Principal Clerk Assistant

Duties and Responsibilities

Reporting to the County Assembly Clerk for:
  • Parliamentary procedures, practices, conventions, traditions and etiquette;
  • Research and preparation of Commission papers and related documents;
  • Assisting the Clerk in offering administrative services to the CASB
  • Search for fresh information/facts by consulting appropriate sources;
  • Assisting the Clerk in offering administrative services to various types of committees; and,
  • Activities pertaining to seminars and conferences for MCAs and staff.

Requirements for Appointment:

  • Bachelor’s Degree in Social Sciences from a recognized university;
  • Mastery of parliamentary procedures, practices and application of knowledge in the execution of the assigned functions, activities and tasks within specified sectors of parliamentary/ Assembly operations;
  • Served as Senior Clerk Assistant or an equivalent position in the public or private sector for at least three (3) years;
  • Exposure to procedures and practices of other parliaments within the Commonwealth through attachments, seminars, conferences and workshops;
  • Attended middle level management seminars and training-for-trainers courses offered by recognized institutions;
  • Masters Degree will be an added advantage; and,
  • Experience in managing and serving Boards will be an added advantage.

Chief Sergeant-At-Arms

Duties and Responsibilities

Reporting to the County Assembly Clerk for:
  • Enforcing Speaker’s rules;
  • Performing chamber and ceremonial duties;
  • Providing fire and safety services;
  • Access control management;
  • Crowd control and management;
  • Coordinating civic education;
  • Investigating incidences;
  • Conducting security surveys;
  • Maintaining decorum in the precincts of Parliament;
  • Crime detection and prevention;
  • Responsible for ensuring security in the assembly precincts, personnel and property;
  • Supervision of Commissionaires; security wardens, gardeners and cleaners; and,
  • Ensuring proper housekeeping standards are maintained.

Requirements for Appointment
  • Must have satisfactorily served in the rank of Sergeant-At- Arms II or its equivalent in the Armed Forces, Kenya Police Service or National Youth Service for a period of not less than three (3) years;
  • Be in possession of a Bachelors degree in a relevant discipline from a recognized institution;
  • Shown explicit acquisition and application of knowledge of the operations of Parliament/Assembly;
  • Should have undergone a Parliamentary related course; and,
  • Have shown merit and ability in performance and results.

Legal Counsel

Duties and Responsibilities

Reporting to the County Assembly Clerk for:
  • Drafting of Members’ Bills;
  • Drafting of amendments to Bills to be proposed to the House by any Member of County Assembly or any Committee of the Assembly
  • Giving legal interpretation of Acts and Bills and generally giving legal advice on matters relating to Assembly;
  • Providing legal advice to the County Assembly Service Board, Assembly and its Committees;
  • Attending court for Legal Counsel ¡n the Joint Services as well as drafting contracts and other legal instruments;
  • Providing any other legal services that may be required by the Assembly, the Committees, the Speaker, the County Assembly Service Board or the Clerk; and,
  • Ensuring that Bills to be passed by Assembly comply with the Constitution and Laws of Kenya

Requirements for Appointment:-
  • Must have a Bachelor of Laws degree;
  • Be admitted as an Advocate of the High Court of Kenya;
  • Be in possession of a current practicing certificate; and,
  • Have proficiency in the use of basic computer applications.

Fiscal / Budget Research Officer

Duties and Responsibilities

Reporting to the Senior Finance/Planning Officer for:
  • Collecting and collating budgetary information from various sources for analysis;
  • Maintaining relevant statistics on public revenue and expenditure figures;
  • Carrying out commissioned Budget research on specific areas of interest;
  • Assisting in preparing budgetary information reports for Members of the County Assembly and relevant House Committees; and,
  • Assisting in workshops planning;
  • Assisting the Senior Finance/ Planning Officer in the Budget Office.

