Our client, Kenya Ports Authority (KPA) is a statutory body under the Ministry of Transport and Infrastructure established by an Act of Parliament in 1978 with a mandate to maintain, operate, improve and regulate all scheduled sea ports situated along Kenya’s coast line. 

The key focus areas of KPA include capacity expansion, productivity improvement, growth in market share as well as safety and security.
 

In line with its growth and expansion strategy, KPA is seeking highly organized, analytical and self-driven individuals to fill the following key positions in its establishment:

Principal Risk Management Officer

Reporting to the Head of Internal Audit and Risk Management, the incumbent will be responsible for risk management to safeguard the Authority, its customers, reputation, assets and the interests of stakeholders.
 
Key responsibilities will include:
  • Designing and implementing the overall risk management strategy for the Authority;
  • Reviewing of the risk management framework as per the approved strategy and work programmes;
  • Ensuring that recommended actions are taken to address the identified risks by following up with functional managers;
  • Establishing a comprehensive and continuing training programme to create awareness on risk management across the Authority; and
  • Coordinating the implementation of the approved risk management framework policy.
Skills & Attributes:
  • Bachelors degree in Business Administration or in any other relevant field;
  • Masters degree in Business Administration and CPA (K), ACCA, CISA or CIA will be an added advantage;
  • Minimum of five (5) years of experience in Risk Management;
  • Certification in Risk Management or its equivalent; and
  • Member of a recognized professional body.
Senior Risk Management Officer

Reporting to the Principal Risk Management Officer, the incumbent will be responsible for assisting in the development and implementation of the Authority’s Risk Management framework.

Key responsibilities will include:
  • Preparing detailed plans of work from the Risk Management framework;
  • Monitoring the development and maintenance of the departmental and corporate risk registers;
  • Assisting departments across the business in identification, measuring, monitoring and reporting of risks;
  • Conducting awareness programmes on risk management framework;
  • Preparing timely and accurate reports on status of the risk management framework in departments and divisions; and
  • Following up on implementation of management actions to mitigate against identified risks.
Skills & Attributes:
  • Bachelors degree in Business Administration or other relevant field;
  • Certification in CISA or CIA and CPA (K) or ACCA will be an added advantage;
  • Certification in Risk Management or its equivalent;
  • A minimum of five (5) years of experience in Risk Management; and

Senior Internal Auditor - Information Technology

Reporting to the Principal Internal Auditor - Information Technology, the incumbent will be responsible for providing independent objective assurance on the effectiveness of the Authority’s internal controls and governance processes.

Key responsibilities will include:
  • Preparing detailed plans of work which should be reviewed and agreed upon by the Principal Internal Auditor - Information Technology;
  • Ensuring timely and accurate compilation of data in audit working papers;
  • Designing and executing audit tests in compliance with Internal Audit standards;
  • Preparing timely and accurate audit reports;
  • Performing the final review of all work papers and ensuring the timely completion of all required tasks; and
  • Carrying out ad hoc investigations as required.
Skills & Attributes:
  • Bachelors degree in Information Technology or its equivalent;
  • Certified Information Systems Auditor (CISA) or certified Information Security manager (CISM);
  • A minimum of five (5) years of relevant experience; and
  • Working knowledge in Computer Assisted Audit Techniques (CAAT)

Senior Quality Assurance Officer

Reporting to the Principal Quality Assurance Officer, the incumbent will be responsible for developing, directing, and coordinating the quality assurance system of the Authority.

Key responsibilities will include:
  • Planning, scheduling, and implementing quality assurance related activities;
  • Performing internal quality assurance system audits;
  • Making recommendations and following up on implementation of the corrective actions, areas of improvement and checking for continual improvements;
  • Monitoring and maintaining the quality assurance database; and
  • Conducting awareness training for all staff on the quality management system
Skills & Attributes:
  • Bachelors degree in Business Administration or other relevant field;
  • A certified Quality Management System Lead Auditor; and
  • Minimum of five (5) years of experience in Quality Assurance duties with a demonstrated knowledge of ISO standards.

