Location: Kampala, Uganda
1) Kilimo
Trust (KT) is an independent regional agricultural development organization -
working on agriculture for development across the EAC Region.
It is
registered in the Republic of Uganda with core staff recruited from all the EAC
Partner States. It implements projects across all EAC Partner States + S.
Sudan.
The core
business of KT is to support the transformation of food and nutrition security
in the EAC Region away from high risk subsistence farming into lower risk
trade-based systems.
2) KT’s vision within the next 15
years (starting 2012)
a)
Specialization in production of staples in the EAC to enable smallholder
producers of the key food commodities to:
i)
effectively utilize comparative advantages; and
ii) “farm
as business” and become competitive in the regional market.
b) A
structured regional trade in food commodities and products, driven by private
sector business linkages for each commodity.
c) A high
proportion of the food commodities (especially perishables) produced in the
EAC, being transformed to differentiated value-added products preferred by the
final consumer
Purpose of the Job
The Human
Resources Manager manages the day-to-day operations of the Human Resource
Office, taking responsibility for implementation of the HR agenda for Kilimo
Trust, the HR policies, procedures and programs.
The HR
Manager’s responsibilities fall in the following functional areas: organizational
development and change management; recruitment and selection management; Human
Resource Information Systems (HRIS); employee relations; employee training and
development; performance management, compensation management and office
administration.
Key Responsibilities
- Plan, organize, direct and control the recruitment processes, identifying staff vacancies, recruiting, interviewing and participating in the selection of applicants
- Plan and conduct new employee orientation to foster positive attitude toward organizational objectives Prepare and manage the budget for HR operations
- Manage the organization change process Analyze training needs to design employee development, skills training
- Maintain records and compile HR information system reports concerning personnel-related data such as recruitments, promotions, training, transfers, performance appraisals, and absenteeism rates
- Administer compensation, benefits and performance management systems
- Develop and administer the company health and safety programme
- Administer the staff disciplinary and grievance systems
- Serve as a link between management and employees by handling queries, interpreting and administering policies and procedures, contracts and helping resolve work-related problems
- Advise managers on organizational policy matters and ensure compliance with legal requirements
- Perform any other duties and responsibilities as required by the CEO
Educational Qualifications
- Master’s degree or equivalent post graduate qualification in Human Resources, Organization Development or related field
- Specialized HR training in employment law, compensation management, organization development, employee relations and preventive labour relations would be an added advantage
Experience
- A minimum of five years of progressive managerial experience in Human Resource positions.
Competence Requirements
- Knowledge and experience in employment law, recruitment, organizational planning, organization development, employee relations, safety, employee engagement, change management, employee development and performance management
- Experience in the administration of benefits and compensation programmes and other Human Resources recognition and engagement programs and processes
- Leadership and mentorship skills
- Managerial, organizational and facilitation skills
- Report writing skills
- Interpersonal and relationship building skills
- Ability to serve as a knowledgeable resource to the management team
- Excellent computer skills in a Microsoft Windows environment. Must include knowledge of Excel and skills in Human Resources Information Systems (HRIS)
- Excellent written and spoken communication skills
