Key Responsibilities
  • Lead the process of setting up of PIK Monitoring and Evaluation Plan (MEP) and its periodic revision
  • Develop, standardize and deploy survey tools and data collection forms to realize the effective use of monitoring plans and track all performance indicators in the Monitoring and Evaluation Plan
  • Lead in the development of M E R tools for the project
  • Develop basic M E R training packages for partners to assist data collection and learning
  • Support the development of MER plans for the partners and grantees ensuring compliance and sound data management standards
  • Implement and improve existing monitoring tools for the partners/grantees to ensure the appropriateness of the program and to gauge its impact, including a system of recording and presenting relevant data
  • Collaborate with external evaluators to conduct mid-term evaluation/assessments and final evaluation
  • Play a crucial role in supporting the project in development of  baselines for project monitoring at appropriate stages
  • Collect all data for project indicators data compilation
  • Develop and prepare highly professional quarterly and annual reports as per the applicable USAID format
  • Set up an evaluation system for grants closeout
  • Support project in carrying out midterm evaluation or assessments and final evaluation
Required Qualifications:
  • A master’s degree in a related field or equivalent
  • At least 6 years experience directly working with Monitoring, reporting and evaluation of which two years should be of USAID reporting experience.

Key Responsibilities

Project Implementation, Monitoring & Reporting


  • Manage the day - to - day running of the Key Populations Clinic.
  • Provide a wide range of Reproductive Health and HIV related services to Female Sex Workers through both static and outreach services. The service package will include:
1.    Preventive behavioral skills education including condom use education
2.    Condoms and Lubricants distribution.
3.    HIV Testing & Counseling./ RESPECT – K Counseling Sessions
4.    Screening and Treatment of STI’s.
5.    Cervical Cancer Screening & Referral.
6.    Provision of Family Planning services
7.    TB Screening & Referral.
  • Provision of Clinical Care for sexual assault and Gender Based Violence (GBV) survivors.
  • Support the KP/HTC Officer in planning and organizing meetings, counseling and behavioral sessions with the targeted beneficiaries.
  • Contribute technical, professional and experiential knowledge and skills to enrich the IRC HIV program
  • Documentation and management of client records, files and clinic / MOH registers.
  • In liaison with the HIS team, ensure monthly key populations data is captured, collected, verified, collated, analyzed and interpreted, and analytical quantitative and qualitative program performance reports generated.

Quality Control & Improvement
  • Ensure adherence to the National Key Populations (MARPs) minimum package of bio - medical services and the Quality Management Framework for HTC in Kenya (NASCOP, 2010) as well as that of the National Guidelines on the implementation of RESPECT interventions.
Supervision & Leadership
  • Support the Key Populations / HTC Officer in identifying staffing, programmatic and technical capacity gaps that impact on program implementation.
  • Technically supervise and monitor performance of Key populations HTC Counselor.
Integration, Networking & Coordination
  • With direction and support from the KP & HTC Officer, liaise with MOH in maintaining a consistent supply of clinic supplies, test kits and other consumables.
  • Explore opportunities of enhanced integration with the Women Protection and Empowerment (WPE) project.
  • Support MoH in provision of clinical services at Lodwar District Hospital when called upon or during times of emergency.
  • With support from the KP/HTC Officer, identify and utilize networking and linkages opportunities which are beneficial to the community, IRC and its programs.
Required Qualifications:
  • Diploma / BSc Degree in Nursing.(Registered  Nurse with the Nursing Council of Kenya)
  • Qualified HTC Counselor.- Certified  by NASCOP./ LVCT
  • Trained in RESPECT – K Evidence Based Intervention.
  • Has undergone trainings in Key Populations (MARP’s) programming
  • Trained in Reproductive Health, Behavior Change Communication (BCC) and / or other HIV related Trainings e.g. Peer Education, Peer Counseling or HIV&AIDS Management
  • Ms Office suite proficiency.
Required Experience & Competencies:
  • A minimum of three years working experience in key populations (MARPs) Programming and provision of Reproductive health services among young people.

Job Purpose / Objective:
 This position will be based 75% in Kakuma and 25% in Lodwar and Hagadera. Key Responsibilities:

Program Planning, Quality, Implementation and Evaluation:


  • Work with IRC Kenya Senior Management team to ensure programs objectives are achieved;
  • Prepare program proposals and budgets in partnership with Field coordinator and other program staff;
  • Ensure appropriate monitoring and evaluation systems are in place for all health sectors in the camp;
  • Maintain accurate and up to date health profile of refugees and respond in timely fashion to any infectious or epidemic disease outbreaks;
  • Coordinate the preparation of donor reports.
  • Initiate technical evaluations, surveys and situation analysis as required
  • Directly responsible for the quality of programs

Supply Chain:

Finance and Grant Management:

Job Purpose / Objective

IRC wishes to recruit a Key Populations Counselor and Outreach Worker who shall be responsible for delivery of high quality HIV Testing and Counseling services to Female Sex Workers (FSWs) in Lodwar, Lokichoggio, Lokichar and Kalokol as per Key Populations Programs Implementation Guidelines and Community HTC Operational Manual.
The counselor shall be based at the Turkana Wellness Center in Lodwar and will be engaged in outreach activities in Lokichar, Kalokol, Kakuma and Lokichoggio.

