Job Title: Programme Officer (Pipeline & Resources Management Analyst)

Post Grade: Fixed Term, NOA 

Duty Station: Nairobi

Accountability: Under the supervision of the Head of Pipeline and Resource Management Unit, the incumbent will oversee effective and efficient management of project pipelines for WFP Kenya and will be expected to work closely with the Heads of Units in the CO and counterparts in the Regional Bureau.

Duties and Responsibilities

1.Pipeline Management:

  • Maintain and update project pipeline reports for all WFP Kenya operations to reflect overall requirements including shortfalls or surpluses calculated on the basis of the number of beneficiaries by caseload, number of feeding days and application of the approved rations.
  • Ensure pipeline reports for WFP Kenya operations are prepared in a timely manner, reviewed by project managers and submitted to the OMN RB on monthly basis or as needed.
  • Provide the country office’s analysis of the pipeline situation to facilitate forward planning.
  • Provide source of financial information on project funding requirements that will be used for a variety of corporate analyses and activities

2. Funds Management:

  • Continuously monitor the use of assigned resources to the project and provide expert advice to management on any shortfalls or surpluses.
  • Liaise with spending units such as Logistics, Procurement etc. so as to analyse and understand the commitments and expenditures against cumulative pots (LTSH, DSC and ODOC) and communicate any anomalies for action.
  • Monitor grant TODs and TDDs to ensure full utilization of funds and donor credibility

3. Funding Proposals and Reporting to donors:

  • Prepare funding proposals for submission to donors, clearly reflecting the current programming rates for the project as well as budgets for commodity (or cash transfers) and the associated costs, in liaison with units in the CO, RB and HQ, so as to determine the various elements such as shipping rates for commodities being procured internationally, the terms and conditions of delivery and related costs.
  • Prepare funds consumption reports required as part of donor reports based on the final contractual agreement with respective donors.

4. Funds Programming:

  • Technical programming of newly confirmed contributions and grant balances owing to savings made out from procurement or shipping. Prepare and submit Import Parity Forms and Assignment Plans from an understanding of the specific organization’s contractual agreements with the donor.
  • Programme the funds in accordance with the existing Financial Framework.

5. Budget Preparations and Reviews:

  • Be actively involved in the review of existing budgets and preparation of new budgets from an understanding of the operations and support costing assumptions and practical skills in filling out the various templates in a manner consistent with the procedures and guidelines of the organization.
  • Understand the gaps in the assumptions made and suggest any remedial actions.

6. Advance Financing Requests Preparation:

  • Prepare requests for advance financing against collaterals available to the project by analysing pipeline situation.

7. Perform all other related duties as required.

Qualifications, Experience and Critical Success Factors:

  • University degree in one or more of the following disciplines: economics, agriculture, international affairs, business administration, social sciences, development studies, logistics, accounting or a field relevant to international development assistance
  • At least two years’ postgraduate professional experience in commerce, business administration, development or food aid support.
  • Thorough knowledge of the Project Cycle Management (PCM), Training and/or experience utilizing Computer Software including word processing, spreadsheet and other standard WFP software packages and systems.
  • General knowledge of UN system policies, rules, regulations and procedures governing administration.
  • Proven analytical skills and ability to provide technical advice. Sound judgment; demonstrated initiative and conceptual, planning and organizational skills; ability to prepare in-depth analytical reports and present well-formulated recommendations to the management. Excellent written and verbal communication skills.
  • Good understanding of linkages between policies and operational practices.
  • Proven ability to establish and maintain effective working relations and deal patiently and tactfully with people of different national and cultural backgrounds. Demonstrated high sense of integrity, trust and confidence
