Monitoring, Evaluation and Learning Specialist

Tetra Tech ARD  a leading US-based international development consulting firm, seeks to employ a qualified Monitoring, Evaluation and Learning specialist for the Sustainable Water and Sanitation in Africa (SUWASA) program, with funding from USAID.

This project currently leads to efficient and sustainable provision of urban water services.

Under the direct supervision of the Chief of Party, and working directly with project technical and senior administrative staff, the ME&L Specialist is located in the Nairobi SUWASA Office, but will have responsibility for data collection, compilation, analysis and presentation, as well as will play a vital role in assessing and documenting the impact of reform projects with the Communications and Outreach Specialist (as part of the overall Knowledge Management function).

Responsibilities:
  • Capturing and reporting data on performance of the different projects as well as program level;
  • In collaboration with Technical Specialists, ensure timely preparation of progress reports on a monthly and quarterly basis;
  • Undertake periodic reviews of the PMP and performance indicator reference sheets (PIRS) to ensure that the M&E procedures are responsive to the changing project and/or program context;
  • Conduct periodic surveys to generate accurate and reliable performance data for assessing the outcome and impact of the project;
  • Prepare success stories and case studies for dissemination through the SUWASA reports and website;
  • Synthesize key lessons and findings from projects under implementation and those recently completed and make this information widely available for internal learning and external sharing;
  • Edit and revise lessons learnt from program activities, and re-package them into user-friendly documents, tools and approaches;
  • Propose improved processes for capturing and enriching lessons learned and good practices from country and thematic activities;
  • Conduct regular data quality assessments to ensure that data being generated and reported is timely, accurate, reliable and of high integrity;
  • Participate in periodic project/program evaluations;
  • Provide M&E technical support and training, as needed, to the project partners and technical staff to improve the data collection and reporting processes;
  • Contribute to the final SUWASA program report on the ME&L activities;
  • Maintain hard and soft copy documentation/filing system of all project deliverables and support documentation.

Qualifications:
  • At least a Masters Degree in Monitoring and Evaluation, any social sciences, or equivalent;
  • A minimum of 10 years of professional experience, with a proven track record in monitoring and/or evaluating economic development and/or social development projects, preferably in a donor-funded context;
  • Experience in the learning agenda - i.e. design of learning or knowledge management practices;
  • Experience with USAID funded projects is highly desired;
  • Practical experience in conducting data collection and field surveys, and developing monitoring and evaluation systems;
  • Knowledge of utility performance measurement is desired;
  • Good working knowledge of Microsoft Office, SPSS, EPi Info or any other relevant statistical tools;
  • Excellent analytical and report writing skills.
