Position Title:  Senior Accountant

Department:  Regional Operations

Reports To:  Regional Operations Manager

Effective with the release of this position announcement, Winrock International will be recruiting applicants for the position of Senior Accountant to support its project located in Kenya and throughout Eastern Africa. 

The position will be based in Nairobi, Kenya. 

Major Responsibilities:
·                     Review financial information submitted from field offices in the East Africa region checking for completeness, accuracy, and the sufficiency of supporting documentation.
·                     Enter field office financial data into Winrock’s general ledger system (Solomon Dynamics). Assist with project mobilization and training efforts as needed. 
·                     Ensure field office financial information conforms to Winrock policies and procedures and donor regulations. 
·                     Ensure field offices are actively tracking outstanding advances, inventory, and other required schedules. 
·                     Assist HQ and Regional Operations staff with field compliance reviews. 
·                     Provide in-house back-up to field offices  in the event of extended absences of accounting staff or during unusual periods of  high volume of workloads.

Education and Qualifications:
·                     Bachelor’s degree in Commerce or Business Administration (Finance or Accounting option): Qualified holder of CPA (K) with at least three years post qualification experience;
·                     A minimum of four years’ experience working on donor-funded projects preferably proven experience in financial reporting on USAID, DOL, DFID, World Bank grants
·                     Skills:
·                     Take charge, hands-on, independent performer, proficient with spreadsheets, word processing, and presentation software.

Position Title: Regional Grants & Contracts Manager

Effective with the release of this position announcement, Winrock International will be recruiting applicants for the position of Regional Grants & Contracts Manager to support its project located throughout Eastern Africa. 

The position will be based in Nairobi, Kenya. 

Major Responsibilities:
·                     Inform and guide staff regarding subaward management and compliance strategies through training, coaching, technical assistance, and presentations. 
·                     Develop subawards using Winrock standard templates in compliance with Winrock’s institutional grants manual for subgrant programs. 
·                     Provide guidance and identify training needs to ensure subawards are properly implemented. 
·                     Design, develop, and deliver compliance training sessions, courses, and presentation for field based audience.
·                     Coordinates the development of all project-specific grants manuals in the East Africa Region.
·                     Works with operations and project team to create a subgrant process that fits project needs and Winrock policies.
·                     Coordinates with contracts, operations, and project staff to develop, analyze, amend, review and negotiate subawards.
·                     Regularly visit field offices to review subgrant programs, assess compliance and report finding back to the Director of Contracts. Provide technical assistance and start-up support to projects and field-based subgrant programs as requested. 
·                     Work with all support units within Winrock to ensure proper setup of accounts, systems and tools to monitor subaward compliance with agreement terms and conditions.
·                     Remains current on changes within the industry through resource sites, publications, and continuing education. 

Qualifications:
·                     Two-year university degree with 10 – 12 years relevant experience;
·                     or BS/BA in Business Administration, International Finance, International Affairs,
·                     or related field, with 8 – 10 years relevant experience in a business setting or work in a regulatory environment;
·                     or MS/MA/MBA with 6 – 8 years relevant experience;
·                     or equivalent combination of education and experience. 
·                     Knowledge of USAID rules and regulations preferred.

The position will be based in Nairobi, Kenya. 

Major Responsibilities:
·                     Review financial information submitted from field offices in the East Africa region checking for completeness, accuracy, and the sufficiency of supporting documentation. 
·                     Follow-up with field offices for missing documentation, clarification of transactions, and any coding discrepancies.
·                     Provide back-up support in absence of senior accountant.
·                     Prepare monthly allocation of regional office expenses to individual projects.
·                     Ensure regional office bills are paid in a timely manner. 

