Summary:
Contract: 02 years (renewable).
Reporting Lines: Reports to the Head of Finance
Responsible For: Two (02) Assistant Purchasing Officers and one (01) Procurement Clerks
Key Responsibilities:
The key job functions include:
Ensuring that all the institute supplies are met in accordance with the best practice procedures.
- Secretary to the
Programme Procurement Committee
- Co-ordinate
approval for disposal of obsolete materials and assets of the Programme.
- Enforcement of
regulations, systems and procedures; Initiation of procurement policy
- Ensuring the procurement
of all goods; works and services associated with project activities in
accordance with institution's procurement procedures ;
- Reviewing
procurement documents and participates in the evaluation process for
suppliers, contractors and consultants for goods, works & services
- Ensuring that
accurate procurement records are maintained, including all actions and
documents for review by the institution's senior management.
- Responsibility
for returning goods to suppliers that are not as per the specification, or
where items are delivered faulty etc - in liaison with the Stores Manager
- Ensuring that
quotes are sourced efficiently and quickly according to the Programme
guidelines
- Creating and maintaining
a database on suppliers performance in relation to work carried out on the
Programme
- Maintaining the
database of Pre Qualified suppliers
- Reporting any
issues regarding "vested interests" or breach of procedures to
the to the Chief Operating Officer/Head of Finance as soon as discovered
- Ensuring that
awarded suppliers meet agreed delivery time; that goods specifications are
fully met and that goods are received in full by the stores team
- Assisting the
Programme to source new good quality, value for money supplies from
"assessed" suppliers
- Maintaining a
contracts database, coordinating renewal and driving the procurement,
drawing and signing of new contracts.

- A first degree
in Economics ,Commerce or related degree.
- Professional
qualification in Purchasing & Supplies Management, Full CIPS
qualifications and Membership or its equivalent, from a recognized
institution.
- Over six years’
experience in procurement.
- Shown merit and
ability in work performance and results.
- Experience of
managing a team, including strong training and coaching.

knowledge of the Public Procurement and Disposal Act of 2005 and
Regulations of 2006;
- Ability to build

Summary:
The post holder will be responsible for maintaining the Programme's human resource management information system and management of employee details on database, contract management and human resources administrative functions.
Reporting Lines:
The post holder reports to the Head of Human Resources.
Key Responsibilities:
- Maintain an up
to date and comprehensive HR information database.
- Ensure
completeness and accuracy of HR data in line with payroll data.
- Produce monthly
HRIS reports on staff headcount, joiners and leavers.
- Liaise with
recruiting departments to ensure that appropriate staff induction programs
are in place and that these are carried out according to laid down HR
policies and guidelines.
- Track and
document staff changes for file and HR information system updates.
- Ensure new staff
are added and all leavers removed from the HR and payroll systems in a
timely manner and in line with laid down policies and procedures.
- Prepare and
submit monthly reports / updates on staff headcount, joiners and leavers,
expired contracts, alert on contracts expiring in five months and initiate
action where necessary.

that may be assigned from time to time

- A Bachelor’s
degree in Human Resource Management or equivalent
- Professional HR
qualification and membership to a HR body e.g. IHRM, CIPD etc. or
equivalent
- At least 3
years’ experience in HR administration including managing HRIS etc.
- Knowledge of
Kenya laws and practices
- Computer
literacy with proficiency in Microsoft applications
