The Competition Authority of Kenya (CAK) is a Statutory Agency
established under the Competition Act, No. 12 of 2010.
The Authority’s mandate is to promote and safeguard competition
and also protect consumers from unfair and misleading market conduct.
Senior Procurement Officer

The successful candidate will be responsible for providing
procurement support to the Authority, including tendering and ensuring
compliance with the applicable procurement laws and regulations, to ensure best
practice and value for money principles are upheld.
Main Duties & Responsibilities
- Establishing
and updating Authority’s Procurement Policies, Procedures and Systems;
- Ensuring
compliance with the Procurement laws and regulations (Public Procurement
Act 2005 & Public Procurement Regulations, 2006);
- Development,
facilitation, implementation, monitoring & review of the Authority’s
Procurement Plan;
- Undertake
contracts negotiation, review and management in conjunction with the
respective Directors and Heads of Units;
- Performs
Secretarial role to the Authority’s Tender Committee and Disposal
Committee;
- Coordinate
the preparation ofor advertisement , opening and evaluation of tenders and
quotations;
- Liaise
with Public Procurement Oversight Authority [PPOA] and other bodies on
matters related to procurement;
- Advise
Directorates and staff on all matters to do with procurement of goods and
services;
- Preparing
and maintaining all procurement records;
- Ensuring
efficiency in inventory Management.
The candidate should have:-
- A
Degree in any Business related field from a recognized University;
- A
Diploma in Purchasing and Supply Management;
- Minimum
of six (6) years of relevant experience with 3 years at a senior level;
- Knowledge
of the Public Procurement Act and Regulations;
- Membership
of a professional body (KISM or CIPS);
- An
ICT related qualification with bias on spreadsheet;
- High
level of attention to detail, high integrity, good analytical; effective
interpersonal skills, materials management skills, negotiation skills,
record keeping skills and good customer relations;
- Ability
to prioritise and plan work effectively;
- Good
time management, planning and organizational skills;
- Knowledge
of law and practice in relation to procurement;
- Good
communication skills;
- Self-motivation;
and
- Knowledge
of risk management and legal implications linked to procurement.
