Kilimo Trust
It is
registered in the Republic of Uganda with core staff recruited from all the EAC
Partner States.
It
implements projects across all EAC Partner States + S. Sudan.
The core
business of KT is to support the transformation of food and nutrition security
in the EAC Region away from high risk subsistence farming into lower risk
trade-based systems.
2) KT’s vision within the next 15
years (starting 2012) is to see:
a)
Specialization in production of staples in the EAC to enable smallholder
producers of the key food commodities to:
i)
effectively utilize comparative advantages; and
ii) “farm
as business” and become competitive in the regional market.
b) A
structured regional trade in food commodities and products, driven by private
sector business linkages for each commodity.
c) A high
proportion of the food commodities (especially perishables) produced in the
EAC, being transformed to differentiated value-added products preferred by the
final consumer.
Purpose of the Job
The M &
E Officer maintains responsibility for continuous assessment and recording of
progress in project implementation and for regular evaluation of performance /
impact of the project for the purpose of learning and making corrections in
time.
The M &
E Officer provides all the project stakeholders with relevant feedback on
implementation and early indications of any problems in the achievement of
planned results and ensures that M & E in Kilimo Trust is linked to overall
project objectives.
Key Responsibilities Are:
a. Set up the M & E System for
Kilimo Trust
- Develop the Annual Work Plan and Budget (AWPB) for the M & E Office
- Develop the project Logframe matrix
- Liaise with the Project Team Leaders to identify information needs and set up relevant and measurable project performance indicators
- Liaise with the Project Team Leaders to design M & E tools and processes that will record and report progress accurately against the AWPB
- Develop a framework and procedures for data collection, data analysis and reporting
- Develop plans for periodic project reviews, impact assessments and lessons-learnt workshops
b. Manage
stakeholder communications and coordination especially with the Project Team
Leaders and all those involved in M&E design i.e. Program Officers, field
staff, representatives from primary stakeholders groups, external consultants
and external M&E missions
c. Keep
abreast of developments in grant/project changes and progress in order to
advise and recommend tools and strategies to increase performance and results
d. Create a
learning environment by sharing feedback and promoting data use and demand for
information as appropriate within the stakeholders
e. Assess
field conditions, support capacity building initiatives, and facilitate the
collection of quality data under the supervision of the Project Team Leaders
f. Review
the quality of social and economic data in the projects areas, the methods of
collecting it and the degree to which it will provide baseline statistics for
impact evaluation
g.
Collaborate with the Finance Manager to maintain a close follow up of project
expenses and financial indicators
h.
Collaborate with the Project Team Leaders in reviewing and preparing monthly,
quarterly and final narrative and financial donors’ reports
i. Comply
with external reporting requirements on each of the Kilimo Trust projects
j.
Participate in grant-writing and any other tasks given by the CEO
Minimum Educational Qualifications
- Master’s degree in Agriculture, Agricultural Economics, Agri-business, Agricultural and Rural Development, Project Management or master’s in related field.
- Certificate in M & E studies (would be an added advantage)
Experience
A demonstrated track record of a
minimum of 5 years in:
- M & E design and systems setup
- Project implementation in donor funded and/or non-governmental organizations
- Multiple stakeholder engagement and participatory assessment
- Information analysis, report writing and production of high-quality briefs and reports in English
Competence Requirements
- Proficient in the use of the logical framework approach and other strategic planning tools
- Competent use of M & E methods (quantitative, qualitative and participatory analysis)
- Ability to design M&E tools, surveys, surveillance systems, and evaluations
- Demonstrated ability to facilitate learning oriented sessions and building capacity of others
- Research, analysis and reporting writing skills
- Computer software proficiency