Senior Estate and Rating Officer

Reporting to the Head of Contracts and Conveyancing, the job holder will be responsible for the implementation of policy on all issues concerning the Authority’s land matters and estates.

Key responsibilities will include:
  • Maintaining accurate survey plans, registering and recording all land and property and registration thereof;
  • Facilitating the acquisition, disposition/alienation of land in tune with the Authority’s needs, and advising on open market values of land and developments thereon;
  • Advising on best use of Authority’s land and estates;
  • Liaising with external surveyors and valuers on matters affecting the Authority’s land and property;
  • Preparing papers for consideration by the Head of Contracts and Conveyancing and Land Use Development Committee;
  • Liaising with the Head of Contracts and Conveyancing in preparation of lease agreements, renewals and assessment of ground rent;
  • Preparing siding, way leave agreements and assessment of fees due to the Authority in liaison with the Head of Contracts and Conveyancing;
  • Verifying land rent and rates assessed by the Government and County Authorities; and
  • Managing/administering land, building, siding, way leave and other leases to ensure the Authority’s rights and obligations are observed.
Skills & Attributes:
  • Bachelors degree ¡n Land Economics, Surveying or other relevant field;
  • Minimum of five (5) years of experience ¡n a similar role in a reputable organization;
  • Professional certification in Valuation and Estate Management/Land Management; and
  • Registered Member of the Institution of Surveyors of Kenya, Valuation & Estate Management Surveyors Chapter.

Senior Fire Officer (Operations)

Reporting to the Port Fire Officer, the job holder will be responsible for providing efficient and effective response, command and guidance to fire service staff during emergencies and rescue operations.

Key responsibilities will include:
  • Ensuring daily, weekly, monthly, quarterly and annual reports on incidents and special service calls are prepared on time;
  • Inspecting fire sub-stations and standby services to ensure they are adequately manned and fire safety measures are adhered to;
  • Providing guidance to staff during firefighting operations and emergencies;
  • Ensuring optimum manning levels across the shifts and attending to operational issues arising from the shifts;
  • Ensuring that fire emergency vehicles and emergency equipment are serviceable and operational;
  • Ensuring that equipment inventory in emergency response vehicles are updated and ready for use during emergencies;
  • Ensuring the completion, compilation and preparation of appropriate fire permit charges;
  • Ensuring permit to work system is adhered to and appropriate charges are secured; and
  • Serving as the liaison person between the Port Fire Service and other departments in the maintenance process of fire equipment and other statutory matters.
Skills & Attributes:
  • Bachelor of Science degree or its equivalent from a recognized institution;
  • Certification in Advanced Fire Fighting and Member of the Institute of Fire Engineers (IFE) or any other relevant professional body;
  • Three (3) years of relevant experience;
  • Sound Knowledge of Directorate of Occupational Safety & Health Services Legislation (DOSHS) and procedures;
  • Training in Disaster Management; and
  • Sound knowledge in Port Infrastructure and Operations.

Principal Business Application Officer (ERP)

Reporting to the Head of Information and Communication Technology, the incumbent will be in charge of managing all aspects of the Enterprise Resource Planning (ERP) system in the Authority.

Key responsibilities will include:
  • Managing all aspects of SAP in the Authority;
  • Monitoring, reviewing and coordinating all the enhancements, customizing issues and their time schedules;
  • Obtaining system sign offs for all new functionalities / developments;
  • Advising new system functionalities to address business requirements;
  • Identifying upgrade requirements and managing upgrade implementations;
  • Ensuring compliance with SAP licensing agreement; and
  • Responsible for SAP integration and interfaces with other systems.
Skills & Attributes:
  • Bachelors degree in IT, Business related field from a recognized institution;
  • Masters degree in IT, Business or its equivalent will be an added advantage

Principal Information Technology Officer (Systems Administrator)

Reporting to the Head of Information and Communication Technology, the jobholder will be responsible for systems administration on hardware and software solutions.

