Situational
Analysis of Public - Private Dialogue in Kenya for the Development of Public -
Private Dialogue Policy
Background
The
initial attempt to create a policy in
this area was in 2007 when a Draft “Public Sector Stakeholder Partnerships
Policy” was developed but stalled at
that stage.
Back then,
the idea was basically rooted within the NARC government’s development blueprint known as “Economic
Recovery Strategy for Wealth and Employment Creation (ERSWEC-2007-2012).
Since 2007,
however, the national development and political landscape has shifted
significantly.
A new
long-term national development blueprint known as Vision 2030 was launched
later in 2007 and a new Constitution promulgated in 2010.
Through the
support from UNDP, the Ministry of Devolution and Planning has partnered with
KEPSA to steer a process that will eventually develop a widely-owned National
Public-Private Dialogue Policy to institutionalize publicprivate dialogue in
Kenya.
This is
necessary for driving Vision 2030 but is also mandatory in respect of the
various provisions of the Constitution of Kenya 2010.
Objective
The process
of developing a Public Private Partnership (PPP) Policy sees at its steps, the
need to appraise (undertake situational analysis of) the practice of
public-private dialogue in Kenya, at the national and the devolved levels of
governance to generate deeper insights on the existing public-private dialogue
mechanisms (whether formal or informal), their successes and constraints and
recommendations to be used in development of national PPD Policy.
