Job Title: Quality Assurance Officer

Reports To: Registrar, East African School of Aviation

Job Purpose: To design, improve and document business processes and coordinate their implementation in EASA.

Scope of work / duties / responsibilities
  • Design effective business processes and improve existing ones in line with EASA’s objectives;
  • Maintain updated documentation on processes and disseminate to users to ensure clear interfaces across functions;
  • Develop quality awareness in the organization through campaigns, internal communication channels and formal training;
  • Report on project progress and compliance issues and suggest remedial actions;
  • Work with the Quality management team to ensure integration and coordination of processes;
  • Participate in school-wide Quality management initiatives with the Quality management team;
  • Liaise with departments to ensure implementation of the Quality Management Systems;
  • Coordinate the implementation of quality improvement initiatives and projects in the business units;
  • Monitor training activities to check whether standards required by the Civil Aviation Authority, and any additional requirements as established by the approved training organization are being carried out properly;

Qualifications
  • A relevant degree from a recognized university.
  • A certificate in quality management from a recognized institution.
  • Training in an aviation field covered by the Civil Aviation (Approved Training Organization) Regulations is an added advantage.

Experience
  • 3 years relevant experience in the development and implementation of quality projects in a comparable institution.
  • Knowledge and skills
  • Project management skills, including design, implementation and evaluation
  • Communication skills to educate others and obtain support to quality initiatives.
  • Process mapping skills.


Job Title: Corporate Communications Officer

Job Purpose: To assist in the administration of the various communication activities in the section.

Scope of work / duties / responsibilities

  • Serve in Corporate Communication and coordinate all communication and events management activities by:
  • Organizing events as delegated by the Corporate Communication Manager
  • Screening media and all publications with regard to KCAA activities
  • Drafting communication to internal and external publics as required, including press releases
  • Responding to ad-hoc queries from external public

Qualifications
  • A bachelors’ degree in Public Relations or in a relevant filed such as Communications/Marketing or a Degree in a relevant social science field with a diploma in Public Relations/Communications/Marketing from a recognized University.

Experience
  • 3 years’ experience gained in related areas such as events management, press relations, and public relations etc.

Knowledge and skills
  • Planning and organizing skills to effectively manage events

Job Title: ICT Security Officer

Reports To: Manager ICT

Job Purpose: To initiate, plan and implement appropriate ICT security measures for the Authority

Scope of work / duties / responsibilities
  • Carries out ICT security vulnerability assessments and penetration testing on business systems and LAN/WAN networks
  • Formulates and oversees implementation of Information security policies, standards and procedures
  • Ensures confidentiality and optimum security of KCAA electronic data, records and information all the time.
  • Liaises with internal and external auditors on appropriate ICT security audits
  • Ensures regular updates from all threats to systems implemented in KCAA
  • Design and build security procedures in new and existing systems and networks
  • Sensitizes and advisers management and other users on ICT Security issues.
  • Plan and coordinate intergration of security standards, processes and tools into day-to-day ICT operational activities including software development life-cycle, change management, and technical monitoring.
  • Coordinate/perform application vulnerability assessments, code reviews, and assessment of SDLC processes and incorporate lessons learned into security awareness material and coordinate local security awareness activities.
  • Any other official duty assigned by the Manager.

Qualifications
  • A bachelor’s degree in computer science or related field from a recognized university
  • Certified Information Systems Auditor (CISA)
  • Certificate of good conduct

Experience
  • 2 years’ experience in ICT system security

Knowledge and skills
  • Current knowledge on emerging ICT security threats and mitigation measures
  • Proven integrity and accountability in the management of information
  • Communication and good interpersonal skills
  • Ability to work with minimum supervision.


Job Title: Human Capital Officer 1 - Employee Relations and Compensation

Job Title: Manager, Legal

Job Purpose: To advise and support management and the Board on all corporate issues pertaining to legal and regulatory framework

Scope of work / duties / responsibilities
  • Provides professional support in organizing of Board meetings in compliance with all the laws regulations and procedures, including the Agenda, Board Papers, Records and Board minutes, other Board documents.
  • Provides professional support in the preparation of timely replies by the Authority to Parliamentary questions that touch on the mandate and operations of the Authority
  • Supervises the legal officers in carrying out their duties/ responsibilities and coordinates the legal services rendered by the legal office of the Authority.
  • Provides professional guidance to the Director General and the Board of the Authority and Management on all legal matters relating to the mandate, functions and operations of the Authority on all areas of law including but not limited to real estate (property), insurance, contracts, litigation, arbitration, Labour/employment matters and statutory/business compliance matters.
  • Handles and co-ordinates and monitors all litigation instituted against and on behalf of the Authority and liaises with the Authority’s external legal counsel to ensure the best results for the Authority in such litigation.
  • Provides professional support in the drafting and the development of legislation including regulations on civil aviation.
  • Contributes to the negotiation, drafting, review and interpretation of contracts/Agreements in which KCAA is a party
  • Liaises on behalf of the Authority with the legal personnel in Government, other state corporations, private sector, regional and international organizations, on legal matters pertaining to civil aviation including lobbying Government to legislate international conventions on Civil Aviation.
  • Facilitates the updating of current statutes in the country (the laws of Kenya) that are maintained in the Legal office of the Authority on a regular basis.
  • Carries out any other duties relating to laws of the country or civil aviation generally as may be directed to attend to by the Corporation Secretary from time to time to attend to.

