Duties and Responsibilities
  • Coordinate the process of developing the projects in the EAC 11th EDF sub regional envelop;
  • Organize and facilitate the regional and national stakeholder consultation workshops to identify and develop project pipelines and AFs;
  • Manage and supervise/backstop consultants and short term experts recruited to support the EAC to develop the outputs for the EAC sub envelope (PIFs, AFs and TAPs);

Accountant – Accounts Payable

Position Summary: Perform accounting, reconciliatory, custodial tasks related to the efficient maintenance and processing of accounts payable transactions.

Duties and responsibilities:
 
The incumbent Officer will carry out the following functions:
  • Raise/review system generated Debit Notes for unutilized services to suppliers (such as for tickets to Travel Agents, etc.) and follow up to receive the requested credit notes;
  • Receive/review Credit Notes from suppliers with all the relevant attachments like Debit Note issued, Invoices, copies of LPOs, etc.;
  • Review journals resulting from matching in the system all invoices, credit notes,… received, generate Payment vouchers and forward the prepared payment to the respective Finance Officers for verification and cheques writing;
  • Liaise with Procurement Department to determine the details of all Committed LPOs in the commitment Ledger;
  • Liaise and follow up with suppliers to request for invoices for payment for goods/services consumed;
  • Reconcile/reviewing accounts payable transactions in the suppliers accounts;
  • Research and resolve invoice discrepancies and issues raised by suppliers;
  • Correspond with vendors and respond to inquiries raised;
  • Maintain vendor/suppliers files clearly indicating the serialization or other form of filing;

Duties and Responsibilities
  • Initiate and champion the risk management practices in the Community. That is Plan, design and implement risk management process for the assigned areas by developing practical operating models;
  • Offer technical assistance in relation to Risk Management to EAC Management in designing processes, policies and procedures to identify and manage threats to the achievement of objectives over the assigned Departments/areas of EAC Organs and Institutions;
  • Oversee the process of identifying and assessing the risks affecting the assigned Department / areas of EAC Organs and Institutions;
  • Facilitate the risk identification and assessment/ analysis workshops for heads of departments and compile the result into a risk registers of Units/Departments and Directorates;

Senior Health Officer (Reproductive, Child and Adolescent Health)

Role Summary: To coordinate harmonization of EAC Partner States’ national policies, legislation, strategies and guidelines on sexual, reproductive health, child and adolescent health and rights, including immunization and nutrition and also facilitate the development and implementation of regional strategic plans, projects, programmes, initiatives and joint interventions within the Partner States.

Reports to: EAC Principal Health Officer (PHO)

Station: EAC Secretariat, Arusha, Tanzania
 
Duties and Responsibilities:
  • Promote universal access to sexual, reproductive, child and adolescent health and rights services in East Africa;
  • Coordinate development of guidelines and programmes that enhance child health rights and child protection, including children with disabilities and social inclusion;
  • Establish sub-regional benchmark information on sexual, reproductive, maternal, new born, child and adolescent health and rights, immunization, nutrition and reproductive health commodity Security in East Africa Community Partner States;
  • Strategic programme support for EAC regional sexual, Reproductive, maternal, new born, and adolescent health and rights as well as immunization and nutrition, including integration of Population, Health and Environment (PHE) Projects and Programmes;
  • Undertake any other related task that assigned by the EAC Secretariat from time to time.
Key Qualifications and Experience:
  • Master’s degree in Obstetrics, Gynaecology or Paediatrics and Child Health or equivalent qualification from a recognised university.
  • Post-graduate qualifications in Public Health, Gender, Demography or Population Studies with an emphasis on programme development and management, health management or training on health communication from a recognized University.
  • At least 8 years of relevant working experience in the field of reproductive, maternal, new born, child and adolescent health, youth development and population issues, with extensive experience in programming, policy analysis and development;
Competencies and Skills:
  • Excellent report writing and proposal development skills;
  • Fluency in English is required and working knowledge of Kiswahili
  • Proficiency in Microsoft Office applications
  • Demonstrated team player with strong inter-personal, leadership, analytical and communication skills. 
Duration of Contract: Two (2) years.


Terms and Conditions of Service: All positions are subject to the application of the Quota System while the Drivers positions under the General Support Staff category are subject to recruitment under local terms and from the host country only.
