of the Constitution of Kenya 2010 provides for the staffing of County Governments. Further, the county Government Act, No. 17 of 2012, section 57, provides for the establishment of the County Public Service Board.

Accordingly, the office of the Governor, Busia County, wishes to recruit qualified and competent persons to fill two vacant positions in the county public service board.

Duties and Responsibilities
  • Establish and abolish offices in the county public service.
  • Appoint persons to hold or act in the county public offices including on the boards of urban areas within the county and to confirm appointments
  • Exercise disciplinary control over, and remove persons holding or acting in those offices.
  • Prepare regular reports for submission to the County Assembly on the execution of the functions of the Board.
  • Promote in the county public service the values and principles referred to in Articles 10 and 232 of the Constitution of Kenya 2010.
  • Evaluate and report to the County Assembly on the extent to which the values and Principles referred to in Articles 10 and 232 of the Constitution of Kenya 2010 are complied with within the County Public Service.
  • Facilitate the development of coherent; integrated human resource planning and budgeting for personnel emoluments in the County.
  • Advise the County Government on human resource management and development.
  • Advise the County Government on implementation and monitoring of the national Performance management system in the county.
  • Make recommendations to the salaries and Remuneration Commission, on behalf of the County Government, on the remuneration, Pensions and gratuities for county public employees.
Qualifications and Requirements:
  • Be a Kenyan citizen
  • Be a holder of a first degree from a university recognized in Kenya (A master degree will be an added advantage)
  • Have knowledge and working experience of not less than five years in Administration and Management.
  • Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on leadership and integrity.
  • Be a Professional in good standing who has demonstrated absence of breach of the relevant professional code of conduct.
  • Understand the diversity within the county.
  • Be a Visionary and strategic thinker
  • Have capacity to work under Pressure to meet strict deadlines.
  • Be committed to be part of a team that will enable the county Government to achieve its vision

Vacancy: Chief Officer – Education and Vocational Training 

Job Group ‘S’ 

(One Position)

Pursuant to Articles 235 of the Constitution of Kenya 2010, and Sections 45 (1) (a), 59 (1) (b) and 63 (1) of the County Governments Act No., 17 of 2012, the County Government of Busia wishes to recruit a qualified and competent person to fill a vacancy in the position of a Chief Officer.

Duties and Responsibilities
 
The Chief Officer will be the authorized officer in respect of exercises of delegated power and shall be responsible to the County Executive Committee Member for the Department of Education and Vocational Training for:
  1. The Administrative duties of the Department
  2. Implementation of policies and development plans
  3. Development and implementation of Strategic Plans
  4. Formulation and implementation of effective programs to attain Vision 2030 and sector goals.
  5. Promotion of the national values and principles of governance and the Principles of public Service referred to in Articles 10 and 232 of the Constitution of Kenya 2010.
Qualifications and Requirements
  • Be a Kenyan Citizen
  • Is a holder of a first degree from a University recognized in Kenya. (A Master’s degree will be an added advantage.)

Salary: kshs.120,270 X 5902 – 126,172 X 6077 – 132,249 X 6252 – 138,501 X 6427 – 144,928 X 7152 – 152,060 X 13640 – 165,700 X 14,960 – 180,660 per month plus House Allowance of Kshs.56,000 and Commuter Allowance of kshs.20,000 per month.
