The National Land Commission
In pursuant to the provision of
Article 67 of the Constitution of Kenya 2010 and the National Land Commission
Act No.5 of 2012, the Commission invites applications from suitable candidates
for the following positions:
Head of Supply Chain Management
NLC Grade 3

The Head of Supply Chain Management
will report to the Secretary/CEO to the Commission and will be responsible for
providing strategic leadership and coordinating activities of the Unit.
Job Description
·
An officer at this level will be
responsible for the following Job Descriptions:
·
develop and implement a procurement
plan and establish procedures for effective procurement of goods and services
and disposal of excess or unserviceable assets.
·
undertake market research to identify
competitive and reliable vendors and service providers;
·
enter into effective partnerships
with vendors and service providers;
·
implement terms of contract;
·
advise other divisions and sections
on matters of procurement and disposal of items;
·
provide an effective secretariat for
tender boards and boards of survey;
·
give input in development of
legislation as appropriate;
·
maintain an inventory of; and
·
maintain an up to date inventory of
suppliers and assets of national land commission.
Job Specifications
For appointment to this position, a
candidate must have:
·
Bachelors degree in Supply Chain
Management from a recognized institution;
·
Master’s degree ¡n Supply Chain
Management from a recognized institution;
·
served ¡n a Supply Chain Management
position in the public or private sector for at least twelve (12) years, five
(5) of which must have been at a senior management level;
·
been conversant with the provisions
of the Public Procurement and Disposal Act;
·
met the requirements of the
Constitution of Kenya;
·
demonstrated a thorough understanding
of national goals, policies and development objectives and ability to align
them to the Commission’s mandate;
·
been a good team player with
exemplary leadership qualities, interpersonal, communication and collaborative
skills;
·
clear understanding of the
Commission’s mandate; and
·
certificate in Computer Application
Skills from a recognized institution.
Director, Corporate Communications
NLC Grade 2

Job Description: The
Director, Corporate Communications will report to the Secretary/CEO, National
Land Commission and will be expected to:
coordinate of all National Land
Commission corporate communication affairs;
implement and review the
communication policies, strategies and programmes;
·
formulate and implement communication
programmes to enhance the profile, image and perceptions of NLC by
stakeholders;
·
provide advice to NLC on all areas of
communication, public and media relations;
·
re-brand and maintain the Commission’s
positive image;
·
develop and maintain good relations
and rapport with mass media and all agencies under the Commission through
professional public relations approach;
·
coordinate publicity and media
coverage for the Commission;
·
manage protocol issues;
·
oversee planning, developing and
managing the Commission’s portal and publications;
·
manage public relations and providing
strategic leadership to the Commission in dealing with the media towards
objective, effective and timely conveyance of information;
·
manage feedback and deal with issues
that involve the Commission’s image and good relationship with media; and
·
provide interface between the
Commission and its stakeholders.
·
collaborate in research on public
relations and develop appropriate interventions;
·
provide liaison between the public
and the media on all matters ofconcern to NLC and land matters;
·
develop and publish in-house
newsletters;
·
liaise with the Directorates and
other Units ¡n handling NLC publicity publications and internal communications;
·
communicate with the press and manage
NLC’s engagements with the media for accurate coverage of key events; and
·
capture information, edit and
transmit/broadcast to the public.
Job Specification
For appointment to this grade, a
candidate must have:
·
Bachelors degree in any of the
following: Journalism, Mass Communications, Communication, Linguistics or
Public Relations from a recognized institution;
·
Masters Degree in Communication,
Journalism or any other equivalent course from a recognized institution;
·
served in a Corporate
Communications/Affairs/Public Relations position in the public or private
sector for at least fifteen (15) years, five (5) of which must have been ¡n a
senior position;
·
membership to the professional body
of journalists;
·
Certificate in Strategic Leadership
Development Programme lasting not less than six (6) weeks from a recognized
institution;
·
Certificate in Computer Application
Skills from a recognized institution;
·
met the requirements of Chapter six
(6) of the Constitution of Kenya;
·
a clear understanding of the
Commission’s mandate;
·
thorough understanding of Devolution,
the Constitution and Kenya Vision 2030 and the ability to translate them into
the Commission’s programmes and projects;
·
demonstrated a thorough understanding
of national goals, policies and development objectives and ability to align
them to the Commission’s mandate; and
·
been a good team player with
excellent interpersonal, communication and networking skills proven writing and
communication skills.