Key Tasks & Responsibilities


Under the supervision and guidance of the KP & HTC Officer, the Counselor will undertake the tasks identified below.

Community Mobilization


  • Work with key populations peer leaders, peer educators and community health workers in mobilizing FSWs to access HTC and RESPECT - K services at the MARPs clinic.
Service Provision & Reporting
  • Offer quality counseling and testing services to clients at the key populations clinic and outreach activities.
  • Compilation of HTC / RESPECT - K registers and reports and timely submission of narrative, programmatic and quantitative weekly and monthly reports.
  • Offer RESPECT - K and other recommended Key Populations HIV risk reduction interventions to FSWs and develop workable risk reduction plans with the clients
  • Support peer leaders and educators in planning sensitization or health education meetings for FSWs at community level.
  • Conduct health education sessions and one - on - one session with FSWs clients and peer educators on various HIV topics including home level visits as may be required.
  • Refer FSW’s and follow up to ensure referral completion for other bio - medical services
  • Work closely with peer leaders and educators in conducting client support and follow-up.
  • Ensure referrals and linkage of sero - positive clients to care & treatment and other services.
Demand Creation
  • Actively participate in condom education and promotion including conducting teaches back condom demonstration exercises to FSWs.
  • Create demand for condom use by conducting condom demonstration sessions, re - filling of condom dispensers and distribution of lubricants in strategically identified locations.
Quality Control
  • Observe the laid down protocols and Standard operating procedures at all times when offering HIV services, RESPECT- K and other key populations interventions.
  • Regularly attend counselor support supervision in accordance with the National Quality Management Framework for HTC service provision.
  • Conduct Quality Assurance / Quality Control activities as per National guidelines in all the testing sites i.e. Proficiency Testing, Dry Blood Sample (DBS) collection, Client Exit Assessment etc.
  • Maintain provider – client confidentiality at all times as per the National Counseling Code of Ethics.
  • Generate authentic and accurate HTC, Client referral and Condom distribution records as directed by Supervisor and other HIV Program Team members.
  • Compile and submit timely and accurate monthly reports to the supervisor as per guidelines and deadlines provided.
General Support
  • Actively participate in joint activities with other IRC Program staffs e.g. during IRC monthly meetings and joint activities.

Required Qualifications:
  • Diploma in Social Work, Community Development, Community Health, Counseling Psychology or related course.

Scope of Work:

Installation & Configuration of:

Maintenance, Repair & Security:
  • Perform preventative maintenance on all IRC computers and network resources.

Summary of Responsibilities:

The Supply Chain Coordinator is an integral member of the country management team and reports directly to the Deputy Director of Operations (DDO).

The Supply Chain Coordinator will:
  • Collaborate and coordinate with Programs and Finance to ensure integrated and harmonized operational systems.
  • Collaborate with the Finance Controller to ensure that internal controls are met with the minimum of bureaucracy.
  • Work with Field Office Supply Chain Staff and Field Coordinators/Managers to ensure effectiveness, countrywide uniformity of Supply Chain structure and implementation of the IRC’s standard operating policies and procedures.
  • Implement job and site specific trainings to ensure that Supply Chain staff possess the knowledge and skills commensurate with their responsibilities.
Specific Responsibilities

Compliance: 
  • Ensure that Supply Chain policies and procedures are in compliance with applicable IRC and funding source policies, procedures and requirements. All locations and staff act in accordance with the policies.
  • Maintain and update donor guidelines related to the Supply Chain function (procurement, asset, etc).
  • Update as required IRC standards in terms of assets/equipment to be purchased.
  • Monitor Supply Chain sections of budgets and track expenditure. Follow up as necessary including timely information and budgetary comments regarding any need for adjustments/realignments.
  • Finalize Procurement Plans for all grants.
  • Ensure all donor reports for assets are completed and submitted to the Grants Department on time.
  • Ensure disposal of assets is reviewed annually and donor requirements followed as necessary.

Training & Outreach: 
  • Proactively develop the skills of IRC staff to understand and utilize Supply Chain tools and services to design and implement quality programming.
