Finance Officer
With
excellent financial, accounting, administrative and management skills
The APSTA
seeks to appoint as Finance Officer, a competent, dependable, well-organised
and self- driven person, with good financial, accounting administrative, and
management and communication skills, who is able to work with minimum
supervision, in a policy-driven training, policy research and policy
implementation support coordination environment, with stakeholders at all
levels.
The
appointed Officer will be based at the Secretariat in Nairobi, reporting to the
Executive Director, for the management of the Association’s financial matters,
including providing technical financial, accounting and budgeting advice to the
Executive Director, on the implementation of financial policies and procedures
that support and facilitate the growth of the Organisation.
S/he will
be charged with the delivery of high quality financial accounting and reporting
within the Organisation, to its national, regional and international
stakeholders.
The Finance
Officer will also be responsible for safeguarding the security, integrity and
the end use of the funds of the Organisation.
The APSTA
was established in 2002 as the African Chapter of the International Association
of Peacekeeping Training Centres (IAPTC), to deepen the debate on peacekeeping
training.
It is a
voluntary association with an active membership of 18 African centres of
excellence, and training and policy research institutions, working in
peacekeeping and peace support operations capacity building, and whose core
activities and functions are the delivery of practical training, research and
policy implementation support.
Among
others, its objectives are to: facilitate the exchange of information and best
practices; and harmonise doctrine and training for the APSA/ASF.
The
Association has had an MoU with the AU since 2008, covering the delivery of
training, policy research and policy implementation support towards the
operationalisation of the ASF.

Requirements:
The
successful candidate should possess:
- minimum, a BCom degree or Business Administration / Commerce (Finance or Accounting) .
- be a Certified Public Accountant (CPA-K) and Association of Chartered Certified Accountants (ACCA) or equivalent qualification .
- not less than 5 years continuous experience in an NGO/INGO/Government .
- skills in financial management .
- fund raising
- events organisation
- computer literacy, including proven competence in Accounting Software (Pastel), Excel, MS Word, PowerPoint and emailing.
This
position is based at the APSTA Secretariat in Nairobi.
The
contract will be renewable annually, subject to annual performance-based review
and funding availability.
Salary will
be commensurate with qualifications, experience, market competitiveness and
minim u m needs of the Organisation.
