This is the entry and training grade for this cadre. An officer at this level will work under the guidance and supervision of a senior officer: 

Duties and responsibilities will entail: collecting, collating and analysing data on ECDE enrollment, ECDE education projections, feeding program, guidance and counselling, special needs, preparing reports on requirements of ECDE Education in terms of curriculum support materials, education facilities, quality assurance inspections, project inspections and co-curricular activities.

The Director ECDE will be responsible to the Chief Officer, Education and Human resource development for the overall management and administration of ECDE Education. 

Specific duties and responsibilities will entail:- liaising with ECDE Boards of management in the management and development of ECDEs by:-


  • Initiating, formulating and implementing the national policies on ECDE Education.
  • Monitoring and implementation of the curricular, co-curricular and school feeding program.
  • Coordination and evaluation of ECDE programs and projects
  • Preparation and implementation of the departmental annual workplans and budgetary requirements and
  • Implementations of the ECDE staff training and appraisals.
Requirements for appointment
 
For appointment to this grade, a candidate must have:-
  • Bachelors degree in Education (ECDE option) or
  • Bachelors degree in education with diploma in ECDE
  • Masters degree in Education (ECDE option).
  • Served in the grade of deputy Director education for a minimum period of 3 years
  • A certificate in computer applications from a recognized institution
  • Attended a strategic leadership course lasting not less than 6 weeks from a recognized institution.

For appointment to this grade, a candidate must have:-
  • Kenya Certificate of Secondary Education grade D+ and above
  • Trade test grade two certificate or its equivalent and
  • At least three years relevant experience

  • Technician level II certificate plus three years relevant experience or
  • Final craft certificate (level III) plus three years relevant experience or
  • Trade test grade one certificate, KCSE mean D+ plus five years relevant experience or
  • Diploma in the relevant discipline from a recognized institution and
  • Certificate in computer applications from a recognized institution.

Duties and responsibilities entail:- Collecting, collating and analysing data on youth training enrollment, training projections, bursary schemes and grants, trainee industrial attachments, trainee special needs, grading of youth training institutions, instructor skills inventory, preparing reports on youth training requirements in terms of curriculum support materials, tools and equipment, quality assurance inspections, project inspections and participating in county youth training co-curricular activities.

For appointment to this grade, a candidate must have:-
  • Bachelors degree in technical education, engineering or technology education from a recognised institution or
  • Higher national diploma plus diploma in technical education and three years relevant experience or
  • Bachelors degree in science/Arts plus diploma in technical Education from a recognised institution and
  • Certificate in computer applications from a recognised institution.
