The incumbent shall report to the General Manager, Finance and Administration for the following:

Key Responsibility Areas:

  • Allocation of fuel cards to drivers and monitoring fuel consumption while keeping clear records on utilization of fuel and other lubricants;
  • Managing the allocation of transport to those who request.
  • Ensuring that all vehicles have valid work tickets
  • Ensuring that insurance covers and vehicle inspection are procured or done on time;
  • Supervising and allocating vehicles to drivers;
  • Planning and organizing for repair and maintenance of vehicles as per manufacturer’s manual.
  • Ensuring that vehicles are serviced as required before they undertake any journey
  • Ensuring that the requirements of safety, health and work environment are maintained for staff, passengers and the drivers;
  • Carrying out performance appraisal of all staff in the transport section.
  • Any other lawful duty that may be assigned by the GMFA.
Minimum Requirements:
  • Bachelors’ degree in Public Administration and Management, Business Management or any Social Science Degree or any other relevant field from a recognized institution.
  • A Diploma in Transport or Fleet Management
  • Must have served as a Transport / Fleet Management Officer for at least three years (3) in a busy institution or large organization.
  • Must have proven experience in managing drivers and allocation of transport in a busy environment.
  • Must have honesty, integrity and commitment to producing results;
  • Must be a team player with good communication skills;
  • Must have the ability to work under pressure and strict deadlines.


Job Title: Procurement and Administration Manager

The incumbent shall report to the General Manager, Finance and Administration for all supply chain and administrative matters of the Authority.

Key Responsibility Areas
  • Formulating and updating the annual procurement plan for the Authority.
  • Leading the procurement team in initiating a performance  management framework with clear objectives, targets, strategies and work-plans aimed at ensuring excellent service delivery in the most cost effective manner;
  • Managing the procurement and supplies function in the most cost effective manner and as per government regulations;
  • Mainstreaming e-government and e-commerce in the Authority’s procurement, supplies and disposal processes;
  • Developing and implementing effective stock control and audit systems and to ensure that all stocks are maintained at the levels necessary to meet all job performance requirements;
  • Coordinating the tendering process and the pre-qualification of supplies of goods, services and work to the company;
  • Preparing inventory report to the Management and Board action.
  • Certifying invoices and payment vouchers to supplies, verifying and approving local purchase/ service orders
  • Preparing reports on procurement/supplies activities.
  • Maintaining procurement/supplies records.
  • To perform any other relevant duty assigned by the GMFA.
Minimum Requirements
  • Masters in Business Administration
  • Bachelor degree in Commerce/Economics or equivalent business field
  • Diploma in Supplies Management or its equivalent
  • Computer proficiency
  • Membership to a relevant professional body
  • At least 5 years’ experience in a senior management position.
  • Strategic Leadership training from a reputable institution will be added advantage
  • Excellent communication, analytical and problem solving, negotiation, inter-personal relations, team building, effective time management, leadership and organizational skills.


1. Management Accountant

The incumbent will ensure production of monthly, quarterly and annual management accounts to enable management team to make sound decisions based on financial information.

Key Responsibility Areas
  • Preparing periodic financial statements, including income and expenditure accounts, budgets, cash flows, variance analysis and commentaries;
  • Providing a support service by working with all departments and the management team to help make financial decisions;
  • Ensuring spending is kept in line with the budget;
  • Informing key strategic decisions and formulating business strategies;
  • Advising on the financial implications and consequences of business decisions;
  • Analyzing financial performance and so contributing to medium and long-term business planning/forecasts;
  • Offering professional judgment on financial matters and advising on ways of improving business performance;
  • Interpreting and communicating financial data to non-financial Managers;
  • liaising with other function managers to put the finances and accounts in context;
  • Monitoring and evaluating financial information systems and suggesting improvements where needed;

2. Accountant - Receivables

  • Ensure timely billing/invoicing, statement issuance and collection of all revenue.
  • Track and account for all deferred revenue.
  • Analyze and collect all outstanding amounts
  • Maintain timely general ledger entries and monthly reconciliation of assigned revenue accounts.
  • Perform weekly reconciliations for all billings and provide a monthly report
  • Prepare and maintain a monthly receivables management report.
  • Analyze sales data with respect to costs.

Reporting to the Senior Financial Accountant, the officer will be responsible for receipting monies making payments and keeping records of all monetary transactions in the Authority.

Key Responsibility Areas
  • Timely receipt of all EFTs and direct deposits.
  • Making payments after approval.
  • Accurate and efficient keeping of all monies registers and accurately maintaining all monies.
  • Safe custody of all money received until subsequent release for banking.
  • Making petty cash payments and reimbursements within the agreed limits and guidelines.
  • Preparing daily banking summaries and analysis by close of business day.
  • Ensuring safe custody of revenue stamps in the cash office.
  • Timely Cash refund payouts based after necessary approvals
  • Undertaking filing within the cash office.
  • Any other role as may be assigned periodically.
Minimum Requirements
  • K.A.T.C Final or Higher Diploma in Business Administration.
  • 3 years working experience in a busy cash office.

5. Payment Vouchers Examiner

This position prepares and submits all assigned voucher types, and initiates payment actions through computerized systems for the daily processing of various vouchers.

  • Monitors and tracks historical spending,
  • Reviews payments to avoid premature or late disbursements,
  • Maintains records of payments and invoices
  • Prepares monthly tax submissions, filing and other administrative duties. 
Minimum Requirements 
  • First degree in Accounting, Commerce, Finance or Business Administration, CPA (K) and 3 years’ experience from a reputable organization.
  • At least 2 years of vouchering or accounting
  • Excellent oral and written English communication skills.
  • Ability to comprehend and apply detailed regulations and procedures pertaining to work.

Job Title: Corporate Security Manager

The incumbent shall report to the Chief Executive Officer for overseeing the day-to-day security matters in the EPZA program.

Key Responsibility Areas
  • Development of policies to address security concerns of the EPZ program;
  • Assumes a lead role in ensuring that all persons within the EPZ Program  work in a safe environment by investigating reported security incidents, providing security awareness sessions  and answering inquiries from all stakeholders regarding security as it relates to the EPZ Program;
  • Ensuring security of facilities and assets in the program by conducting threat and risk analyses at each facility to identify potential issues , monitoring internal control systems to ensure that appropriate information access levels and security clearances are maintained;
  • Overseeing the day-to-day security concerns in all facilities of the EPZ program including supervision of outsourced security personnel and ensuring their compliance with security policies and procedures;
  • Playing the role of secretary to the Health and Safety Committee of the Authority
Minimum Qualifications
  • A first degree in relevant field preferably in security administration management;
  • A Diploma is security management or its equivalent will be added advantage
  • A  master’s degree in social studies or a relevant discipline will be an added advantage
  • Minimum 5 years in a senior management position in the security field or uniformed service;
  • Experience in conducting threat and risk analysis in a multifaceted public sector environment.
  • Experience in the design and management of security system projects.
  • Experience in organizing/delivering security training and security awareness seminars;
  • Proficiency in the use of Microsoft products;
  • Must be knowledgeable in Human Resources practices, as pertain to investigations involving employees;
  • Must be knowledgeable in emergency planning and evacuation procedures;
  • Must be knowledgeable in occupational Health and Safety issues.
  • Must be customer service oriented and a team player
