The
Capital Markets Authority (CMA) was set up in 1989 through an Act of Parliament
Cap. 485A Laws of Kenya. The CMA, which is a body corporate with perpetual
succession and a common seal, was constituted and inaugurated in 1990.
It
licenses and supervises market intermediaries, conducts on-site and off-site
market surveillance and enforces compliance, and promotes market integrity and
investor confidence.
Following the formation of the new Government that is keen to see a dynamic capital market and to ensure alignment of the Authority’s strategy accordingly, the Board of Directors seeks to fill the position of the Chief Executive of the Authority.
Job Summary
Reporting
to the Board of Directors, the Chief Executive will provide visionary
leadership in the regulation and development of the capital markets as well as
implementation of strategies to effectively address emerging issues, risks and
opportunities in the markets so as to safeguard investor confidence and market
integrity while providing a conducive environment for growth and
diversification.

Core Duties and Responsibilities
- In line with the
Government strategic vision and taking into account the critical role of
capital markets participants; develop policies, strategies and programmes
designed to deliver a robust market infrastructure and globally
competitive products and services;
- Direct and
exercise overall control of the Authority’s operations to ensure that its
activities are managed in a professional, efficient and effective manner
in order to meet its objectives;
- Provide
strategic leadership and direction in the formulation, development,
implementation and evaluation of the Authority’s strategic plans;
- Ensure the
organizational structure, systems, resource management policies and
procedures are properly aligned with the strategic direction for efficiency
and effectiveness in a dynamic environment;
- Provide
leadership in effective risk management and control systems;
- Ensure delivery
of an effective communications strategy to enhance access to the
information necessary for investment decisions, compliance and market
development;
- Contribute to
formulation of sectoral, national, regional and global initiatives aimed
at regulatory coordination and cooperation; and
- Undertake any
other duties and responsibilities as may be necessary to achieve the
Authority’s objectives as directed by the Board.
Minimum
Qualifications
The
successful candidate shall be a Kenyan citizen with:
- A Master’s
degree in Law, Finance, Accounting, Economics, Banking, Insurance or
equivalent;
- At least ten
years’ experience at a senior management level in matters relating to law,
finance, accounting, economics, banking or insurance;
- Expertise in
matters relating to money or capital markets or finance;
- Demonstrable
experience in strategic management and planning; and
- Compliance with
provisions of Chapter 6 of The Constitution of Kenya, 2010.
- Membership in a
recognised professional association will be an added advantage.
Candidates
short listed for interview must produce a certificate of good conduct from
Directorate of Criminal Investigations, clearance from Higher Education Loans
Board(HELB), Tax compliance certificate by Kenya Revenue Authority, a clean
report from an approved Credit Reference Bureau
and clearance by the Ethics and Anti-Corruption Commission.

- Knowledge of
capital markets dynamics and trends at national, regional and
international levels; awareness of international best practices in
securities market regulation and in-depth understanding of financial
instruments, products and services;
- Highly developed
analytical skills and ability to make sound business decisions with strong
implementation, monitoring and evaluation focus;
- Strategic and
innovative thinking;
- A high
proficiency in IT applications;
- Strong
leadership, team building and organizational skills;
- Excellent oral,
written communication and presentation skills;
- Strong
interpersonal and cross-cultural skills and ability to build alliances and
collaborative relations internally and externally;
- Ability to
manage change and conflict; and
- High
professional and ethical standards and conformity with relevant
prescriptions of The Constitution of Kenya, 2010 on leadership.
