The University of Maryland Baltimore Global Health Initiatives through its operating arm Maryland Global Initiatives Corporation Kenya implements comprehensive HIV prevention, care and treatment programs to facilitate the Kenya Ministries of Medical Services and Public Health to control the spread of HIV and rapidly scale up HIV services, institute continuous quality improvement methods as well as the M&E infrastructure necessary to support these services, is seeking a suitably qualified person able to fill the following positions:

Chief of Party – Health Services Delivery Support and Capacity Enhancement Program

Job Purpose: To provide overall leadership, program supervision, and organizational management

Specific Responsibilities
  • Provide overall leadership, program supervision, and organizational management.
  • Make key decisions and solve problems in short time frames while ensuring operational and program integrity.
  • Serve as the chief liaison with USAID on project related matters.
  • Support the efficient and accountable management and reporting of program achievements and finance
  • Support monitoring, evaluation and learning on an ongoing basis
  • Ensure that procedures are established and complied with for development, design and implementation of grants
  • Supervise the DCOP and other key staff
  • Capacity to build and effectively supervise a diverse team; effective organizational skills, including strategy development and implementation skills; interpersonal and creative problem-solving skills along with demonstrated capacity to establish productive relationships with high-level host country officials and stakeholders
  • Work very closely with the U.S. Agency for International Development Kenya office on all program performance issues
  • Work in partnership with the national Government of Kenya and County Governments to ensure the program is implemented to meet the country and counties’ health priority goals

Education and Experience Requirements:
  • Master’s degree in business administration, health care management/administration, health economics or health services management.
  • Minimum 10 years of management experience in a progressively senior role overseeing projects with complex and challenging field operations in the health sector.
  • Extensive experience managing USAID funded projects and can demonstrate knowledge of USAID processes and procedures, rules and regulations.
  • Good understanding of the geographic areas in question including working experience in Kenya or its neighboring countries (Somalia, Ethiopia, Uganda, Tanzania, South Sudan) preferred

Head, Program Financial Management and Compliance

Job Purpose: To ensure the program’s finances are managed according to the funder’s rules and regulations, the institution’s policies and procedures, national laws and regulations and according to internationally accepted accounting and financial management standards

Primary Responsibilities:
  • Provide oversight for all financial processes and procedures;
  • Prepare monthly management accounts and ensure production of statutory accounts to support decision making;
  • Monitor burn rates of grants, carry out variance analysis and forecasts and advise Program Directors on implications;
  • Maintain updated information on donor-reporting requirements and update internal stakeholders on new requirements;
  • Offer treasury management and maintain stewardship and fiduciary responsibility of financial resources;
  • Actively participate as an expert resource in program budget preparation for the grants;
  • Serve as point of contact on grant management and compliance issues;
  • Provide oversight and monitor sub-grantees and contractors’ financial operation

Required Skills, Qualification and Experience:
  • Master’s degree in Finance or Accounting with at least 8 years of experience managing large budgets in a reputable organization
  • Professional Qualifications such as: ACCA, CPA, CIMA – a MUST

Deputy Chief of Party

Job Purpose: To support the Chief of Party with overall programming and technical field implementation of the program.

Primary Responsibilities:
  • Play a lead role in program implementation and management, overseeing implementation of the program’s technical strategy
  • Supervise the activity development of the program
  • Supervise program teams in field locations as well as support teams and technical consultants as required
  • Support the efficient and accountable management and reporting of program achievements and finance
  • Support monitoring, evaluation and learning on an ongoing basis
  • Ensure that procedures are established and complied with for development, selection, design and implementation of grants and short term technical assistance;
  • Technical support and oversight in development of program annual work plans;
  • Participate and advise on development of program implementation strategies;
  • Supervision of implementation activities;
  • Represent organization at important Technical and Policy related meetings at county and National levels and participate in relevant development partners forums;
  • Develop proven programmatic interventions for addressing common public health challenges posed by Maternal Neonatal and Child Health, HIV/AIDS, Malaria, TB, Family Planning and Reproductive Health

Person Specifications:

Academic Qualifications:
  • Master’s Degree in Internal Medicine and MPH Board Certification in Infectious Diseases will be an added advantage

  • A minimum of 8 years working in a leadership/senior management role, preferably on USAID-funded projects
  • A minimum of at least 8 years working in either infectious diseases management or MNCH
  • At least 5 years of proven experience in provision of technical assistance or capacity transfer to government institutions

Monitoring & Evaluation Advisor

Job Purpose: To provide overall monitoring and evaluation of the program

Primary Responsibilities:
  • Coordinate and oversee all monitoring and evaluation activities under the program;
  • Develop program performance metrics and design program data collection strategies and tools
  • Develop and maintain project log-frame matrix, particularly in the areas of objective hierarchy, indicators and monitoring mechanisms;
  • Develop and maintain the overall framework for project M&E, such as annual project reviews, participatory impact assessments, process monitoring, operations monitoring and lessons-learned workshops;
  • Guide the process for identifying key performance parameters for monitoring project performance and comparing it to targets;
  • Liaise and coordinate with Government and donor initiatives on M&E activities and engage other stakeholders accordingly;
  • Coordinate quarterly dashboard review and program reporting activities;
  • Prepare and lead the process of program reporting to the donor and the Government of Kenya – both at national and county levels;
  • Generate internal program reports and make key recommendations for improving programming based on evidence;
  • Develop a M&E and Performance Framework for the program covering all intervention areas
  • Ensure that program evaluation and performance plans align with the Government of Kenya’s policy and strategic plan, donor strategies and relevant Millennium Development Goals.

Person Specifications:

Academic Qualifications:
  • Master’s degree in Biostatistics/Epidemiology/Health Informatics
  • Proficient use of common databases including SPSS, STATA, Epi Info

Experience: At least 8 years of experience leading M&E portfolio of a large public health program
