Monitoring and Evaluation Officer Job in Kenya

PALWECO is a rural development programme funded by the Governments of Kenya (GoK) and Finland (GoF) that is being implemented in all the seven sub counties of Busia County.

The sub counties include Matayos, Bunyala, Butula, Nambale, Samia, Teso South and Teso North.

The Programme aims at reducing poverty, improving livelihoods and living standards of the population of Busia County.

We seek to recruit qualified and experienced candidate to fill the following vacant position of:

Monitoring and Evaluation Officer

The Monitoring and Evaluation Officer reports to the Chief Technical Advisor.

He /She will be responsible for:

Duties:
  • Developing, monitoring and quality assuring the M&E system (including planning, monitoring and reporting processes, indicators, formats and tools) in line with the information needs of managers and other stakeholders, and improving and updating the system and the M&E handbook.
  • Ensuring that the M&E system is implemented by Programme staff and implementing partners and for managing the produced monitoring data.
  • Undertaking regular field visits and carry out review events to support the implementation of M&E and to identify where adjustments to the system may be needed.
  • Coordinating and collaborating with staff and implementing partners to ensure data collection on result indicators, as well as processing, reporting and data management.
  • Identify the need for, draw up ToRs and supervise consultancy support for M&E, such as special surveys and outcome and impact assessments.
  • Coordinating and participating in regular opportunities to identify and document lessons learned, such as annual review workshops, participatory impact assessments, etc.
  • Providing timely and relevant monitoring information to project stakeholders and managers and providing inputs, information and statistics to support the Programme management in quarterly and annual progress reporting.
  • Participate in annual reviews and planning workshops and assist by providing relevant monitoring information.
  • Quality assurance of the plans for projects funded by the Programme.
  • Coordinating M&E related capacity building and training in collaboration with the capacity building team.
  • Guiding and back-stopping staff and implementing partners in preparing their progress reports in accordance with approved reporting formats and timing.
  • In collaboration with Technical Advisers and stakeholders, reviewing monitoring reports and analysing them to identify the causes of potential bottlenecks in project implementation.
  • Developing modalities for participatory and community based M&E and ensuring that it is incorporated into projects funded by the Programme.
  • Guiding the regular sharing of the outputs and findings of the M&E systems with Programme staff, implementing partners and primary stakeholders.
  • Participating in external missions and facilitating their team members’ access to M&E data.

Educational background
  • At least a bachelor’s degree in statistics, economics, sociology or in any other relevant field

Working experience
  • At least 5 years of experience in the design and implementation of M&E/MIS in development projects/programmes;
  • Proven experience in implementing the Results Based Management and Human Rights Based approach and other strategic planning and management approaches;
  • Experience in project cycle management and result framework approach.
  • Proven experience in M&E methods and approaches (including quantitative, qualitative and participatory);
  • Solid experience and understanding of rural development with a focus on participatory processes, joint management and cross-cutting issues (gender, equality, climate proof);
  • Experience in design and implementation of capacity building and learning-training interventions with adults and youth;
  • Excellent command of MS Excel, SPSS is an advantage.

Other Personal Qualifications:
  • Fluency in English and Swahili;
  • Valid driving license;
  • Excellent skills in information analysis and report writing;
  • Willingness to undertake regular field visit and interact with different stakeholders;
  • Excellent communication skills (written and oral), sensitivity to and responsiveness to all partners;
  • Proven analysis and problem-solving skills;
  • Ability to work in an ethnically diverse and multi-cultural workplace;
  • Demonstrated team player and initiative-taker.
