Kenya Cereal Enhancement Programme

Recruitment of Programme Coordination Unit Staff

Background: The Ministry of Agriculture, Livestock & Fisheries, State Department of Agriculture, is rolling out the Kenya Cereals Enhancement Programme (KCEP) whose objective is to contribute to National Food Security.

The programme is funded by European Union through IFAD.

The Ministry wishes to recruit competent and qualified persons to the following position:

Accountant (ACC)

2 Posts – Nakuru or Siakago Town

Ref. ACC15N OR ACC15S

Reporting to the Senior Accountant (SAC), there will be two Accountants, one (1) in Nakuru and one (1) in Siakago Town.

The accountant will have similar duties to the SAC at the subunit office.

Duties and Responsibilities include:-

a) Preparing of accounts;

b) Preparing and submitting periodical financial reports;

c) Verifying invoices for payment, and ensuring service providers requests for funds are met and adhering to payment procedures;

d) Timely posting of all project accounting vouchers on the accounting software;

e) Exercising proper custody of all posted vouchers and other accounting documents;

f) Preparing of withdrawal applications;

g) Replenishing of operational account with programme bank account.

h) Facilitating financial audits and implementation support missions;

i) Forwarding account printouts to the heads of components for analysis and comments;

j) Advising management on accounting and administration matters; and

k) Supervising the Accountant in the sub unit.

For appointment to this position, applicants must have:-

a) Bachelor’s degree in either Commerce (Accounting option) or (CPA-K) or any other  relevant / equivalent field from a recognized institution;

b) Five (5) years experience in a project financial management unit and exposure with accounting procedures in the public sector or with internationally financed projects;

c) Previous experience with IFAD and/or EU procedures and financial regulations will be an added advantage;

d) Good knowledge of computer applications in accounting such as TOMPRO, PASTEL, SUN;

e) Ability to work under pressure and meet crucial deadlines; and

f) Fluency in reading, writing and speaking English and in Kiswahili.
