To strengthen our management team, we wish to recruit highly motivated professional to fill the vacancy below:
Public Relations Officer
Reporting to the Director – Consumer
and Public Affairs, your primary responsibility will be to engage various
stakeholders to facilitate effective customer management in the water services
sector in line with Wasreb’s role of consumer protection.
Specifically, you will:
- Monitor compliance to customer management
procedures by water service institutions
- Coordinate and supervise activities of Water
Action Groups (WAG), a citizen engagement mechanism established to promote
engagement with consumers to foster transparency and accountability in the
sector
- Gather, collate and disseminate information to
create awareness on the role of regulation, and on water issues generally
- Produce a variety of institutional literature
including newsletters, reports, and other publications to share
information water issues
- Engage the mass media, social media, and other
relevant channels to create awareness on regulation and on water issues
generally
- Manage institutional events including
stakeholder forums, shows and exhibitions, and other community relations
activities
- Undertake liaison activities with key state
agencies, water services providers and stakeholders in the water services
sub sector.
Requirements
- A Bachelors Degree in social sciences, with a
Post-Graduate qualification in Mass Communication
- A minimum of 3 years working experience in a
communications, public relations, or customer service function in a
dynamic organization. Your application should include samples of your
work.
- Good interpersonal skills, impeccable oral and
written communication skills
- Experience in community mobilization and use
of communication tools for development will be an advantage.
Economist
Reporting to the
Manager – Economic Regulation, you will support water service regulatory
activities by providing economic / financial analysis that guide the
development and implementation of regulatory instruments.
In particular, you will:
- Review the water services tariff applications
to ensure cost justification
- Monitor the implementation of approved tariffs
by Water Service Providers (WSPs) and advise management appropriately
- Monitor the economic performance and financial
viability of the water service institutions and propose appropriate action
- Review the business plans of water service
institutions for their feasibility and compliance with their Service
Performance Agreements (SPAs)
- Analyze the performance of water service
institutions and prepare advisories on their financial sustainability
- Review and advise management on the economic
viability of public/private partnerships proposed by the WSPs
- Work with other departments to develop
regulatory instruments
- Undertake policy analysis, forecasts and
projections on water services and advise management accordingly
- Provide input into the annual water sector
performance report by way of data analysis as necessary.
Requirements
- Degree in Economics
- Possession of CPA(K),CFA or ACCA will be an
advantage
- 3 years experience in economic and/or
financial analysis
- A high level of analytical skills and proven
experience of handling complex and bulk data.
Technical Manager
Reporting to the
Director - Technical Services, and having direct responsibility for a Technical
Officer, you will support the regulation of water service provision through the
development and implementation of technical standards for design, construction,
management, operation and maintenance of water and sewerage services.
You will be expected to:
- Develop and implement technical standards for
design, construction, operation and maintenance of water and sewerage
services facilities and monitor compliance
- Continually review the technical standards and
guidelines to ensure that they remain in compliance with the policy and
legal framework
- Assess the technical aspects of the licence
conditions and the Service Provision Agreements (SPA) and provide the
necessary technical input
- Monitor and evaluate the performance of water
service institutions against the agreed indicators
- Provide inputs in the production of the annual
water sector performance report on technical aspects of performance of
water service institutions
- Undertake water sector policy analysis and
prepare relevant policy advisories
- Assess the technical viability of water
service providers and provide technical input as necessary
Requirements:
- Bachelors degree in Civil Engineering and a
Masters degree in Water and Waste water Engineering
- Registration with the Engineers Board of Kenya
(EBK), Institute of Engineers of Kenya (IEK) Membership and a current
practising licence
- 7 years of demonstrable experience in design,
site supervision and project management; please include examples of your
work in your application
Director, Corporate Services
Reporting to the
Chief Executive Officer, and having direct responsibility over the Manager
Finance and the Manager Human Resources and Administration, you will be
responsible for the strategic management of the finance, human resource and
administration functions of the organisation, ensuring that the organization is
sustainably resourced - financially and otherwise, assets are secure and
operations are optimal.
In particular, you will:
- Develop and implement a sustainable financial
strategy for the organization to ensure optimal funding/resourcing
- Develop, continually review and enforce
financial policies, systems and procedures and internal controls based on
organizational needs and in compliance with statutory obligations
- Develop and monitor the implementation of the
human resources strategy, polices and procedures in line with the
strategic plan allowing the organization to develop and/or attract and
retain the appropriate skills to build institutional capacity and attain
its mandate
- Develop, continually review and enforce
administration policies, systems and procedures that will ensure the
effective and efficient running of the administrative functions including
procurement and general office administration
- Lead the performance contracting process,
ensuring that performance contracts are in place, performance is monitored
and corrective action is taken as appropriate
- Develop and manage the performance of your
directorate staff
- Prepare periodic management and statutory
reports for the various stakeholders including, the Board of Directors and
statutory bodies.
Requirements:
- Bachelor’s degree in a business field and a
Masters degree in Business Administration,
- Possess CPS (K) and be a member of a relevant
professional association
- 10 years experience, 3 of which should be at
senior management level, preferably managing finance and administration
functions
- Demonstrable experience of strategy
development and the development and implementation of systems, processes
and procedures
- Experience of working with a Board of
Directors
Terms of Service
The Position of Director, Corporate
Affairs will be on a 3-Year Renewable Contract based on satisfactory
performance
Interested candidates must:
- Possess excellent communication skills
- Have a high level of Computer Literacy
- Be team players, self-motivated, organized,
and have the ability to work under pressure and with minimum supervision
- Meet the requirements of Chapter Six of the
Constitution on Leadership and Integrity.