Requirements for Appointment
  • Have a degree in Economics or its equivalent from a recognized university;
  • Previous experience in public finance
  • Be a team player with good analytical and interpersonal skills.
  • Have at least Three(3) Years of experience in relevant field
  • CPA(K) will be an added advantage

Research Officer - Legal

Duties and Responsibilities

Reporting to the Legal Officer for
  • Provision of non-partisan professional research assistance and analysis to Members of the County Assembly, Committees and staff of County assembly;
  • Assessing the strengths and weaknesses of policy options;
  • Providing expert interpretation, explanation and analysis;
  • Maintain a periodically updated inventory of publications on current issues, legislation and major public policy issues/questions; and,
  • Providing technical back up to Assembly committees.

Requirements for appointment
  • Bachelor’s degree from a recognized university in any of the following specialization: Law, Economics, Agriculture; Environmental quality, Sociology, Political science, international trade/commerce and other Science related fields;
  • Thorough knowledge and understanding of the concepts and techniques of professional research, with particular emphasis on public policy analysis;
  • Ability to write, edit in a clear, concise and understandable manner;
  • Satisfactorily served as Research Officer in similar positions with comparable responsibilities in reputable Research Institutions; and,
  • Have at least three (3) years continuous work experience.

Principal Public Communication and Relations Officer

Duties and Responsibilities:

Reporting to the County Assembly Clerk for:
  • Coordinating all public relations related activities including public participation for County Bills publishing of brochures, handbooks, flyers, news bulletins CD5 etc;
  • Updating of the Assembly website in liaison with the IT department;
  • Coordinating of the outreach program;
  • Coordinating and receiving all visitors to the Assembly
  • Coordinating with the Assembly Broadcast Unit on broadcast/media aspects; and,
  • Convening public relations and media related meetings and chairing the sessions while ensuring all minutes are taken and filed.

Requirements for Appointment
  • Have Bachelors degree in Mass Communication, Public Relations or any Social Science;
  • Masters Degree will be an added advantage
  • Have satisfactorily served in a similar position or an equivalent position in either the public or the private sector for a minimum period of three (3) years;
  • Diploma in Mass Communication, Public Relations or Social Sciences;
  • Be proficiency in IT.
  • Be fluent in English and Kiswahili

Principal Human Resource and Administration Management Officer

Duties and Responsibilities

Reporting to the Clerk County Assembly for:

Staffing, HR Planning, Promotions, deployment and Training requirements

a) Compensation and regular job evaluation

b) Job performance entailing development of job description and specifications, performance appraisal, training and development, incentive structures and enforcing discipline.

c) Employee relations and welfare issues

d) Development of HR Policy, Rules, Regulations and Policy, including Terms and Conditions of Service.

e) Pursuant to the foregoing, develop and install the following systems:
  1. HR Audit systems
  2. Job Evaluation tools
  3. Schemes of Service
  4. HR Manuals
  5. Payroll Systems
  6. Discipline structure and systems for errant officers

f) Secretary to the county human resource management advisory committee

Requirements for Appointment
  • Must have successfully served for at least five (5) years in Human Resource Office in a legislative body in the public service.
  • Degree in Human Resources Management
  • Masters Degree in Human Resources Management OR CPS (K) will be an added advantage.
  • A thorough understanding of Human Resource Management policies, regulations and employee relations.
  • Demonstrate high degree of professional competence, administrative capabilities and initiative in the general organization and management of Human Resource
  • Understanding of labour laws and other statutes that impact on human resource management
  • Proficiency in Computer Application packages.

Legal Clerk

Duties and Responsibilities

Reporting to the Legal Counsel, for:
  • Taking hearing dates in litigation matters
  • Facilitating service of Legal Documents
  • Collecting, circulating and filing of published bills and subsidiary legislation
  • Filing of court documents and any other legal documents
  • Organizing the legal Department Registry
  • Drafting Legal Documents under the supervision of the Legal Counsel
  • Providing any other Clerical services that may be required by the County Assembly, the  Committees, the Speaker, the County Assembly Service Board or the Clerk

Requirements for Appointment
  • Minimum Paralegal Training with at least 3 years experience
  • Proficiency in Computer Application packages
  • Possession of a current Process Server’s Certificate
