Job Title: Monitoring and Evaluation Coordinator

Monitoring and Evaluation Coordinator ensures effective management of the monitoring and evaluation process, focusing on achieving the following results;
 
Prepare the Performance frameworks and M&E Plans.
 

Provide technical support to strengthen their monitoring and evaluation systems. Participate and contribute to the development of Monitoring and Evaluation Framework for the Health initiative programmes.
 
Develop and update as necessary the Monitoring and Evaluation plans for grants, consistent with the national M&E framework.
 
Harmonize and standardize the existing data collection, analysis and reporting system, inIine with the national HMIS Plan and health programme Indicators.
 
Assist in the development of systems and data collection tools to capture data on disease control indicators in the performance framework.
 
Develop and deliver trainings/capacity building in M&E and Health Programs for other implementing partners personnel. This will include the development of training manuals, materials and facilitation of the training workshops.
 
Assess the M&E and develop and lead the implementation of a capacity development plan, in collaboration with Capacity Development Specialist.
 
Develop a regular review process with field sites to evaluate the utilization and impact of ongoing monitoring tools in order to measure improvements in programme quality, giving feedback
 
Work with the M&E staff of Ministry of Health and others to collate and analyze all monthly and sentinel site data for reporting,
 
Validate the quality of collected data (through sample analysis),
 
Support the preparation of reports e,g, quarterly, annual and other programme reports in a timely manner.
 
Assist in the identification of potential implementation problems and bottlenecks,
 
Any other tasks as may be assigned by the Program Coordinator (Global Fund), to support the overall Management, Supervision, Monitoring and Evaluation of the implementation of the Program.
 
Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achieving the following results:
 
Identify and formulate lessons learned and document best practices from evaluations and studies to be integrated into project reports;
 
Support the design and delivery of M&E and training and/or capacity building to personnel of MoH,  and implementing partners involved in the implementation of grants;
 
Participate in external supervision and evaluation missions of the GF and other agencies by facilitating access to M&E data as required.

Required Skills and Experience
 
Education:
 
A Masters Degree in Public Health/Health Sciences/Social Sciences with at least 3 years M&E related experience

Experiences
  • Epidemiological literacy and skills in strategic information systems
  • A strong background in Disease control and Health programmes, having worked with projects where systematic input, output and process data were collected and used to guide programming
  • Experience in developing and facilitating training in M&E
  • A good understanding of routine health information systems, and literacy in management information systems
  • Knowledge of database design and use, data processing and analysis
  • Global Fund work experience will be an added advantage
Language Requirements:
  • Fluency in French and English with good verbal and written skill
