Payroll Officer Job Vacancy

Job Title: Senior Payroll Officer - Juba, South Sudan
 
Applications are hereby invited from qualified persons to fill the position mentioned above, based in Juba, with travel to field locations within South Sudan.
 
Key Responsibility Areas:
  • Manage and process monthly Medair Payroll for all National Staff using predefined payroll software.
  • Request, receive, review, and correctly input all payroll information by coordinating with field sites and HR.
  • Train officers at field level on internal payroll structures and management.
  • Reconcile payroll documents every month, and timely address all payroll related questions and concerns.
  • Cross train with the Senior Finance Officer and all Medair Finance Officers in South Sudan to provide training and development, and to provide cover and support when needed.
  • Manage day to day accounting functions such as payments and cash transfers including regular cash verification and reconciling it with the related Expense Sheets, defining and managing financial needs and resources to ensure sufficient cash-flow and accountability of the project during its whole life span.
  • Ensure all financial internal controls are in place in adherence to the Medair Financial Accounting Procedures (FAP) and other relevant Medair guidelines.
  • Develop and maintain a transparent, honest and supportive communication structure with the office staff and the field sites regarding finance and payroll, so as to ensure staff and teams are informed of relevant financial and payroll activities, etc.
  • Manage and follow up on outstanding cash advances given.
  • Assist during internal and/or external, donor and/or project audits.
Other Support Functions
  • Meet the financially related administrative requirements placed by Medair, donors, the local government suppliers/contractors, or other actors, in order to allow Medair’s programme to function smoothly, effectively and with integrity.
  • In coordination with Logistics Department review log-packs related to purchases.
  • Train other staff in sound finance procedures where necessary or when requested.
  • Scan and review for correctness and completeness, all financial transactions on a monthly basis before sending them
  • Other administrative duties that arise as Medair grows and changes.
Experience and Competencies
  • Degree in Accounting, Finance or relevant field
  • 2 years NGO experience and 2 years experience in a similar field of payroll management and financial administration
  • Extensive experience in Microsoft Office programmes, particularly Excel
  • Good interpersonal skills, team player and highly adaptive in different cultures
  • Strong skills in communication, problem solving and attention to detail
  • Fluent in spoken and written English language
