ACF has been present in Kenya since 2001. Currently the organization is implementing program activities in West Pokot, Isiolo, Tana River, Garissa Counties and in Dadaab refugee camps.
The Finance Department provides accurate and punctual financial management, reports and forecasts on the organizations income and expenditure.

The department empowers and builds
the capacity of the field offices to manage funds effectively and efficiently,
meeting ACF standards and that of the donor agencies.
This is achieved through both
organizational and individual learning, and through an organization-wide system
of training and development.
In addition, the department is involved in making analysis and recommendation for implementing value for money, sound internal controls, minimizing risks and best utilization of available resources.
The roles and duties of the Finance Manager will include:

Objective 1: Accountancy
- Entering new contracts in SAGA and sending
parameters to all Admins.
- Production of the monthly TMP
Report and Class 4 Report.
- Preparation of the shared costs file and
importation to SAGA.
- Review the mission monthly accountancy to
ensure correctness of account codes, budget lines and descriptions used
and feedback to all admins on accountancy.
- Ensure closure of monthly accountancy (as per
checklist) and sending to HQ.
Objective 2: Grants Management & Compliance
- Preparation of the monthly Budget Follow Up
Report, monitoring under / over spending in budget lines and
communicating to respective budget holders and head of
department.
- Preparation of financial reports to management
and donors on timely manner.
- Involvement in budget proposal development.
- Ensuring compliance to ACF policies and
procedures, donor rules and the Kenyan laws.
- Visiting the field bases for monitoring and
compliance checks and recommending ways of improving on compliance &
accountability.
- Reviewing of the mission’s monthly finance
documentation for completeness before filing by Finance Officer and
following up with respective staff in case of any missing documentation.
- Participation in grants opening / closure
meetings
- Inform the Head of Department of any
information/ activity which impact the grant financial status and ACF.
Objective 3: Cash Management and Treasury Forecast
- Consolidation of mission’s bi monthly cash
forecast- check that availability of funds for any expenses in cash
forecast.
- Ensure liquidity at the mission level-
exchange operations and transfers to bases.
- Ensure respect and compliance to Admin Kit and
Cash Management Policy.
- Reviewing & first approval of all
payments, online payments, mobile transfers by ensuring compliance to ACF
procedures and donor rules.
Objective 4: Auditing
- Preparation of the annual financial statements
in accordance with the IFRS.
- Act as focal point person for internal,
external audits, spot checks when auditors are at the mission.
- Preparation of initial management response on
management letter.
- Developing action points and ensuring
implementation of recommendations raised by auditors in the mission.
Objective 5: Strengthening of Finance and non- finance staff
- Provide induction briefing to new employees
and budget holders (as necessary)
- Develop and conduct training for finance and
non-finance staff (as necessary).
- Visit regularly the field bases for finance
monitoring, provide recommendations and follow up on any observations
made.
- Provide technical support to all bases on
financial matters.
Objective 7: Payroll Management
- Reviewing of monthly payroll for correctness
and completeness.
- Ensure that mission adheres to Kenya Statutory
rules in regard to payroll.
- Production monthly & quarterly payroll
reports.
Objective 8: Supervision and Team Management
- Supervision of the Finance Officer.
- Conducting performance appraisals and setting
quarterly /yearly objectives of Finance Officer.
Qualifications
- Bachelor of Commerce / Finance / Accountancy
or equivalent with a strong financial background.
- CPA( K)
Qualification, Skills &
Experience
Essential
- Hands-on experience in the use of relevant
accounting and MS Office applications
- At least 3 years of progressive work experience
in financial management in NGO sector.
- Experience in donor reporting and budget
proposal development for major donors (ECHO, UN Bodies, DFID, USAID, EU,
and EC) will be a strong advantage.
- Good planning and organizational skills
- Strong oral/written English skills
- Strong and effective communication and
presentation skills.
- Highly analytical, organized, conscientious,
with high attention to detail.
- Able to prioritize and meet deadlines
Preferred
- Experience in training and capacity
strengthening of staff.
- Innovative skills for the development of
administrative and financial procedures
