Project Background: The Government of Kenya has received financing from the International Development Association (IDA) and the Global Environmental Facility (GEF) towards the Kenya Coastal Development Project (KCDP) and intends to apply part of the proceeds to finance technical assistance provided by individual experts in various KCDP components. 

Kenya Marine and Fisheries Research Institute (KMFRI) is the coordinating institution for KCDP and is charged with mobilization of all consultancies on behalf of the project implementing agencies in line with the project requirements.

This request for Expression of Interest (EOI) follows the general Procurement notice for this Project, issued on 26th July, 2011.
 
This invitation for Expression of Interest is intended to establish a short-list of a pool of experts in specific areas of specialization who shall be selected from a long list on the basis of a “call off” request with specific TOR for the assignment and specific contract(s) of up to 6 months for each assignment.
 
Areas of focus for the consultancies
 
Specialized advisory services will be required in the following technical areas:
1.    Architects;
2.    Economists;
3.    Aquaculture Engineers;
4.    Quantity Surveyors;
5.    Land Surveyors;
6.    Social Audit experts;
7.    Tourism experts; and
8.    Communication experts.
Scope of the assignments
 
The experts will be expected to provide support and specific advisory services as follows:
1.    Economists are required to undertake financial assessments and business plan development of selected KCDP infrastructure developments;
2.    Architects and aquaculture engineers are required to prepare preliminary designs and specifications for selected KCDP infrastructure;
3.    Quantity surveyors are required to prepare cost estimates for the infrastructures
4.    Land surveyors are required to produce site development plans;
5.    Social audit experts are required to support the Coastal Area Advisory Committee and the beneficiary communities of KCDP in conducting social audits;
6.    Tourism experts are required to guide tourism interventions in product development and marketing;
7.    Communication experts to assist in the implementation of the KCDP communication strategy, enhance project visibility and disseminate lessons learned; and
8.    Provide expert guidance on other activities as directed by the KCDP Component Coordinators.
Required Qualifications and Experience
 
The Kenya Marine and Fisheries Research Institute now invites eligible Individual consultants (“Consultants”) to indicate their interest in providing the Services. 

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 

The shortlisting criteria are:
 
1. For Engineers and Architects, at least a Bachelors Degree is required plus 3 – 10 years post registration experience;
 
2. For Surveyors and Quantity Surveyors, a recognized qualification plus a minimum of 10 years of post registration experience; and
 
3. For the rest of the disciplines, a recognized degree in the relevant discipline with demonstrated experience in related activities.
 
Interested persons are drawn to paragraph 1.9 of the World Bank Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers published in May 2004, and revised in October 2006 and May 2010 (Consultants Guidelines), setting forth the World Bank’s Policy on conflict of interest.

The successful Consultant will be selected on the basis of their qualifications and experience in their respective areas of expertise and shall be retained on an indefinite delivery contract so as to provide “on call” specialized advisory services from time to time as required over a period of one year.
