The organization works closely with the government, universities, communities and has programs in over 150 institutions (tertiary institutions and high schools) across 13 Counties in Kenya and reaches over 1 million youth annually with behavior change communication messages.

Project Manager


Job Purpose:

S/he will provide   management and oversight to the overall design, implementation, monitoring and evaluation of the program activities and its grant components, including Calls for Proposals (CfPs) related to OVC, HIV and AIDS. 

In addition, support counties in the actualization of their county strategic plans aligned to Vision 2030

Key responsibility:

1.  Project Initiation: Programming, identification, formulation and Design
  • Conduct a SWOT analysis alongside the M&E and Resource Mobilization department to identify national and donor priorities (areas of need)
  • In consultation with key stakeholders, identify key issues to be addressed, and the strategies thereof
  • Develop feasible and sustainable operational plans that can generate funding
2.   Project Planning: Recruitment and Induction
  • Participate in the recruitment, induction and deployment of the project staff in line with the policies of ICL
  • Coordinate the project planning process including creating  Project, Resource, Financial, Quality, Risk and Reporting plans
3.   Project implementation : Risk, Procurement, Communication, Quality, Cost and Time Management
  • Ensure timely execution of project deliverables are as outlined in the sub-agreement
  • Spearhead the assessment of risks and strategies to mitigate against potential occurrence of the risk(s)
  • Institute proper procurement planning through source selection, contract administration and close out
  • Ensure effective utilization of project resources including budget control and value for money
  • Develop quality plans to ensure the project meets the intended objectives
  • Manage information and relations with beneficiaries and key stakeholders
4.   Resource Mobilization and Sustainability
  • Take part in resource mobilization through participation in proposal development with other program staff i.e. finance
  • Design, implement and evaluate projects with an aspect of resource mobilization.
5.   Project Monitoring, Evaluation & Control
  • Participate in reviewing the goals and objectives as set out in the scope of work
  • Compile reports (narrative and data) and submit them to the M & E Manager as per the set deadlines
  • In accordance with donor requirements, create or maintain procedures for capturing and publishing monthly, quarterly and annual project technical and financial report
6.    Any other duties and responsibilities in line with project Management

Education and Training:
  • The ideal candidate should have a Masters Degree in Public Health, Project management or any other related field
  • Professional qualifications in project management, leadership &
  • management, organizational development, monitoring & evaluation or strategic planning
Experience, Skills and Abilities:
  • Minimum 5 years hands on experience in project management related to HIV/AIDS and OVC four (3) of which should be in PEPFAR funded programs
  • S/He should also have experience in capacity building, operations research, monitoring and evaluation, budget management and people management skills
  • Ability to work with a team, foster a team approach and incorporate capacity building activities into the program
  • Computer literate with an ability to analyze and utilize program development gaps for decision making
  • Excellent organizational skills, analytical and report writing skills
  • Demonstrated ability to develop institutional partnerships and build networks
  • Be an excellent communicator, team player and willingness to work in a multi – sectoral team setting

Project Monitors (2)


Job Purpose: 

The project monitor(s) will provide strategic leadership and technical assistance to the health system portfolio to implement high quality health strategies in their region while monitoring to ensure quality delivery of the CSO health targets. 

In addition, support counties in the actualization of their county strategic plans aligned to Vision 2030.

Key responsibility

1.   Project Planning: Recruitment and Induction
  • Participate in the recruitment and induction of CSOs in line with the policies of ICL
  • Facilitate the project planning process including creating  Project, Resource, Financial, Quality, Risk and Reporting plans
2.   Mentorship and Technical Support for sustainability
  • Mentor CSOs to support ICL in design and project implementation of a quality OVC,  HIV and AIDS programs
  • Mentors and transfers knowledge to staff
  • Conduct monthly meetings to review the achievement of set goals with CSOs
3.    Communication and Strategic Leadership
  • Provide strategic leadership to the health programs portfolio in South Rift/Eastern region
  • Provide leadership in the dissemination of lessons learnt from programs and apply these lessons to modify existing program and improve the design of new programs
  • Liaise with key stakeholders in health including the relevant government departments
  • Maintain smooth regular information flow with the CSOs and ICL technical staff
  • Conduct analysis of program implementation to identify areas of weakness or opportunity vis a vis the appropriate technical strategy and guidelines
  • Provides technical assistance and leadership through the writing and review of proposals, protocols, papers, and reports to ensure quality, accuracy and appropriateness
4.   Networking and Collaboration
  • Builds and sustains collaborative relationships with diverse stakeholders including partners, local and international NGOs and  governments
  • Engage relevant corporates to facilitate achievement of set goals in line with Vision 2030
5.   Project Monitoring, Evaluation & Control

  • Demonstrated skills in the programmatic and operational coordination of program implementation
  • Must have experience in managing budgets, project planning, monitoring and evaluation and excellent written and oral communication and interpersonal skills
  • S/He should also have experience in capacity building, operations research, monitoring and evaluation, budget management and people management skills

Monitoring and Evaluation Manager

ICL seeks to recruit a Senior Manager, Research Monitoring and Evaluation to based in Nairobi and reporting to the CEO. 