Key responsibilities will include:
  • Ensuring availability of both hardware and software to support the Authority’s business;
  • Ensuring data and software backup and recovery procedures are maintained;
  • Managing the Data Centers infrastructure;
  • Ensuring all enterprise applications are licensed and updated;
  • Ensuring system compliance standards and acceptance criteria for new systems are maintained as set by the organization;
  • Planning for IT system enhancements and implementation of new IT systems;
  • Managing systems interfacing and/or integration;
  • Ensuring that all IT related vendors and service level agreements entered with external service suppliers are managed effectively; and
  • Analyzing and monitoring the performance of all Business Applications.

Principal Network & Communication Engineer

Reporting to the Head of Information and Communication Technology, the jobholder will be responsible for Network Administration at the Authority.
 
Key responsibilities will include:
  • Managing the data communications infrastructure of the Authority;
  • Managing the physical infrastructure including wired and wireless Local Area Network (LAN) and Wide Area Network (WAN);
  • Managing the network on all Data Centres;
  • Coordinating the acquisition of new network and communication infrastructure;
  • Participating in infrastructure planning, design, development, deployment, and modification; and
  • Monitoring and controlling service levels of infrastructure suppliers and vendors.

Principal Corporate Applications Officer (Operations)

Key responsibilities will include:
  • Managing all aspects of corporate applications and their integration and interphase with other third-party applications;
  • Verifying Business processes to identify gaps and anomalies for resolution by the software vendor or for new applications;
  • Coordinating the system renewals and payments due to the vendor; and
  • Verifying areas of system improvement.

Senior Support Officer

Reporting to the Head of Information and Communication Technology, the holder will be responsible for ensuring Service and customer delivery expectations are met within the Authority in all ICT related issues.
 
Key responsibilities will include:
  • Ensuring the adherence to IT Service Desk processes and procedures to meet internal and external customer Service Delivery expectations;
  • Resolving client and technical team conflicts and where appropriate prompt escalation of user / staff issues;
  • Preparing periodic reports and follow ups on all aspects of Service Delivery;
  • Ensuring that staffing levels are adequate and that the shift rosters are prepared on time.

Senior Corporate Applications Officer

Reporting to the Principal Corporate Applications Officer, the incumbent will be responsible for ensuring Service and customer delivery expectations are met within the Authority in all corporate system applications.

Key responsibilities will include:
  • Analyzing all aspects of corporate applications and their integration and interfacing with other third-party applications;
  • Analyzing business processes to identify gaps and anomalies for resolution by the software vendor or for new applications;
  • Identifying areas of system improvement;
  • Coordinating testing of system releases and advising on uploads into production environment;
  • Monitoring system anomalies and either resolving or escalating to the Principal Corporate Application Officer (Ops); and
  • Providing system support to end-users.

Scheme Accountant

Reporting to the Head of Pension Services, the incumbent will be responsible for managing the scheme accounts and preparing financial statements/reports to the Scheme Trustees.

Key responsibilities will include:
  • Ensuring quarterly management accounts and reports are prepared;
  • Ensuring budgets, forecasts and other financial plans are prepared;
  • Monitoring financial narrative of actual deviations from planned budgets;
  • Ensuring accurate tax and RBA returns are submitted on time;
  • Planning the capital expenditure functions for the Scheme;
  • Ensuring annual accounts are prepared according to International Financial Reporting Standard (IFRS), International Accounting Standard (lAS) and RBA rules;
  • Coordinating external audits;
  • Ensuring sound internal audit controls are established and implemented;
  • Ensuring asset registers are maintained for all properties;
  • Ensuring day-to-day overviews of investments in consultation with real Estate Agents and other experts are efficiently done;
  • Ensuring that the Pension Scheme Properties are properly managed; and
  • Ensuring that the Investment Managers invest according to their Mandate consistent with Investment Policy Guidelines.
Skills & Attributes:
  • Bachelor of Commerce in Accounting, Finance or other relevant field;
  • Masters in a relevant field will be an added advantage;
  • Certified Public Accountant CPA (K) or its equivalent from a recognized professional body;
  • Member of good standing with the Institute of Chartered of Certified Public Accountant (ICPAK) or any other internationally recognized accounting body; and
  • Minimum of five (5) years’ experience in a similar role in a reputable organization.
