Senior Legal Officers

Responsibilities

  • Prepare and review contracts, tender documents and other related documents to ensure compliance with legal obligations
  • Prepare all documentation required for court sessions
  • Ensure safe custody of all contractual documents of the authority’s
  • Prepare and review all Leases, Licenses, agreements and all other related documents to ensure that all the obligations are met and authority’s interests safeguarded
  • Review and examine claims, Litigations, Arbitrations and prepare draft responses for review by Legal Counsels and the Head of Department
  • Implements court awards and resolutions with user departments
  • Works closely with user departments by providing legal guidance in the interpretation I implementation of contracts

Qualifications
  • Bachelors Degree in Law recognized by the Law Society of Kenya and by the Public Service of Kenya and a diploma in law from Kenya school of law.
  • Advocate of the High Court.
  • At least 5 years post admission experience.
  • Masters Degree will be an added advantage

Motor Vehicle Inspectors

Responsibilities
  • Carry out motor vehicle inspection to assess road
  • worthiness in accordance with the safety standards and policies
  • Carry out vehicle mechanical inspection to assess compliance with road safety requirements.
  • Keep records of vehicle inspection reports
  • Prepare inspection certificates for certified vehicles
  • Schedule vehicles for inspection
  • Prepare corrective action reports for vehicles that do not meet safety requirements
  • Assess motor vehicle service and maintenance records
  • Conducts vehicle troubleshooting to identify any likely faults

Requirement of Appointment

For appointment to this grade, a candidate must  have:
  • Ordinary or Higher Diploma in  Mechanical Engineering (Automotive);
  • Five (5) years experience on Motor Vehicle repairs and body works;
  • Valid Driving License; and
  • Proficiency in Computer


Procurement Officers

Responsibilities
  • To implement projected procurement plan for acquisition of goods and services in accordance with the set objectives
  • Implements user departments sourcing plans to realize efficiency and economy in the procurement of goods and services.
  • Dispatch and open quotations in line with Procurement Act and regulations.
  • Ensure prompt receipt, inspection and release of goods and services to the users.
  • Maintains proper records of all procurement documents and transactions.
  • Ensures use of standardized specifications to facilitate acquisition of quality products and services to ensure value for money.
  • Ensure all purchases of goods services support the authority's standards and corporate image.
  • Facilitate preparation of tender documents.
  • Facilitate and coordinate advertisement of tenders.
  • Liaise with suppliers on procurement matters

Qualification
  • University degree.
  • Diploma in Purchasing & Supplies Management.
  • Membership of KISM or CIPS.
  • Minimum 3 years’ experience in Public Procurement in a busy environment


Information Technology and Communication Officers

Duties and Responsibilities:
  • Effective provisioning, installation/configuration, operation, and maintenance of systems hardware and software and related infrastructure.
  • Provide system support to users, investigate and troubleshoot
  • Define and ensure integrity of the backups and restore processes in accordance with the disaster recovery policy.
  • Report and follow up on vendor problem resolution to ensure compliance to Service Level Agreements (SLA) and contracts.
  • Recommend test and implement tools to enhance system performance, integrity and administration.
  • Contribute to and maintain system standards.
  • Perform daily system monitoring, verifying the integrity and availability of all hardware, server resources, systems and key processes, reviewing system and application logs, and verifying completion of scheduled jobs such as backups
  • Perform regular security monitoring to identify any possible intrusions.
  • Perform daily backup operations, ensuring all required file systems and system data are successfully backed up to the appropriate media, recovery tapes or disks are created, and media is recycled and sent off site as necessary.

Qualification
  • Bachelors Degree in IT / electronic / business information technology / telecommunications Engineering or Computer Science
  • CCNA/MCSE or other certifications
  • Very strong understanding of IP networks
  • Knowledge and experience of switching and routing protocols
  • Knowledge of open source softwares / Hardware configurations / support / troubleshooting
  • Knowledge and experience in network / systems monitoring tools and protocols
  • Quick learner and dynamic with good communication and planning skills
  • Ability to work well under pressure
  • Certified Database/Unix administrator and/or Microsoft Certified Engineer
  • Self motivated
  • At least 3 years experience in a busy environment


Human Resource Management Officers

Duties and Responsibilities
  • Facilitate implementation of all HR plans and programs
  • Participates in the compilation of HR data of employees
  • Maintains, compiles and updates data on Head count planning
  • Prepare and update staff establishment
  • Prepare periodic, monthly and quarterly and annual reports for management decision making.
  • Manage record keeping of the HR documents.
  • Facilitate and support implementation of HR programs and plans
  • Ensure compliance of HR policy and labour regulations in the authority’s
  • Provide assistance to employees on medical cover
  • Coordinate training activities

Qualifications and Experience:
  • University Degree
  • Post graduate Qualification in HR from IHRM
  • Minimum of 3 years of working experience in Human Resources Management.


Deputy Director, Procurement
Ref: DDP/1/2014

Overall objective of the Position: Provide strategic leadership in the management and performance of all procurement functions in line with the relevant procurement laws and regulations.

This position shall report to the Director, Corporate Support Services.

Duties and Responsibilities
  • Initiate, coordinate and prepare the Authority’s annual Procurement Plan;
  • Manage the Authority’s supplies, inventory and stores services;
  • Advise the Authority on the Public Procurement and Disposal Act 2005 and other statutes concerning procurement in the public service;
  • Formulate policies and regulations for efficient management of the procurement services in the Authority;
  • Prepare tender documents that meet all statutory requirements and the authority’s needs.
  • Supervise staff in the procurement department.
  • Reviewing procurement documents and participates in the evaluation process for suppliers, contractors and consultants for goods, works & services
  • Ensuring that accurate procurement records are maintained, including all actions and documents for review by the Authority’s senior management.
  • Any other duties as shall be directed by the Director General.

Job Requirements

For appointment to this position, the successful applicant-
  • Must be the holder of a University Degree from a recognized institution.
  • Must possess a postgraduate diploma or professional qualification in procurement.
  • Must be a member of the Chartered Institute of Purchasing and Supply.
  • Must be registered as a member of Kenya Institute of Supplies management and licensed to carry out procurement functions.
  • Must have 7 years working experience in procurement 5 years of which are in senior position.
  • Demonstrated outstanding administrative and managerial ability in managing the Procurement function;
  • Should be a team player and highly motivated with a track record of performance;
  • Proficient in computer use and applications.
