Job Purpose / Objective: The

Key Responsibilities

- Lead in the development of M E R tools for the

standards
- Implement and improve existing monitoring
tools for the partners/grantees to ensure the appropriateness of the
program and to gauge its impact, including a system of recording and
presenting relevant data
- Collaborate with external evaluators to
conduct mid-term evaluation/assessments and final evaluation
- Play a crucial role in supporting the project
in development of baselines for project monitoring at appropriate
stages
- Collect all data for project indicators data
compilation
- Develop and prepare highly professional
quarterly and annual reports as per the applicable USAID format
- Set up an evaluation system for grants

Required Qualifications:
- A master’s degree in a related field or
equivalent
- At least 6 years experience directly working
with Monitoring, reporting and evaluation of which two years should be of
USAID reporting experience.
- Knowledge of USAID Performance Monitoring and
indicator protocol

HTC Officer, liaise with MOH in maintaining a consistent supply of clinic

at Lodwar District Hospital when called upon or during times of emergency.
- With support from the KP/HTC Officer, identify

Required Qualifications:
- Diploma / BSc Degree in

- Qualified HTC Counselor.- Certified by

operating procedures at all times when offering HIV services, RESPECT- K
and other key populations interventions.

in accordance with the National Quality Management Framework for HTC
service provision.
- Conduct Quality Assurance / Quality Control
activities as per National guidelines in all the testing sites i.e.
Proficiency Testing, Dry Blood Sample (DBS) collection, Client Exit
Assessment etc.
- Maintain provider – client confidentiality at
all times as per the National Counseling Code of Ethics.
- Generate authentic and accurate HTC, Client
referral and Condom distribution records as directed by Supervisor and
other HIV Program Team members.

- Develop long term plan for continued quality
leadership by providing staff development and succession plans.
Systems:
- Ensure procurement is done according to IRC
and/or donor regulations.
- Ensure that staff participating in tender
committees is trained and understand their roles.
- Ensure clear delineation of roles for
procurement.
- Ensure the update of the pre-selected
suppliers list.
- Ensure transport services are cost efficient
and reliable.
- Ensure warehouse and stocks are secure, well
managed and documented.
- Ensure assets and property are effectively
managed, asset list is updated regularly and assets are disposed according
to IRC and/or donor regulations.
- Ensure IT systems are reliable and provide the
required levels of connectivity and ensure the good working order of all
IT networks.
- Supervise the good working order of the
communications systems used by IRC (VSAT, HF, and VHF).
- Supply Chain works consistently with Security
to maintain required security levels, awareness and responsiveness.
Qualifications:
- University degree in Supply chain Management,
Supply Chain, Business Management or related field.
- At least 3 years progressive management and
leadership experience
- Experience working with donors including
USAID, BPRM, UNHCR, DFID, ECHO, and EU, and knowledge of specific donor
guidelines.
- Field experience of managing a large
multi-site Supply Chain operation.
- Solid knowledge and understanding of practical
Supply Chain Procedures and maintaining supply pipelines in areas with
weak infrastructure.
- Strong organizational, interpersonal and
communication skills.
- Strong computer competency with word
processing, spreadsheets, databases, and other IT skills.
- Possess leadership qualities and willing to
exercise initiative.
- Willingness to participate and contribute as a
team member, under challenging working and living conditions.
