Background:
The Hunger
Safety Net Programme (HSNP) is a long term social protection programme in Kenya
funded by UKaid through the Department for international Development, AusAID
and in partnership with the ministry for Development of Northern Kenya and
other Arid Lands.
The aim is
to reduce extreme poverty; vulnerability and hunger and also develop a national
social protection framework in Kenya.
The
programmes aims to achieve its objectives by delivering long-term guaranteed
cash transfers to extremely poor and vulnerable households to improve access to
food, protect assets and reduce the impact of shocks.
HelpAge is
one of the consultants that was mandated to deliver the social protection
rights component in the just completed phase 1 of the HSNP programme and has
been contracted to deliver the social protection rights component in phase 2
which will run from 2012 to 2017.
The
programme is being implemented in Wajir, Mandera, Marsabit and Turkana
districts with HelpAge’s role in the programme being to promote the realization
of rights of programme beneficiaries and the rights of the wider communities in
all the four counties.
It is
expected that HelpAge will work with government institutions and other
stakeholders to realise its objectives and ultimately handover its
responsibilities to the government to ensure a sustainable rights based
grievance mechanism.
Objective of Social Protection
Rights Component
The objective
of the Social Protection Rights project is to inform potential participants of
their rights to participate in the Hunger Safety Net Programme (HSNP) and to
provide a vehicle for addressing complaints and grievances that arise in the
implementation process.
Further to
this the programme will purpose to realise the rights of the communities in
these counties.
Overall Job Purpose
The overall
purpose of this position is to support the facilitation of all administrative
and logistics work at Lodwar HSNP office and ensure documentation is done in a
systematic manner.
Responsibilities:
Administration:
- Preparations of relevant programme reports and submit to finance and admin assistant.
- Maintain effective communication between the office and other stakeholders for mutual understanding.
- Assist in making traveling arrangements for visitors and staff’s visiting Lodwar e.g. Airport pickups, accommodation.
- Facilitating petty cash payment processes.
- Maintenance of the proper filing system for finance and administrative records and documents
- Support in preparation for Monthly financial reports.
- Support the Finance and Admin Assistant in the implementation of finance and admin functions according to Donor and HelpAge standards and guidelines.
Logistics:
- Monitoring security concerns to ensure staff safety and security during program implementation together with organization’s assets, in coordination with the site Coordinator and Finance & Admin assistant.
- Ensure cleanliness in the office, stores and the compound in general
- Preparation of monthly inventory reports.
- Receive approved fuel vouchers and witness the fueling of vehicles in a station.
- Help to tally the fuel consumption of the vehicles and mileage for payment with tracking of vehicle fuel consumption.
- Maintaining and cleaning of computers, Laptops and other machines at HelpAge Lodwar office.
- Support field officers and Regional visitors in documentation.
- Any other duty as assigned to him/her from time to time.
Personal specifications:
- A Diploma in Business Administration/ CPA 1 or KATC final with previous experience will be considered.
- Computer skills ( MS Word, Excel, Outlook etc)
- 3 years experience in a Administration and Finance office
- Fluency in English and Kiswahili
- Ability to work under pressure
- Cultural sensitivity

Desirable:
- Previous NGO working experience
