The Country Director, Kenya will provide the strategic vision and leadership for the Kenya country program.

Responsibilities:

Strategic Planning and Management
  • Working closely with the Regional Director, and regional team, develop a strategic direction and plan for the country program

Requirements:

Responsibilities:

Financial Management:


  • Develop the annual IHUB fiscal year operating budget; ensure that quarterly budget reforecast are prepared, submitted to HQ and shared with budget holders.
  • Liaise with the IRC Kenya Country Office Finance Team on shared support costs (staffing, facilities and joint service provision)

Administration:

Supply Chain:
  • Coordinate with IRC Kenya and Somalia Programs on the selection and management of authorized vendors; directly manage some of IRC’s shared accounts including AIRTEL and taxi companies

Job Purpose / Objective:
 The GBV officer- Psychosocial will support the successful implementation of all psychosocial activities, and will be responsible for the provision of quality case management including direct counseling to GBV survivors. 

In collaboration with the WPE manager and WPE/GBV officers will support in the provision of training and supervising GBV Community Workers to respond to cases of GBV in the camp and ensure effective case management. 

This includes providing ongoing training and mentorship for community workers and utilizing monitoring and evaluation systems to ensure high quality services.
 
Key Responsibilities

Case management
  • Provide professional and confidential services to survivors of GBV, grounded in the IRC’s holistic, survivor-centered case management approach.
  • Document client information through accurate filling of intake forms and ensure confidential and safe storage

Program activities:

Summary of Responsibilities:

Key Tasks:

Grants management (75%)
  • Lead grant opening and grant closing meetings for all grants and ensure that the resultant actions are completed in a timely fashion.
  • Manage the IRC Lodwar grants file system and ensure all files are regularly updated and easily accessible for relevant staff.
  • Oversee the drafting of memorandums of understanding (MoU’s) with partners and sub-grantees.

Key Responsibilities

Programming


  • Ensuring antenatal care, postnatal care services and family planning services  at the health facility delivery points are in line with MOH guidelines.
  • Field support supervision of reproductive health services being offered in the peripheral clinics.
  • Act as the link between health facilities ANC, PNC family planning and community health to ensure proper follow-up of clients and defaulter tracing.
  • Ensure there is proper linkage of mothers referred from the clinics to the high risk in the main hospital facility and clinic 6.
  • Oversee staff coverage in the maternity wards and in the antenatal clinics and ensure it’s in line with the standard necessary to offer quality services.

  • Evaluation and appraisal of staff through the IRC Performance Management process especially for the two maternity head nurses and review the same for all midwives.
  • Develop ongoing education programs for hospital based health staff in reproductive health as well as identifying their training needs.
  • Determine personnel needs for the programs reproductive health activities and in coordination with the Clinical Services Manager and Human Resource office take part in recruitment of staff.
Operations.
  • Maintain an updated record and compile and submit monthly inventory reports of all emergency equipment in both maternities.
  • Monitor and ensure the proper usage of reproductive health and family planning program supplies.
  • Participate in annual program planning process budget implementation and recommend budget revisions to ensure no stock-out of family planning supplies and other reproductive health supplies
Communication and Reporting
  • Ensure that all statistical reports relating to reproductive health from maternity and clinics are accurate and submitted weekly, monthly and annually.
  • Monitor closely and report on reproductive health indicators.
  • Convene maternal and neonatal death audit committee for all maternal perinatal and near miss audits.
  • Ensure all maternal deaths are notified to the CSM, FC and reproductive health coordinator immediately they occur and that audits are done reviewed and updated on UNHCR reporting tool within 72 hours of occurrence.
  • Maintain an updated library of reproductive health manuals and other reproductive health resources in all field sites.
  • Ensure adequate flow of information for all supervisees with constant feedback as may be required.
  • Carry out other relevant or requested duties as may be required.

The EH team is situated institutionally within the Health Unit of IRC alongside reproductive health, child survival, primary health care and nutrition. 

Major Responsibilities:
  • Provide remote and on-site technical support and assistance in the design, development, implementation, monitoring and evaluation of programming and project activities within the Environmental Health technical domain.  
  • Maintain relationships with regional and country program coordinators and managers and offer them support, as needed, on program implementation and monitoring via regular field visits, emails, phone calls, etc.
  • Assist in the design and development of EH programs and country sector strategies.
  • Participate in the recruitment of EH field staff. Promote staff development via training, workshops, exchange programs, and coaching.
  • Contribute to the continued development of the EH Field Guide and other IRC EH resources and policies. Participate in research, teaching, and academic activities in the context of IRC programs and strategic priorities.

Summary of Responsibilities:

Working under the supervision and guidance of the Deputy Director Programs (IRC Somalia), the Women’s Protection and Empowerment (WPE) Coordinator is a key member of the Somalia country Senior Management Team (SMT). 

The WPE Program Coordinator is the senior most technical and program expert on WPE programming within the Somalia program, and provides leadership, guidance, coordination and technical support to IRC’s GBV programs throughout Somalia.  

As a member of a larger research team, the WPE Program Coordinator also is responsible to ensure safe and effective implementation of current and subsequent research projects in the WPE program.

The WPE Program Coordinator will provide regular technical support and field-based monitoring visits to WPE teams working in Mogadishu, Garowe and Galkayo to ensure that all interventions are technically sound, take into account international best practices, and are appropriately meeting the needs of survivors in target communities. 

S/He will be required to work in collaboration with other technical coordinators, the Grants unit, field-based teams, and local partner to ensure that program activities are implemented according to approved work plans, congruent with the Somalia country program strategic plan, and in accordance with the IRC program framework.

Specific Responsibility

Program Management
  • Work with the program staff to develop proposals and work plans to guide implementation of approved WPE grants. 
  • Support the field teams in the implementation and monitoring of the work plans ensuring that activities reflect the commitments IRC made to the donor and the community;
  • In collaboration with WPE program staff, the Technical Advisor and the Deputy Director - Programs, oversee WPE programming in Somalia through regular monitoring and evaluation;
  • Ensure that ethical and sound data collection and information management systems are in place with associated information sharing protocols for GBV analysis, planning, evaluation, and advocacy
  • Ensure effective team communication and support between team members based in Nairobi and the three field sites, including opportunities for debriefing and staff care;

  • Finance, Budget and Grant Management:
  • Work with the field teams in the development of WPE program budgets and spending plans and any other grants as may be required;
  • Overall responsible for WPE program budgets. Monitor budget spending in line with the spending plans and develop remedial plans where necessary to ensure budgets are optimally utilized.
  • Work closely with the field teams to ensure diligence in grants utilization
  • Work with the Grants Coordinator to ensure all WPE grants are in compliance with donor guidelines and contracts/ agreements including budget flexibility and reporting requirements.
Strategy and Business Development:
  • Oversee the finalization of the WPE sector strategy and subsequent reviews;
  • Identify gaps in existing WPE programs and work with the team to develop innovative approaches and mechanisms to address them.
  • Work on new and potential opportunities for programming in WPE in line with country program strategic plan
  • Participate in the design and development of new programs or initiatives within the country program as required
Required Qualifications:
  • MA/S or equivalent in health (MPH), social science, humanities or other related degree;
  • At least 2 years experience in direct service provision for survivors of sexual violence and domestic violence with a focus on case management and clinical care;

  • Monitor awareness raising sessions and \one-on-one support to women, girls, and the general community on issues related to GBV.
