County Public Service Board
The County Public Service Board of Uasin Gishu wishes to recruit qualified individuals to fill the following positions in the County Public Service:
The functions of the Board, as
provided for in The Uasin Gishu County Alcoholic Drinks Control Act 2013, shall
be to:
a) Support and facilitate County
Committees established under the act in carrying out their functions;
b) Carry out campaigns and public
education on alcoholic drinks control and dangers of drug abuse within the
county directly and in collaboration with other public or private bodies and
institutions;
c) Facilitate citizen participation
in matters related to alcoholic drinks control and campaigns against drug abuse
in accordance with the framework for citizen participation established under
the Constitution of Kenya, County Governments Act, the Urban Areas and Cities
Act or any other relevant written law;
d) Facilitate and promote in
collaboration with other county and the national government institutions the
establishment of treatment and rehabilitation facilities and programmes;
e) Carry out research directly or in
collaboration with other institutions and serve as the repository of data and
statistics related to alcoholic drinks control and drug abuse and to
disseminate such information to the public and government offices.
f) Develop in collaboration with
other counties and the national government departments strategies and plans for
implementing the Act and control of alcohol abuse and any other relevant
national legislation and coordinate and support their implementation;
g) Advise the Executive Member
generally on the exercise of his powers and performance of his functions under
the Act, and in particular on county policy and laws to be adopted in regard to
the production, manufacture, sale and consumption of alcoholic drinks;
h) In collaboration with other
relevant county departments, prepare and submit an alcoholic drinks status
report bi- annually in the prescribed manner to the Executive Member which
shall be transmitted to the County Executive Committee, county assembly and the
Authority;
i) Recommend to the Executive Member
and participate in the formulation of laws and regulations related to alcoholic
drinks;
j) Monitoring and Evaluating the
implementation of the Act 2013 including the operations of the County
Committees and advising the executive member on the necessary measures to be
adopted;
k) In collaboration with the County
Committee and the Enforcement Committee prepare and submit to the Authority and
Executive Member on a quarterly basis, an alcohol abuse control status report
and on such other matters as may be specified by the Authority or the Executive
Member;
1. Director – Alcoholic Drinks Control
Board (One (1) Position)
Reporting to the Chief Officer –
Health Services, the Director shall:
(a) Supervise and control the
administration of the Fund
(b) Impose conditions on the use of
any expenditure personally authorized and may impose any restriction or other
requirement concerning use of expenditure;
(c) Cause to be kept proper books of
account and other books and records in relation to the Fund as well as to all
the various activities and undertakings of the Fund;
(d) Prepare, sign and transmit
through the executive member to the Auditor-General in respect of each
financial year and within three (3) months after the end thereof, a statement
of accounts relating to the Fund in accordance with the Public Audit Act, 2003
and in such details as the county treasury may from time to time direct;
(e) Furnish such additional
information as may be required for examinat ion and audi t by the
Auditor-General or under any law; and
(f) Designate such staff as may be
necessary to assist in the management of the Fund provided that such staff
shall work in the Board.
Requirements for Appointment
- A Holder of a relevant first Degree from a
University recognized by the Commission for Higher Education of Kenya.
- At least five (5) years’ experience in senior
management.
- Requisite experience in the fields of
management & public health
- Satisfies the provisions of Chapter Six (6) of
the Constitution of Kenya.
2. Members - Alcoholic Drinks Control
Board (Six (6) Positions)
Members of the Board shall be persons
from the following categories and at least one third shall be
women:

a) One person from the Public Health
Profession
b) One person representing the Youth.
c) One person representing the Civil Society.
d) One person representing the Religious groups.
e) One person representing the Education Sector.
f) One person from the Administration

Requirements for Appointment
- A Holder of a relevant first Degree from a
University recognized by the Commission for Higher Education of Kenya.
- A least three years’ experience/service in the
category applied for.
- Satisfies the provisions of Chapter Six (6) of
the Constitution of Kenya.
Department of Roads, Transport and
Public Works
Plant Operators (Twenty Two (22) Positions)
- Grader Operators – 9
- Excavator Operators- 3
- Dozer Operator- 1
- Roller Operators- 3
- Backhoe Operators- 3
- Wheel Loader Operator- 1
- Skip Loader Operators – 2
Duties and Responsibilities
- Operating plant/machinery
- Keeping monthly records of the plants
- Preparing monthly and weekly service schedules
and ensuring that they are adhered to
- Guiding and training of plant attendants
- Liaising with officers in charge for major
repairs
- Repairing minor defects on the machines
- Ensuring that the plant is in good condition
- Ensuring cleanliness of the plant
Qualifications and Skills:
- A valid driving license with special class,
free from any current endorsements
- Occupational Trade Test III for plant
operators
- Two (2) years’ experience in operating the
plant/machine for which operator(s) are needed.
- First Aid certificate course lasting not less
than One (1) week from St. John ambulance or from Kenya Institute of
Highways and Building Technology(KIHBT) or any other recognized
institution
- A valid Certificate of Good Conduct from Kenya
Police.