The Incumbent will lead the design and implementation of a monitoring and evaluation data collection and data management system for project team

Duties and Responsibilities
  • Lead the development and implementation of Organizational M&E strategy and  project’s M&E plan;
  • Design the monitoring and evaluation tools and forms;
  • Develop data collection procedures;
  • Lead the development of the evaluation design, tools, protocols and procedures;
  • Oversee monitoring and evaluation data collection activities, including logistics of form distribution and collection
  • Oversee external communication on M&E progress and results;
  • Manage M&E staff and consultants
  • Oversee M&E database setup and management;
  • Generate data reports in compliance with USAID procedures and agreements in the award
  • Lead preparation of evaluation reports
  • Develop and implement a research agenda
  • Draft M&E reports for the CEO in compliance with USAID procedures and agreements in the award
  • Ensure effective communication between M&E team, project staff, partner teams, and home office
  • Mentor and build the capacity of the  M&E staff and provide other management and support to M&E team as needed
Desired Education, Experience and Skills
  • Master’s Degree in Social Sciences, Public Health or equivalent
  • At least 7 years relevant experience
  • Experience in working in PEPFAR funded projects. Also, experience in working with EU, DfID, UN funded projects is desirable
  • Minimum of 4 years of supervisory and management experience
  • Competence in qualitative and quantitative study design and implementation as demonstrated in the samples of previous work
  • Extensive experience with monitoring program implementation using qualitative and quantitative approaches
  • Experience using data analysis packages
  • Experience in developing and coordinating data collection, processing and analysis systems
  • Demonstrates the ability to negotiate with senior managers at national
  • Excellent communication skills (both written and verbal) with the ability to communicate at all levels in English
  • Excellent organizational skills

Resource Mobilization Officer

Job Purpose:

To identify and consolidate information about funding opportunities, coordinate concept note and proposal development, and to support the development and management of donor relationships.  

To support the development of unrestricted income streams through new business ventures, alumni and individual support mobilization, and other fundraising activities and support projects to mobilize community resources in order to reduce expenditure. 

In addition, support counties in the actualization of their county strategic plans aligned to Vision 2030.

Key responsibility:

  1. Concept Note and Proposal Development
  • Research new funding opportunities and donor priorities, consolidate information on donors
  • Review requests for proposals or applications with the RM team and communication manager and advise on feasibility of the programs and or projects
  • Directly contribute to proposal development by writing, reviewing and submitting proposals, including maintaining high quality documentation of proposals.
  • Liaise with donor staff, partners and respective teams to consolidate inputs for proposals, including managing to deadline select portions for the proposal
  • Lead cross-organization teams to development proposals, when assigned
  • Provide practical support to teams in proposal development, coordinating the internal review process and providing substantive input on proposals
  • Edit and format proposals to a final form, as assigned
2. Develop Unrestricted Income Streams
  • Contribute to the research, business planning and launching of new business ventures as assigned.
  • Contribute to the research, development, launching and maintenance of alumni programs as assigned.
  • Contribute to the research, development and launching of fundraising campaigns in collaboration with the Communications Team as assigned.
  • Support the planning and facilitation of fundraising activities and events, including identifying and engaging potential corporate sponsors
3.  Mobilize Community Resources
  • Support community asset mapping within projects.
  • Support valuing cost share levels within projects and assessing cost share standard values at organizational level.
  • Training and support of project staff to maximize community assets.
4.  Support and Train Project Teams and Affiliates in RM
  • Build ICL’s staff and partner’s capacity in resource mobilization by maintaining quality and fit for purpose structures, systems and tools.
  • Support the facilitation of regular RM Team meetings.
  • Deliver training to ICL staff, Affiliates and other groups in resource mobilization as required.
5.   Support RM Development and Management of Partner Relationships
  • Participate in strategic meetings, forums and processes to stay up to date with unfolding events or issues and ensure that ICL is best placed to advice donors on such events or issues.
  • Develop and maintain partner intelligence and tracking tools.
  • Support RM Manager in establishing and maintaining regular contact with donors and resource mobilization networks/groups in Kenya and abroad
  • Negotiate collaboration with partner institutions and government departments on proposals, and ensure formalization and documentation of these partnerships.
  • Support the identification and engagement of corporate partners.
6.    Other
  • Support RM Manager in regular monitoring and reporting of RM activities and in creation of annual RM workplan.
  • Work with the Project Managers and Communication manager to ensure that excellence in resource mobilization remains top of ICL’s agenda.
  • Contribute to implementation of RM Strategy and the embedding of RM in ICL core functions.
Education and Training
  • Bachelor’s degree in development sciences (Sociology, Development studies, Anthropology, Economics or related field).
  • Post-graduate qualification in program/project design and development
Experience, Skills and Abilities
  • Minimum 2 years work experience in an NGO in relevant field.
  • Experience in resource mobilization, including identifying CFP/RFA and developing concept notes and proposals (minimum 2 years)
  • Experience in research and analysis.
  • Ability to identify and asses relevant CFPs and RFAs.
  • Good understanding of donor environment both within Kenya as well as internationally.
  • Good understanding of budgeting and finance and is able to compile a proposal budget.
  • Ability to organize work of self and other effectively, carry out thorough planning, and meet tight deadlines.
  • Be flexible, adaptable and dynamic.
