The Turkana County Public Service Board wishes to recruit competent and qualified persons to fill the following position:

Deputy County Secretary
Job Group "S"
1 Post

The Deputy County Secretary will be deployed at the County Head-quarters and the incumbent will be the Principal Deputy to the County Secretary.

Duties and responsibilities
  • Assist the County Secretary in providing strategic leadership and policy direction;
  • Formulation and dissemination of policies, programmes and strategic plans;
  • Representing the County Secretary in various meetings and in stakeholder fora;
  • Assist the County Secretary in the Supervision, management and development of the County Public Service.
  • Co-ordination and mobilization of resources for effective public service delivery;
  • Closely monitor and evaluate implementation of County Government policies, programmes, strategic plans and performance contracts.
  • Preparation of County functions, briefs, statements, reports and programmes;
  • Ensuring integrity and ethical conduct within the sectoral area;
  • Any other duties that may be assigned from time to time.

Requirements and competencies

For appointment to this post, the person should be;
  • A Kenyan citizen
  • Be in possession of a first degree in social sciences or Public Administration from a recognized university (A Masters Degree with emphasis in Public Administration or related field will be an added advantage);
  • Have a working experience of not less than seven (7) years in senior level management and leadership position in a large public/private organization.
  • Deep and direct understanding of administrative characteristics unique to arid and semi-arid lands and in particular pastoralists’ areas and their challenges.
  • Demonstrate outstanding leadership and managerial qualities required at this level;
  • Demonstrate a clear understanding of the County development policies, goals, objectives and ability to integrate them into the County’s decentralized function;
  • Personal qualities of leadership and integrity, consistent with the principles of chapter six of the constitution of Kenya 2010
  • Understand the diversity within the county.
  • Be a visionary and strategic thinker.

Terms of service:

The salary and allowances attached to this post is as follows:
  • 5 year contract
  • Salary Scale Kshs.120,270 - 302,980 p.m.
  • House Allowance: Kshs. 40,000,
  • Commuter Allowance: Kshs. 16,000,
  • Annual leave allowance p.a,
  • Medical cover.
