The
Salaries and Remuneration Commission is an independent Commission established
under Article 230 of the Constitution of Kenya 2010, with the mandate to set and
regularly review the remuneration and benefits of all State Officers and to
advise the National and County governments on the remuneration and benefits of
all other public officers.
The
Commission seeks to recruit qualified and competent staff to fill the following

Principal Analyst -

One Position
Job Summary: The job holder will be
responsible to the Deputy Director, Research and Compliance and will be
involved in carrying out compliance checks and audits, and monitoring and
evaluation. The position will support Research, Policy Analysis and Compliance
relevant to remuneration and benefits in the public sector.
Duties and Responsibilities
- Collect, analyze and utilize research data to assess the remuneration practice of public institutions.
- Participate in comparative studies of remuneration approaches and make appropriate recommendations on future trends.
- Develop, coordinate and maintain a database of relevant baseline survey information.
- Develop operational reporting template that facilitate the acquisition and aggregation of data from public institutions.
- Follow up on monitoring and evaluation exercises for various initiatives in SRC.
Minimum Requirements
- Master’s degree in Economics, Statistics or any other relevant analytical area of study.
- Bachelor’s degree in Economics, Statistics, mathematics or related field.
- At least five (5) years of relevant experience.
- Demonstrate practical knowledge of economic/econometric, statistical analysis, public finance management principles and processes.
- Appreciable knowledge and practice in monitoring and evaluation environment.
- Demonstrate basic understanding of public sector policy analysis.
- Practical knowledge in the field of economic policy analysis.
- Leadership and integrity qualities as set out in chapter six of the Constitution and demonstrated compliance to the Public Service Values and Principles as defined in the Constitution.
Key Competencies
- Ability to appropriately breakdown complex information into analytical reports.
- Ability to work under pressure/deadlines.
- Detail-oriented and organized.
- Excellent communication and report writing skills.

Assistant Director,
Planning

One Position
Job Summary: The position is
responsible to the Director (Research Compliance Policy and Planning) but
reports to the Deputy Director (Policy and Planning).
The
Role holder will lead the strategic planning function of the Commission.
The
work will involve strategic plans formulation, design of annual work plans,
performance contracting, monitoring & evaluation of Commission programmes
and activities.
The
position will also interact with the budgeting process and take lead in
Commission performance reporting.
Periodically
the position shall take leadership on regular and summative evaluation of the
Commission plans and strategies and make appropriate recommendations.
Duties and Responsibilities
- Coordinate strategic formulation of long-term plans and strategies for the organization.
- Coordinate review of programme strategies, outcome monitoring and impact assessment.
- Coordinate annual plans preparation and quarterly performance reporting.
- Support the MTEF budgeting process and resource utilization.
- Support internal policy reviews and organization processes
Minimum Requirements:
- Master’s degree in Economics, Econometrics, Statistics, or any other relevant analytical area of study;
- Bachelor’s degree in Economics, Statistics or any other relevant analytical area of study;
- At least seven (7) years of relevant experience;
- Demonstrated practical working knowledge of strategic planning, budgeting, qualitative and statistical analysis;
- Demonstrated successes in the fields of strategic planning and/or public policy analysis; and
- Relevant Professional qualification;
Key Competencies:
- Ability to appropriately communicate sensitive information and to judge how and with whom this information should be shared.
- Ability to work under pressure/ strict deadlines.
- Have strong analytical, verbal and written skills.

11,875 – 157,500 x 11,875 – 169,375 x 11,875 – 181,250 x 11,875 – 193,125 x
