National Content Technical Lead
Reports to: Development SCM Manager
Job Purpose:
- Ensure National Content considerations are
included appropriately within the Development program agenda.
- Act as the chief advisor to the development
team on technical matters of national content and advice on technical
capacity of local enterprises.
- Liaise with Development SCM (Contacts &
Procurement) to ensure National content elements are featured
appropriately within Contract Strategies, Tenders, Contracts and Post
Award Contract Management.
- Responsible for the development of National
Content Initiatives with Suppliers of technical services.
- Take lead in the completion of an Industrial
Baseline Survey, and subsequent National Content initiatives.
Responsibilities:
1) Ensure National Content considerations are included
appropriately within the Development program agenda
- Act as champion to promote National Content
agenda and ensure that technical solutions for the Kenya development
include full consideration of strategies to maximize National Content
opportunities
2) Liaise with Development SCM (C&P) to ensure
National content elements are featured appropriately within Contract
Strategies, Tenders, Contracts and Post Award Contract Management
- Ensure that Contract strategies reflect
National Content Opportunities
- Support CRB’s at Strategy and Award stage to
check that NC is included
- Review and develop tender evaluations for NC
elements
- Review bids and contracts to ensure NC factors
are considered and suitable NC KPI’s are embedded in contracts and are
effectively managed as part of post award contract management
3) Responsible for the development of National Content
Initiatives with Suppliers
- Liaise with C&P, Technical Leads, Bidders
and Suppliers (especially EPC/Packages suppliers) to identify solutions to
improve national content contributions
- Liaise with respective industry bodies,
agencies, training and funding providers to ensure international suppliers
are effectively connected with wider networks of stakeholders and
influencers in the shaping and implementation of national content
opportunities
- Liaise with the BU SCM/BU NC & Social
Performance teams to identify opportunities for local and national Kenyan
companies to partner with international providers
- Monitor the effectiveness of implemented
National Content Solutions by Suppliers and other agencies
4) Take leading role in the completion of an
Industrial Baseline Survey (IBS), and subsequent NC capability initiatives
- Support the planning and delivery of an IBS.
- Review the outcomes and support the
establishment of improvement initiatives in terms of development of
improved capacity and capability for Kenyan entities to contribute to the
Development and Operations phases.
Requirements
- Degree or diploma in relevant business subject
preferred preferably Civil/Mechanical engineering, Quantity surveying,
Construction Project Management.
- Planning and Organising Skills
- Project Management – Planning and delivery.
- Experience in brokering relationships between
Engineering suppliers and wider national stakeholder groups to develop and
deploy local capability
- Track record of managing a range of suppliers
in oil or heavy industrial environments, in different regions, preferably
in remote locations
- Experience in the design of Contract
Strategies and converting these into operational national
content plans
- Working experience in international and
culturally diverse locations, awareness of the need for sensitivity around
integrating business and project objectives with local stakeholders
- Joint Venture Partners and with government
authorities, training agencies, funding agencies and social performance

- Extensive proven experience in the Oil &
Gas industry, ideally with exposure to SCM, primarily in C&P, National
Content and/or an Engineering capacity

Materials Controller
Reports to: Materials
Manager
Job Purpose
- To control Field Materials Inventory, supply
and logistics in-country Operations.
- Plan, coordinate and manage logistics and
assets.
- Implement the materials and logistics
strategies and operational requirements.
Responsibilities:
- Maintain materials and equipment inventory
(including plant spares and drilling inventory) in compliance with Tullow
approved procedures, processes and systems.
- Control/store/preserve Inventory and Equipment
as per industry standards and operational requirements.
- Supervise Premises and personnel safety and
objectives performance.
- Interact will all field departments to supply
sites fit for purpose materials/qualified labour in a timely manner as per
operational requirements.
- Implement all necessary standards and
supervision to comply with Health Safety & Environment requirements
for equipment, forwarding and personnel allocation.
- Plan, coordinate and manage logistics
requirements and assets, including plant craneage and transport, as per
agreed materials and logistics strategies and operational requirements.
- Provide coaching, training and align to
nationalisation plan and transfer of competencies.
Requirements
- A degree or a Diploma Qualification and
Professional certification(s) in plant & materials handling, inventory
management, health & safety most critical.
- Minimum 7 years of proven materials and
logistics supervision experience with operator background, preferably in a
small to medium size O&G independents or similar environment
- Supervision experience with various Supply
Chain Management functions required.
- Team supervision level and objectives,
training plan coordination.
- Knowledge of Electronic Materials Management
Systems required.
- Certificates for technical/HSE courses such as
Dangerous Goods, Plant Utilisation, IOSH, stores management, lifting
plans, basic drilling technology etc preferred.
Logistics Supervisor
Reports to: Logistics Manager
Job Purpose:
- To ensure smooth shipment of all Tullow
related cargo and logistics process related to movement of material and
equipment.
- Monitor the movement of Tullow’s shipment with
clear documentation of the materials.
- Assist in fleet management including coordination
of drivers, fuel and vehicles.
Responsibilities:
- Ensure proper stock keeping, conduct field
visits and supervise all aspects of logistics in the field
operations areas
- Ensure all logistics activities are undertaken
as below
- Responsible for import/export customs
documentation & clearing when necessary and liaising between
Suppliers, Inspection Agencies and Freight Forwarders internationally to
ensure smooth shipment of all Tullow related cargo and logistics process
related to movement of material and equipment.
- Liaise with relevant coordinating office and
Logistics Contractors to ensure coordinated logistical services and
support.
- Liaise with Finance Dept on issues related to
Procurement, cost control and customs issues.
- Coordinate with all departments at
Field/Plant/Drilling Rig locations for providing Field procurement and
Materials Management and logistical support.
- Expediting delivery of equipment and
materials.
- Interact with the Suppliers; Freight
Forwarding and Logistics contractors; Port Authorities; naval Authorities;
Customs Authorities on all aspects of freight movements, clearing &
forwarding
- Overall supervision of satellite tracking of
vehicles.
- Liaise with Freight agents on Liaise with
Vehicle Inspector, Truck Pushers & field staff
- Assist with Imports/ Exports, documentation
& clearing when necessary and liaising between Suppliers, Inspection
Agencies and Freight Forwarders internationally to ensure smooth shipment
of all Tullow related cargo
- Keep a register (data base) of all Tullow
shipments to ensure accurate reporting on weights, volumes, Cargo status
updates, amendments ,advices, Materials status, inventory, and container
tracking & return
- Assist in permit and exemption processing,
transfers & permissions/ licences for explosives
- Prepare requisitions as required for goods/
services, review field requisitions
- Cost control to ensure that the
logistics plans are realistic and reflect the Kenya environment, are
consistent with Tullow Kenya EHS policies whilst maximising the efficiency
with optimised OPEX and CAPEX expenditure. To ensure effective operations
readiness is accounted for in the project team organisation.
- Fuel control – Office Fleet – Statistics etc
- Ensure in-country infra-structure (bases,
organisation, resource, contracts, logistics etc.) is in place for support
of safe and reliable production operations
Requirements
- Proven Logistics experience is paramount; with
the following academic qualifications being advantageous: Diploma in
Transport Management &/or Diploma in a business or management related
subject
- Minimum 5-10 years experience in logistics
- Preferably (international exposure) within an
Oil and Gas environment
- Demonstrate a personal commitment to Health,
Safety and the Environment.
- Participate in regular EHS Management meetings
- Material handling procedures.
- Responsible for preserving the environment,
and for working in a manner that ensures the safety and health of all by
following established statutory and corporate EHS policies, procedures and
guidelines.
- Participate in appropriate EHS awareness and
training programs that are provided or arranged to ensure that tasks are
performed competently, safely and with due regard for the environment.
- Promptly report any unsafe act or condition,
environmental or health hazard, injury, illness or near miss witnessed to