Qualifications
  • Bachelors’ degree in law
  • Advocate of the High Court of Kenya
  • Registered Certified Public Secretary
  • A relevant Masters’ degree
  • A Diploma in Air Law will be an added advantage

Experience
  • Five years’ experience in Company / Corporate Law
  • Experience in the aviation sector and/or as a legal practitioner is an advantage

Knowledge and skills
  • Strong legal and regulatory background relevant to the industry
  • Verbal and written communication / reporting skills to state legal issues clearly and concisely to different audiences

Chief Human Capital Officer – Recruitment, Planning, Training and Development

Job Purpose: To review and update organization structures, manpower plans, monitoring and evaluating the recruitment and succession management process.

To identify Training Needs and implement training plans in line with business strategies.

Scope of work / duties / responsibilities

  • Initiate, plan, coordinate and oversee all staff recruitment; training; selection, placement; succession; retention and separation plans;
  • Forecast future, short and long term, staff requirement of KCAA in terms of numbers, skills and competencies in line with the company strategies and organization structures;
  • Assist line managers with the review and updating of their organization structures, position numbers, job descriptions and staffing levels;

Experience

Chief Procurement Officer

Job Purpose: To coordinate all procurement activities within KCAA’s business units

Scope of Work / Duties / Responsibilities
  • Handle the process of receiving RFPs, sourcing and processing quotes and issuing Purchase Orders/contracts;
  • Organize the work in the procurement office by deciding on the appropriate procurement method and monitoring progress through the Procurement Officers;
  • Follow up and ensure ordered goods/works/services are delivered on the agreed dates;
  • Check accuracy and completeness of Purchase Orders/Contracts;
  • Liaise with users to verify budgetary guidelines and to inform them of progress in the procurement process;
  • Participate in the tender evaluations (depending on value) and acts as Secretary when required;

Qualifications

Experience

Job Purpose: Responsible to the Director General for administration and management of the East African School of Aviation

The East African School of Aviation (EASA) was established in 1954 and trains regional and international aviation personnel. The School aims at becoming a leading Centre of excellence for a globally competitive Aviation sector.

The College is located approximately 20 km from Nairobi City Centre in the neighborhood of JKIA, a very conducive environment for Aviation Training and learning.

The KCAA seeks to recruit a suitable candidate to the position of the Director of East African School of Aviation (EASA).

The Director will be a dynamic, visionary and result-oriented person of high ethical standards, integrity and professionalism.

The Director will have the overall mandate of ensuring that a strong academic, research and administrative foundation for the School is established and maintained.

Scope of Work / Duties / Responsibilities

  • The Director is the academic, research and administrative Head of the School working under the direction of the Director General of KCAA with the following duties and responsibilities:
  • Have overall responsibility on the direction, organization and the administration of academic programs of the School;
  • Promote the development of Aviation training and maintain national, regional and international linkages with related agencies;
  • Coordinate the development and implementation of academic and administrative policies of the School in accordance with the School’s Master Plan and Strategic Plan;
  • Maintain efficiency and good order of the School and ensure proper enforcement of the Aviation Training Standards and other related Regulations;
  • Provide innovative and creative leadership in the areas of Finance, Human capital, Planning and infrastructural development, students’ affairs management and community linkages;
  • Play a key role in the facilitation and maintenance of linkages with the Aviation human capital developers, Government, regulatory agencies and other local/international institutions of higher learning;
  • Perform other duties as may be assigned by the Director General from time to time.

Requirements:

Applicants must:
  • Be holders of a PhD in areas of Aviation management or organizational development or Education or business and/ or entrepreneurship;
  • Be academic leaders in their areas of specialization and demonstrate ability to produce results;
  • Have at least ten (10) years of service at senior level in an academic institution(s) or related sector;
  • Be familiar with national, regional and global trends of policies governing training, and higher education in general;
  • Demonstrate ability to plan, develop and implement academic programs and institutional linkages;
  • Be registered with, and active member of professional associations in their areas of specialization (where applicable);
  • Have excellent organizational, interpersonal and communication skills;
  • Demonstrate ability in marketing, resource mobilization and fund management.

Terms & Conditions of Service: Successful candidate for the position will be offered a competitive remuneration package, including house allowance, medical benefits, gratuity and other benefits in accordance with the KCAA terms of service.
