Principal Human Resource Management
Officer
1 Position
Duties and Responsibilities
The job holder will be responsible
for the effective organization and administration of Human Resource Management
Services with a view of ensuring that employees are properly facilitated for
effective performance and productivity.
This will be done through:
·
Staffing, HR Planning, Promotions and
Deployment;
·
Compensation and regular job
evaluation;
·
Job performance entailing development
of job description and specifications, performance appraisal, training and
development, incentive structures and enforcing discipline;
·
Employee relations and welfare
issues;
·
Development of HR Policy, Rules,
Regulations and Policy, including Terms and Conditions of Service;
·
Pursuant to the foregoing, develop
and install the following systems:
1.
HR
Audit systems
2.
Job
Evaluation tools
3.
Schemes
of Service
4.
HR
Manuals
5.
Payroll
systems
Requirements for Appointment
·
Served for at least five (5) years in
a Human Resource Office in a legislative body or its equivalent in the public
service;
·
A Masters degree in Human Resources
Management;
·
A thorough understanding of Human
Resource Management policies, regulations and employee relations;
·
Demonstrable high degree of
professional competence, administrative capabilities and initiative in the
general organization and management of human resource;
·
Understanding of Labour laws and
other statutes that impact on human resource management.
Principal Finance Officer
1 Position
Duties and Responsibilities
The job holder is responsible for:
·
Preparation of Budgets for the
Recurrent and Development Votes for the County Assembly
·
Preparation of quarterly expenditure
reports and forecasts as a basis for discussions with the County Controller of
Budget for release of funds from the County Treasury Fund.
·
Initiation of proposals seeking funds
for additional expenditure and reallocation of voted funds during the year
·
Monitoring of expenditure and
projects through vote controls, including program implementation on a periodic
basis and ensuring that timely corrective action is taken.
·

Requirements for Appointment
For appointment to this grade, a
candidate must have: -
·
A degree in Economics, Finance or
Accounting OR related discipline from a recognized university.
·
CPA (K).
·
Masters degree in the relevant field
will be an added advantage.
·
Demonstrable professional competence
in Financial Management in the public sector;
·
A candidate must have satisfactorily
served in a related position for a minimum period of three (3) years.
Principal Legal Counsel
Duties and responsibilities
The Principal Legal counsel shall be
responsible to the Clerk for:
·
Drafting of Private Members’ Bills.
·
Drafting of amendments to Bills to be
proposed to the Assembly by any Member of Assembly or any Committee of Assembly
·
Giving legal interpretation of Acts
and Bills and generally giving legal advice on matters relating to the County
Assembly
·
Providing legal advice to the County
Assembly, Assembly Committees, the Speaker, the County Assembly Service Board,
individual Members and the Clerk
·
Ensuring that Bills passed by the
County Assembly comply with the Constitution
·
Legal representation of the County
Assembly and the County Assembly Service Board in court proceedings.
Requirements for appointment
·
Have a Bachelor of Laws degree.
·
Be admitted as an Advocate of the
High Court of Kenya.
·
Be registered as a Commissioner of
Oaths.
·
Be in possession of a current
practicing certificate.
·
Be a Kenyan citizen
·
A master’s Degree in Law from a
recognized institution will be an added advantage.
·
Have knowledge, experience and
distinguished career of not less than Seven (7) years as a legal practitioner.
·
Satisfy the requirement of Chapter
Six of the Constitution.
·
And Have proficiency in the use of
basic computer applications.
Principal Internal Auditor
Duties and Responsibilities
Reporting to the Clerk of the County
Assembly, the job holder will be responsible in the following areas;
·
Co-ordination, control of the
operations of internal audit department.
·
Ensuring the maintenance of high
audit standards in the department.
·
Monitoring and constantly reviewing
of audit programmes for all the sections in the department.
·
Organization, planning, coordinating
and control of the audit activities
Requirements
·
A Bachelors degree in Economics,
Finance or Accounting
·
Certified Public Accountant (K)
·
5 years post- qualification audit
experience in a reputable institution;
·
Must be registered with the relevant
professional body in Kenya
·
At least three years experience in
management in a reputable organization
·
Candidates interested in the above
position must have the following clearances:
·
A Certificate of Good Conduct from
the Criminal Investigations Department (CID)
·
A Clearance Certificate from the
Higher Education Loans Board (HELB)
·
A tax compliance certificate from the
Kenya Revenue Authority (KRA)
·
A Certificate from Ethics &
Anti-Corruption Commission (EACC).
·