Education and Qualifications:
·                     Bachelor’s degree in Commerce or Business Administration (Finance or Accounting option);
·                     CPA  Level two with a minimum of three years’ experience working with an INGO and good knowledge of financial reporting systems in donor funded work will be an added advantage.
·                     Knowledge of USAID rules and regulations preferred

Position Title: Deputy Project Director / Investments Manager

Location: Kakamega, Kenya

Reports To: Project Director

Position Summary:

The Deputy Project Director will act as the Project Director (PD) and serves as the principal point of contact in Kenya for the project procedural and substantive matters in the absence of the PD.

S/he provides oversight of program planning, monitoring and evaluation, and quality; program staff recruitment, deployment and development; and of the building and maintenance of relations with government officials, USAID personnel, and civil society leaders to ensure YYC-W program goals are met.

Essential Responsibilities:

·                     Assumes responsibility for representing the program to the donor, all partners and all other actors in the absence of the PD
·                     Mentors staff and finds ways to enhance staff development
·                     Maintains close and regular contact with senior program staff and partner organizations to ensure program activities are being implemented effectively and efficiently
·                     Successfully manages the project's relationship with local governments/ministries and other stakeholders
·                     Ensures that technical, programmatic and administrative activities are carried out according to USAID and Winrock's policies and procedures
·                     Oversees creation and implementation of project monitoring and evaluation activities
·                     Engages in frequent communication with Project Director, through regular updates of progress and potential issues. Solicits assistance and input as needed to ensure that the project's performance meets or exceeds technical and financial contractual requirements
·                     Oversee day-to-day management of the project in conjunction with the PD, including technical components in coordination with the COP/PD, financial management, human resources and project implementation. Specifically, provide oversight and guidance for SACCO Capitalization and grants that distributed to local organizations;
·                     Insure program staff is on track with tasks both  technical and administrative , including on time  implementation of work plans, and budgets;
·                     Responsible for  oversight and due diligence of SACCO performance  prior to selection of potential sub-grantees through pre-award surveys and risk assessments, financial reviews, audits, and/or other forms of accountability assessments;
·                     Ensure appropriate implementation of program strategy and strict adherence to USAID rules and regulations;
·                     Ensure financial management compliance among grantees and the management and capacity-building elements of grants/grantees
·                     Ensure financial management compliance among SACCOs and the management and capacity-building elements of SACCO leaders;
·                     Oversee grants for selected youth-led activities, including awards, implementation, grant monitoring and evaluation, and grant close-outs;
·                     Oversee SACCO activities, including capitalization, SACCO operations, documentation practices and reporting;
·                     Contribute to technical direction and activity implementation in areas agreed upon with the COP/PD;
·                     Work with the COP/PD and other team members to link investments in SACCOs and grant disbursement and other project components to the overall objectives;
·                     Facilitate grant management by proposing and implementing financial and administrative control systems and tools;
·                     Monitor and supervise management of SACCOs, grant funds and provide feedback to USAID on financial procedures and management;
·                     Ensure that procedures are developed and all grant activities are in compliance with WI standards and USAID regulations related to contracting, procurement, travel, etc.; 
·                     Ensure adherence to SACCO policies, laws and international standards and procedures;
·                     Monitor, track and report related SACCO and grants fund management and audit recommendations;
·                     Serve as acting PD when the PD is away from post;
·                     Travel as needed to represent the project and to provide management and technical oversight;
·                     Other duties as assigned by Winrock.

Qualifications and Requirements:

Education:

Degree in economics, accounting, business administration, public administration, or a related field.

Experience:    

The ideal candidate will have the following experience:
·                     At least seven years of experience working on donor-funded projects in a related role with proven supervisory and management experience;
·                     At least three years of experience in business development,   managing and mentoring business/grantees for results;
·                     International experience in developing countries, preferably in Kenya
·                     Well-versed in United States Government regulations and procedures;

Skills:
·                     Basic computer skills (word-processing, spreadsheets, and databases) are required;
·                     Excellent interpersonal skills;
·                     Strong analytical and report writing skills;
·                     Excellent oral and written communication skills in English is required;
·                     Willingness to travel;
·                     Strong managerial skills, including well developed skills in managing complex institutional relations and interactions among a variety of entities.
