Supervisor - Research, Statistics & Policy

Purpose of the job: To provide technical support to the research and planning function. 

The Supervisor Analyst will help the Assistant Manager in the planning and implementation of research and planning projects.

Duties and Responsibilities
·                     Assist Assistant Manager in carrying out planning, research and statistical function
·                     Compilation of statistics to assist in planning and research activities
·                     Assist in conduction relevant surveys
·                     Assist in preparation of Corporate plan
·                     Coordinate the implementation of KRA Corporate/departmental Plan
·                     Coordinate revenue target setting
·                     Identify and conduct relevant research projects
·                     Disseminate f research findings to users
·                     Analyze and interpret revenue statistics
·                     Prepare relevant reports
·                     Contribute to the flow of information
·                     Institute automated management system.

Personnel Specifications
·                     A Bachelor’s degree in Economics, Statistics or Business related field from a recognized university
·                     Masters degree from a recognized University will be an added advantage
·                     KCSE C+ or its equivalent with C+ in Mathematics and English
·                     Computer Literacy
·                     3 years experience as an Officer.

Assistant Manager - Research, Statistics & Policy

Purpose of the job: At this level, the incumbent identifies areas of research and make recommendations to management and independently plan and conduct major and complex on-going research projects. 

They plan and design the research methods, establish procedures to assure the quality of data and approve the results of research projects. 

Planning and conducting research projects and coordinating the developments, implementation and evaluation of KRA research and analysis programme.

Duties and Responsibilities
·                     Coordinates planning research and statistics function
·                     Assist in scanning and analyzing operating environment affecting revenue performance.
·                     Coordinate preparation of corporate plan/operational plans.
·                     Carry out policy analysis affecting KRA operations.
·                     Maintain a data bank of relevant revenue statistics.
·                     Compile semi/annual statistical bulletin.
·                     Liaise with Treasury, DBK and other’ stake holders for statistical enquiries.
·                     Ensure accurate and timely production of trade reports.
·                     Conduct relevant surveys.
·                     Prepare relevant reports. .
·                     Any other duties assigned by Manager.

Manager - Research, Statistics & Policy

Purpose of the job: In charge of Tax Administration and Corporate Planning Division. 

The Division carries out tax administration and corporate planning functions including tax administration and policy analysis, implementation and monitoring of the Authority’s corporate strategic plans and coordinate the same for other operational or tactical plans. 

The Division makes regular reports and policy recommendations.

Duties and Responsibilities
·                     Assist Chief Manager in carrying out planning, research & statistical functions
·                     Directing planning, research, tax modeling and statistics functions.
·                     Formulation of strategy to guide in developing Corporate / Operational plans
·                     Examine and analyze policy statements affecting revenue collection and tax administration.
·                     Analyze revenue deficits/surplus between collections and targets and identify their causes.
·                     Prepare monthly quarterly and annual revenue reports.
·                     Conduct revenue forecast and monitor revenue performance
·                     Scan and analyze operating environment affecting revenue performance
·                     Disseminate user friendly information to stakeholders.
·                     Prepare relevant reports.
·                     Any other duties assigned by Chief Manager.

Chief Manager - Research, Statistics & Policy

Purpose of the Job: The Chief Manager is responsible to the Deputy Commissioner in directing the Research and Planning function within the Authority. He/She will assist the Deputy Commissioner in ensuring the Research and Corporate Planning Department is in conformity with the KRA mandate.
Duties and Responsibilities



·                     Assist Deputy Commissioner in general administration of Department in directing the Research, Statistics and Policy functions.
·                     Provide leadership and management of KRA-wide research and development programs and activities.
·                     Evaluate and develop improved research and planning techniques for KRA use.
·                     Implement and maintain the KRA Corporate Plan, report on the performance and initiate improvements to the plan.
·                     Participate in budget making process as well provide research and policy advice required in the budget process.
·                     Coordinate development of KRA Corporate Plan.
·                     Monitor, evaluate and review KRA Corporate/Operational plan
·                     Direct statistics, research and planning functions
·                     Develop research and planning techniques
·                     Act as a liaison between KRA and Treasury in tax matters.
·                     Prepare relevant reports.
·                     Any other duties assigned by Deputy Commissioner.