Land Transport Coordinator, Turkana
Reports to: Supply Chain
Supervisor (Field)
Job Purpose
- To supervise and oversee the vehicle
operations in the field area.
- Coordinate and develop plans to guide the
travel/ itinerary plans within the field.
- Provide schedules that ensure proper
inspection for all vehicles.
Responsibilities:
- Maintain database of field vehicles.
- Manage and report on Contractor vehicles;
receive and manage all requests for vehicles.
- Carry out visual inspections of vehicles
and sign off on weekly inspection sheets
- Maintain database of fuel issued to all
vehicles.
- As above and issue monthly reports by
Contractor on consumption.
- Manage journeys from start to finish.
- Manage and report on IVMS system/ driver
behaviour and Geo fence areas and routes as required.
- Check and sign off weekly as part of safety
review.
- Sign off on vehicle requirements/ vehicle
requisition.
- Rationalise journeys by planning ahead.
- Carry out safety inspection on heavy vehicles
prior to departing camps.
- Ensure off loading procedures are being
adhered to.
- Maintain a database of all information
relevant to Land Transport Safety
- Coordinate driver training in the field area.
- Ensure that all Contractors are following the
proper process and procedure for the sourcing of vehicles for use in the
field operations.
Requirements
- Diploma in Logistics/ Fleet Management
- Five years in a similar transport / logistics
role.

Freight Forwarding Lead
Reports to: Logistics
Supervisor
Job Purpose:
To ensure that all goods required by
Tullow Kenya are imported/Exported in a timely manner.
Put in place appropriate
export/import documentation processes to guide Tullow and its contractors.
Ensure all export processes adhere to
Kenyan and international standards and regulations.
Responsibilities:
- Ensure that sufficient resources are available
both internally and with Company nominated Freight Forwarder to clear
goods in a timely manner.
- Ensure that appropriate processes and
procedures are in place so that Tullow and its Contractors fully
understand the process and documentation required to complete the import
and export process.
- Ensure that goods are expedited post Contract
award so that they meet the project requirements.
- Develop and implement reporting tools to
maintain the visibility of the expediting and customs clearance processes.
- Maintain records of all import/export
transactions including correspondence between Contractors and Contractors
Freight Forwarders
- Liaise with Freight Forwarders and
Intermediate key partners to ensure import/export documentation is QA/QC’d
- Ensure that PVOC is performed prior to
shipments leaving point of origin
- Ensure all documents controlled and all
imports files are complete and fully auditable.
- Organise all exports as per Kenyan and
international standards and regulations.
- Track and manage the ongoing Bond facility so
as to ensure that there are sufficient funds available for the import and
export of goods.
- Responsible for ensuring the timely retirement
of Bonds of both Tullow and its Contractors so as to minimise the Bond
facility requirement
- Raise all paperwork, supervise any duties
payment to ensure all imports, (air, sea or road), and exports are abiding
to national regulations
- Manage the personnel responsible within the
function including setting objective and agreeing career development plans
with them
- Maintain a good working relationship with
Government bodies and Contractors so as to ensure good communications.
Requirements
- Preferably Degree or Diploma level in a
business or management related subject or mechanical engineering, CIPS
preferred.
- Minimum 7 years proven experience in logistics
support/freight forwarding and clearing environment
- Comprehensive Supply Chain Management
experience with all disciplines would be an advantage
- Intensive knowledge of tracking and tracing
systems required.
- High level of capability with software
programmes such as Word, Excel and Power Point.
- Knowledge of CMMS systems such as SAP or
Maximo would be an advantage.
